In 2016, a TPA analysis identified more than $2 million in costs devoted to GOVERNMENT-OWNED NETWORKS (GONS): MYTH VS. REALITY Myth—Residents will flock to new GON services.. Reality—Signups for GONs are often much lower than anticipated.TPA’s GON report found that the average weighted take rate for GONs was below 40 percent nationwide, while research has shown that take rates need to be closer to 50 percent generally for the networks to break even. 4 The gap leads to GONs rarely breaking even, often increasing PROFILES IN COURAGE: DR. LI WENLIANG The taxpayer-funded World Health Organization (WHO) dropped the ball early and should have listened to Dr. Li instead of starting a campaign defending the Chinese government’s inactions. Dr. Li was a well-regarded ophthalmologist at Wuhan Central Hospital, which saw some of the first cases of COVID-19 in late 2019. GON WITH THE WIND: THE FAILED PROMISE OF GOVERNMENT OWNED There is no disputing the importance of internet connectivity in the 21st century economy. The question is whether the private sector should continue taking the lead in funding and facilitating the deployment of broadband or whether taxpayers should create and fund/subsidize government-owned networks (GONs) to do so.
