PORTLAND, Ore. — There are three new COVID-19 related deaths in Oregon, raising the state’s death toll to 2,498 the Oregon Health Authority reported at 12:01 a.m. today. Oregon Health Authority reported 794 new confirmed and presumptive cases of COVID-19 as of 12:01 a.m. today, bringing the state total to 185,597.COVID-19 UPDATE

We have a crisis of humanity in this country and it’s at its limit. The issue is not just the tragic death of George Floyd in Minneapolis. It is about neighborhoods that have been left behind for decades and have experienced racism for decades. As a young child growing up in Los Angeles I vividly remember the Watts riots. I could see the smoke from the fires wondering if it would burn down our house. We as a community need to have open and frank discussions on how we can positively impact Newport – OUR Community. We need to resolve to treat everyone here with deep respect no matter their race, religion, color, or sexual orientation. I drove by Newport City Hall yesterday and saw several people with signs showing their disgust at the tragic death of George Floyd. They were holding signs and I was impressed that everyone was behaving in a positive and peaceful manner. I truly believe that only well thought out changes will make a LASTING positive difference. Officers are human like all of us – and some make bad choices. I was proud to be a member of the Newport Police Department for 30 years where everyday all of the officers worked hard to serve our community and treat everyone with dignity and respect. No one hates a bad cop more than a good cop. The law enforcement officers we have here in Lincoln County are ashamed of the events in Minneapolis. We are our own hometown keepers of the peace. Most of our officers live here, have families here, and want to live and serve in an inclusive community. I have a friend that is an officer in the Seattle area who has been working all weekend dealing with the protests up there. She got off work this morning at 8 AM and went home and gathered up cleaning supplies and a power washer. Instead of sleeping, she and her husband went into town and helped clean up the mess from the last few nights. The acts in Minneapolis were horrific and are occurring more often. Police work is very difficult and challenging in protecting the rights of our citizens regardless of race, political persuasion or world-view. It is critically important to recognize that racial and other biases are part of our culture and we need to continue to work aggressively to counter their impacts in law enforcement and all otheraspects of society.
I am a strong supporter of the men and women in law enforcement, but I recognize that there is a cultural disconnect between law enforcement and many groups in many of our communities. We need to continue to work to bridge these gaps. We need to work to eliminate bias in the way people are treated throughout our country. We cannot ignore racism. We cannot ignore brutality. We cannot ignore lawlessness. We cannot let hate win.Mayor Dean Sawyer

