Federal support, extended bus service cuts and millions of dollars of not-yet-realized savings are expected to help the city balance its pandemic-challenged budget. A preliminary 2021 update to the 2020-23 multi-year budget outlines how the city expects to erase an $83.6-million shortfall over the next three years, which it largely blames on pandemic losses. “We’re continuing to see alarming COVID-19 case numbers in Winnipeg and it’s a crisis that’s gripping our community,” said Mayor Brian Bowman, noting that includes a major financial toll for businesses and the municipal government. To balance its four-year plan, the city aims to find $16.3 million of savings through future labour agreements, direct the Winnipeg Police Service to cut $15.3 million of costs and take on $10 million more debt. It also expects to save $12 million from a recently negotiated collective agreement with the Winnipeg Association of Public Service Officers and find $30 million by leveraging provincial capital funds.Read

The $35-million Caregiver Wage Support Program is expected to assist 20,000 full- and part-time workers who earn less than $25 an hour, Families Minister Heather Stefanson said Friday. Among those eligible for the benefit are health-care aides and housekeeping staff in long-term care facilities, group-home staff, child-welfare services workers, homeless shelter staff and people employed in women's shelters. It’s said the first step is admitting you have a problem. For me, that’s not quite true. I needed a bit more of a jolt. I take you back to May, when Manitobans were finally able to emerge from nearly two months of the first pandemic-related lockdown. Among the newfound freedoms was the ability to hit the links. So I headed to Kildonan Golf Course to tee it up on opening day and write about the experience in this very space. My game, as expected, was bowling shoe ugly. But my big takeaway from that day involved how I looked while scanning through the photographs taken by my talented colleague, Mike Deal — and through no fault of his, I should add. Not to mention how rough I felt lugging around my clubs for more than four hours. Let’s just say it wasn’t exactly awalk in the park.
And so I made a bold decision, one I knew was going to take planning, focus and hard work: After years of struggling with my weight, I had to find a way to flatten my own curve. COVID-19 was changing all our lives in ways we couldn’t imagine. It was time, finally, to start taking some control back... before it was too late.Read

The City of Winnipeg may not have the deep pockets senior levels of government do when it comes to weathering the financial storm ofCOVID-19.
But the city’s bottom line is also the least affected by it. The federal government has taken the biggest financial hit from the pandemic, going hundreds of billions of dollars into debt to prop up a coronavirus-ravaged economy, and to offset plummeting tax revenue. The Manitoba government is also deep in the red. It's projecting the largest deficit in the province’s history: a $2.9-billion shortfall expected for 2020-21. That’s nearly three times the size of anyprevious deficit.

In this scene, a young J.D. (Owen Asztalos) stares in mute misery at his mother Bev (Amy Adams). She is experiencing a complete emotional unravelling — she’s half-dressed, flailing, screaming in the middle of the street — as the neighbours come out to watch. Paralyzed with pain, J.D. doesn’t really understand what ishappening.
Not only does this single sequence not work, it encapsulates why the movie as a whole doesn’t work. This excruciating vision of Bev’s anguish should evoke empathy, which would allow us to enter into this world. Instead, it functions as spectacle, which keeps us standing outside, like those rubber-necking neighbours. Roping viewers into uncomfortable voyeurism, Hillbilly Elegy illustrates the perils of poverty porn.Read

DEAR MISS LONELYHEARTS: Stupid me! I thought I had a great, new relationship going. Hah! We got together last February and we were over the moon with each other, so he moved in with me after COVID reared its ugly head, as it looked like the virus was going to stick around for a few months and we wanted to be in the same bubble. A few nights ago, after making love, I was chatting on about how great our new relationship was — and he replied with a big, fat nothing. Not one word of agreement — except an unenthusiastic “uh-huh.” Then he rolled over with his back to me and went to sleep! The next morning I was visibly upset. Still, he didn’t want to talk about our relationship then, or even the next day. I realize this is a terrible time to break up with somebody. Lots of couples are hanging in there, so they won’t be alone. But now he’s cold as ice. I would never have let this silence pass in my pastrelationships.

BY everything that is right and good, Helen Penner’s life should have been celebrated with singing. Singing was a passion for her and her late husband John, and they ensured their eight children found their melodic voices at an early age. The kids grew up singing in church, blending their voices in the four-part harmony that is traditional in their religious denomination. The gift was passed from generation to generation, and Helen and John’s 23 grandchildren and 18 great-grandchildren were also encouraged musically from a young age. Old enough to talk, old enoughto sing your part.
When Helen passed away on Nov. 14, there was only silence where singing should have been. Pandemic restrictions muzzled her family and friends, preventing them from gathering to pay their respects in the way that would be most fitting. The Penner clan is certainly not alone in its powerlessness to grieve properly. Approximately 900 people die in Manitoba every month, from a variety of causes, and each deceased person has a circle of family and friends who are now prevented from coming together to process theloss.
