LAND GOVERNANCE IN LAOS Issue 25 of ‘Kyoto Review of Southeast Asia’. This special issue of Kyoto Review of Southeast Asia is devoted to examining various aspects associated with land governance in Laos. The first article in the collection, written by Ian Baird, considers how conceptualizations related to land have shifted over the last number of decades SOUTHEAST ASIA ARMS RACE? CLAIMS & REALITIES Recent military modernization in Southeast Asia gave rise to this consensus and proponents offer two dominant explanations for the increase of military acquisitions. One of the main arguments behind the arms race is the rise of China and it changing the balance of power, bringing instability to the region and fuelling militaryacquisitions.
RYUKYU NETWORKS IN MARITIME ASIA An Introduction to the Rekidai Hoan. T he Ryukyu Kingdom (present-day Okinawa) was located at the intersection of the South China Sea and East China Sea facing South China and Kyushu. Long before the Ryukyu Kingdom period (1429-1879), it was already alert to the advantages and opportunities offered by the sea and put them to use in its trade with East and Southeast Asia. PRIORITISING AGRICULTURAL REFORM IN MYANMAR Sean Turnell and Wylie Bradford of the Macquarie University, Australia, look at the agricultural sector in Myanmar, the source of income of the majority of Myanmar people, and plot the important role it will play in enabling the country’s economic renaissance. They propose a set of recommendations on how to promote and sustain this sector, bearing in mind the potential of Myanmar in the CRIME TRENDS AND PATTERNS IN MALAYSIA QUESTIONING THE IMPORTANCE OF HALAL TOURISM IN INDONESIA According to Statistic Indonesia ( Badan Pusat Statistik Indonesia, BPS), the five countries from whom Indonesia received most inbound tourists were Malaysia, Singapore, China, Australia, and West Timor. This suggests that most inbound visitors are not Muslim, therefore it raises the question of the importance of Halal tourism implementation. WORKING WITH SPANISH COLONIAL RECORDS AND ARCHIVES H aving recently completed several months of archival research on the early Spanish colonial period in Mindanao, I thought it would be useful to share with other potential researchers and students the practical and personal issues I encountered during that time, with the objective of making their turn less disorientating and hopefully moreproductive.

POLITICAL ECONOMY OF AFFORDABLE HOUSING IN MALAYSIA A broader housing policy from the Malaysian government started in earnest in the 1970s. According to Syafiee (2016), the history of housing provision in Malaysia can be divided into four phases, namely ‘Housing the Poor (1971–1985)’, ‘Market Reform (1986–1997)’, ‘Slums Clearance (1998–2011)’, and ‘StateAffordable Housing
VIETNAM’S URBAN MIDDLE CLASS: GROWING & AWAKENING Today, there is a growing discussion about the rapid expansion of a middle-income consumer class. There are optimistic estimates about the growing middle class, and Vietnam is often referred to as the place where this segment is growing the fastest in Southeast Asia, 1 from 12 million in 2012, it is predicted to reach 33 million in 2020, that LEGITIMACY AND MILITARY RULE IN TODAY’S THAILAND The NCPO regime has already outlasted each of Thailand’s two immediately preceding military regimes in 1991 and 2006 and, after the military-sponsored draft constitution was passed in a heavily controlled referendum on 7 August 2016, looks set to continue ruling the country until late 2017 at least. Alexander Horstmann & Anusorn Unno EDITORS’ INTRODUCTION– AT THE MARGINS OF THE SIAMESE KINGDOM: VIOLENT CONFLICT IN SOUTHERN THAILAND The Thai or Siamese kingdom has always understood itself as a homogeneous imagined national community, in which the Siamese in the Center of Ayutthaya and Bangkok have gradually expanded to the frontiers in the North, Northeast and the South and have, in the rulers understanding, civilising the wild and barbarian peoples living at the edge of the nation. Peoples living in Southern Thailand were divided between Buddhists in upper Southern Thailand until Songkhla, while Muslims tended to dominate the lower part of Southern Thailand, beginning in Pattani. The city of Nakhorn Sri Thammarat used to be the central military garrison, from which the Siamese kingdom expanded towards the lower South, only to be stopped by the British. In Southern Thailand, the Thai Buddhist civilisation met with the Malay Muslim civilisation in the Malay peninsula, marginalising the indigenous people from the coastal regions and the islands, living in the maritime worlds of the oceans. This collection of articles from the Kyoto Review of Southeast Asia (KRSEA) is published with the financial support of the Center for Southeast Asian Studies (CSEAS), Kyoto University. We have compiled all the English articles from Issue 13 (March 2013), to Issue 20 (September 2016).