Facebook Twitter Share NEWPORT CITY COUNCIL – MONDAY NIGHT Jun 1, 2020 | Daily News The Newport City Council Monday night teamed up with the non-profit Proud Ground organization, which is promoting affordable housing deals to eight families who have been selected for down payment assistance to help them move in. Average grant subsidies are just shy of $90,000. These homes are in Lincoln City, Newport, Seal Rock and Waldport. These and other affordable housing efforts seek to provide housing for working class families. Employers who need workers are also chipping in to help seal the deal for a number of families. The eight homes are not even a drop in the bucket for lower income families who need housing, but it’s a start. There are a couple of other affordable housing projects being built in Lincoln County to help house laborers for tourism and retail outlets. The city council also learned that the “Coast to Valley” bus service will start back up on June 7th. Those catching the bus on the coast can affordably reach the Willamette Valley with connections north and south from there. Rates appear to be quite reasonable. The seemingly never ending saga between Rogue Ales and the city of Newport is showing signs of coming to a suitable deal between the two entities over what the city contends is finishing up on working with the beer brewery to better treat wastewater from their operations. The negotiating dance between Rogue and the city appears to be nearing a conclusion but will still take a while to finally come to a permanent solution. City officials say that Rogue is making suitable strides in making sure that their effluent from their beer operations has been adequately processed and treated. And Newport will be engaged in a financial arrangement with the state and federal governments to assist financially hard hit businesses, especially on the Bayfront and at South Beach. They’re trying to get some financial help to crawl out of the financial hole the Covid-19 pandemic has caused. Final distribution of those funds, some of which are coming from city urban renewal funds, have not been fully worked out yet. But they’re close. Keeping Cool: Investment Strategy vs. Reaction Provided By: Duane J. Silbernagel, CFP® After losing ground in 2018, U.S. stocks had a banner year in 2019, with the S&P 500 gaining almost 29% — the highest annual increase since 2013.1 It’s too early to know how 2020 will turn out, but it’s been rocky so far, and you can count on market swings to challenge your patience as an investor. The trend was steadily upward last year, but there were downturns along the way, including a single-day drop of almost 3% on August 14. That plunge began with bad economic news from Germany and China that triggered a flight to the relative safety of U.S. Treasury securities, driving the yield on the 10-year Treasury note below the 2-year note for the first time since 2007. A yield curve inversion has been a reliable predictor of past recessions and spooked the stock market.2 By the following day, however, the market was back on the rise.3 It’s possible that a yield curve inversion may no longer be a precursor to a recession. Still, larger concerns about the economy are ongoing, and this incident illustrates the pitfalls of overreacting to economic news. If you were also spooked on August 14, 2019, and sold some or all of your stock positions, you might have missed out on more than 13% equity market growth over the rest of the year.4Tune Out the Noise
The media generates news 24 hours a day, seven days a week. You can check the market and access the news anywhere you carry a mobile device. This barrage of information might make you feel that you should buy or sell investments in response to the latest news, whether it’s a market drop or an unexpected geopolitical event. This is a natural response, but it’s not wise to react emotionally to market swings or to news that you think might affect the market.Stay the Course
Consider this advice from John Bogle, famed investor and mutual fund industry pioneer: “Stay the course. Regardless of what happens to the markets, stick to your investment program. Changing your strategy at the wrong time can be the single most devastating mistake you can make as an investor.”5 This doesn’t mean you should never buy or sell investments. However, the investments you buy and sell should be based on a sound strategy appropriate for your risk tolerance, financial goals, and time frame. And a sound investment strategy should carry you through market upsand downs.
It can be tough to keep cool when you see the market dropping or to control your exuberance when you see it shooting upward. But overreacting to market movements or trying to “time the market” by guessing at future direction may create additional risk that could negatively affect your long-term portfolio performance. They were reading a report about the number of new cases popping up in Lincoln County and it made them slow down their approach in applying to qualify for Phase II. They’ll talk more about this at the Supervisors’ regular meeting thisWednesday.
Another major issue was considering whether to require everyone entering the Lincoln County Courthouse to wear a facemask. At the moment, facemasks are required for everyone entering a courtroom . But for the rest of the courthouse, outside of courtrooms, it remains optional. That is likely to change when the commissioners conduct their regular meeting Wednesday morning. As a reminder, the Covid-19 virus is highly hazardous in crowded areas like busy buildings. Each hospital patient may have one healthy visitor over the age of 12 per day, with the following exceptions: * Patients under the age of 18 and patients receiving end-of-life care will be allowed two visitors per day. * Those not admitted as inpatients will be allowed one visitor only if needed to help the patient get around within the facility. This applies to outpatient appointments at all hospitals, clinics and otherfacilities.
* COVID-19 patients may have one healthy visitor per day only if the patient is under the age of 18 or is incapacitated and incapable of making health-related decisions. Effective immediately, David Gerstenfeld, Paid Family and Medical Leave Insurance Division Director, will serve as interim Director of the Department. “In the middle of this pandemic, the continued delays from the Oregon Employment Department in delivering unemployment insurance benefits to thousands of out-of-work Oregonians are unacceptable,” said Governor Brown. “This is an unprecedented crisis, and the problems at the department demand an urgent response. I’d like to thank Director Erickson for her years of service to the State of Oregon, but it is clear that new leadership is needed.” “I have directed the Oregon Employment Department to address the current backlog in unpaid claims, and to clearly communicate the status of any unpaid claims to Oregonians,” said Governor Brown. “In these incredibly stressful times, Oregon families are counting on these benefits. We will make this right. Oregonians will receive the benefits that they are owed.” Gerstenfeld has served as the Paid Family and Medical Leave Division Director in the Department since September of 2019. New Port of Newport Commissioner RETHERFORD APPOINTED TO THE PORT COMMISSION Coinciding with the 110th anniversary of the Port of Newport’s first Port Commission meeting, four commissioners voted unanimously to appoint Kelley Retherford to fill a vacancy on the commission at its regular monthly meeting on Tuesday. Retherford was appointed to a term expiring on June 30, 2021, which was left vacant when Sara Skamser resigned from the body earlier in May. Retherford, the only applicant for the position, brings a wealth of experience with her as the Vice President of both Retherford Fisheries, Inc. and Reliance Fisheries, Inc. She has also served on other business and non-profit boards. “I would like to serve for the purpose of maintaining and building the future of this port,” she wrote in her application for consideration. “I would like to know that the future is secure and the growth and beauty of this port is secure. As a businesswoman, wife, mother, and grandmother, I believe that preserving and protecting is an important aspect for the future. That in order to continue to enjoy the area in which we live in and around, we need to be part of the process.” From working in the family businesses to her active role in her church and in Newport Fisherman’s Wives, Retherford said she would like to bring her skills, knowledge, and teamwork to the Port ofNewport.

In other business, General Manager Paula Miranda updated the Commission on the re-opening of the South Beach boat ramp on May 14. Marina officials reported light use the first weekend, with increased but manageable use after all-depths halibut season opened on May 21. The Oregon State Marina Board assisted the Port with a $2,500 grant to help offset the cost of increased security during theCovid-19 pandemic.
Miranda noted that revenues are down by roughly $40,000 as a result of the long-term closure of the RV park and boat ramp – both of which are now open to the public. Tuesday’s meeting coincided with an important date in the Port’s history. May 26, 1910 was the date of the first-ever Port Commission meeting at the Port of Newport. It was 110 years ago when then Gov. Frank Benson appointed all five commissioners. They were R.A. Bensall (President), J.A. Olssen, Edward Stocker, George King, and Thomas Leese (Secretary).
