Ah: this old one (a very common problem for Westerners). When I first went to Japan, I could not site on my heels at all (and that made mealtimes hell: I was living in a traditional environment, and all eating was done in seiza, which means sitting with your legs tucked under you, like virasana). mlaen, very likely HFs; two possible pain sources. If you are using the HFs to pull your knee (s) to the chest, they can spasm (just because they are working at their shortest ROM; this is normal). You can test this proposition by using arms or straps to pull the knee in; if less or no pain, that's cause 1.WHERE TO BEGIN
Looking at that photo, it seems to me that you are trying to do two different things at once. You are 1. Getting the knees to the floor in the tailor pose (what I call what I guess you are calling the butterfly pose, though with the torso vertical). You can test this proposition by using arms or straps to pull the knee in; if less or no pain, that's cause 1. In your case (assuming gastrocnemius and soleus really are not tight; we really want to be able to move a straight leg 45 degrees past vertical with its heel on the ground, which sounds a lot more than what you describe above) then it's likely that nerve tethering with fascial involvement is the culprit. When I first went to Japan, I could not site on my heels at all (and that made mealtimes hell: I was living in a traditional environment, and all eating was done in seiza, which means sitting with your legs tucked under you, like virasana).
