El MCCTH fue, junto a universidades y movimientos sociales, una de las tres instituciones impulsoras de nuestro proyecto “Buen Conocer / FLOK Society”. Como ya se sabe, la primera fase del proyecto consistió en una investigación participativa, para construir de manera colectiva políticas públicas hacia una economía social del ACERCA DE | BUEN CONOCER El conocimiento abierto, común, compartido es un habitat para el buen vivir, una necesidad. El Consejo Sectorial de Conocimiento y Talento Humano aprobó la conformación de la Comisión Ocasional de Migración a Software Libre, este es un gran paso para continuar el proceso de migración de todo el concejo sectorial en el que el Equipo Buen Conocer colaboradesde sus inicios.
Está comisión estará conformada por un representante de cada institución a migrar , Ministerio de Cultura y Patrimonio , Ministerio de Educación, SENECYT ,
Viceministerio de la Sociedad de la Información , Secretaría Nacional de la Administración Pública , y el Ministerio Coordinador de Conocimiento y Talento Humano, pero sobre todo contará con la colaboración de las comunidades del Software Libre que aportarán sus conocimientos para seguir impulsando este gran paso para la sociedad ecuatoriana. Por parte del Equipo FLOK queremos agradecer a todas las personas que han participado y han acompañado el proceso brindando sus conocimientos para hacer posible en tiempo récord la migración total de los entornos de escritorio y ofimática del Ministerio Coordinador de Conocimiento y Talento Humano. Gracias a los capacitadores Andrés Salazar y Lila Alpala, a los técnicos Ricardo Arguello, Jorge Jaramillo, Marco Morales, Lilian Llangari, a la empresa pública CEC-EP, a la empresa privada Soporte Libre, al Departamento de comunicación del MCCTH, y todas las personas de la comunidad de Software Libre que acompañaron este proceso. Ayer, 3 de marzo de 2016, el Consejo Sectorial de Conocimiento y Talento Humano de Ecuador comenzó un proceso de migración de todos sus entornos de escritorio a software libre. Y no solo eso, mediante la resolución del Consejo Sectorial se acuerda además promover conocimientos de programación informática en todos los niveles educativos. El proceso de migración se basa en el impulso que ofreció el presidente Rafael Correa mediante el Decreto Ejecutivo 1014,
donde se establece el uso de software libre para la administraciónpública.
Entre las instituciones participantes en el Consejo Sectorial de Conocimiento y Talento Humano podemos encontrar la Secretaría de Educación Superior, Ciencia, Tecnología e Innovación (SENESCYT), Ministerio de Cultura y Patrimonio (MCYP), Ministerio de Educación (MINEDUC), Ministerio Coordinador de Conocimiento y Talento Humano (MCCTH), y las instituciones adscritas a dichas Carteras de Estado. Alguna de ellas, como el Instituto Geográfico Militar (IGM), ya comenzaron sus procesos de migración encontrándose en fases avanzadas. Todo el proceso deberá durar aproximadamente 10 meses. El MCCTH fue, junto a universidades y movimientos sociales, una de las tres instituciones impulsoras de nuestro proyecto “Buen Conocer / FLOK Society”. Como ya se sabe, la primera fase del proyecto consistió en una investigación participativa, para construir de manera colectiva políticas públicas hacia una economía social del conocimiento común y abierto, mediante el diálogo de academia, movimientos sociales e instituciones, por más de 1.500 personas a lo largo de casi 2 años. En la actual fase, tratamos de impulsar algunas de las propuestas de políticas públicas consensuadas entre instituciones y sociedad civil. En este caso hablamos de la puesta en práctica de las propuestas 2 y 3 contenidas en el documento de política pública 4.2 “Software: Programas libres y de código abierto en la Administración Pública“.
En un contexto de cambio de matriz productiva, la multiplicación de este ejemplo seguramente incidiría en un mayor ahorro a corto, medio y largo plazo para el Ecuador, siendo muy deseable que otras instituciones se sumen al proceso de migración. Además del ahorro económico existen otros factores de primer orden por los que realizar la migración, como la soberanía tecnológica, la promoción de tecnología e industria de software nacional, o incluso en palabras del promotor de la exitosa iniciativa de migración de la ciudad de Munich (con un ahorro de más de 11 millones de Euros) Peter Hoffman: “El objetivo era hacernos más independientes en cuanto a grandes compañías y promocionar las pequeñas y medianas empresas. No era solo lo económico, sino que dio un vuelco a la comunicación entre personas, cambió cómo trabajaban, cómo se relacionaban con los usuarios, sus herramientas y la jerarquía interna. Imaginas un ministerio que compra y produce bajo licencias Creative Commons? ¿Imaginas un gobierno que tiene como prioridad el uso de licencias libres? Está comenzando a pasar en Ecuador. Siguiendo las propuestas del libro del Buen Conocer / FLOK Society, hemos tenido el privilegio de coordinar la primera reunión entre Creative Commons Ecuador y el Ministerio Coordinador de Conocimiento y Talento Humano (MCCT). Entre los objetivos de la reunión podemos citar el inicio de una investigación que permitirán al ministerio y otras instituciones conocer cuáles son las licencias más interesantes para devolver al pueblo ecuatoriano los contenidos financiados con dinero público. También se analizaron las distintas posibilidades de licencias libres para licitaciones públicas. En las próximas semanas se realizarán nuevos encuentros, donde poder ir definiendo tipos de licencias para cada caso y procedimientos concretos. Queremos expresar nuestro más sincero agradecimiento a Paula Vásquez (colaboradora en el capítulo de educación y responsable de procesos FLOK en MCCTH), a Carlos Correa (Creative Commons Ecuador) y a Adrián Cornejo (asesor jurídico MCCTH) por su colaboración en estaprimera reunión.

El Buen Conocer se abre paso en la política ecuatoriana. El pasado día 05 de noviembre, Diego Vintimilla, asambleista de Alianza País por Azauay, reconoció la importancia del proyecto Buen Conocer / FLOK Society. Diego Vintimilla, empezó la segunda intervención de la Sesión 353, relativa al #CódigoINGENIOS, mencionando el Buen Conocer: “Hace pocos meses en el Ecuador se desarrolló la Cumbre del Buen Conocer, en la cual se establecieron algunos principios importantes que son la base colaborativa para la redacción de lo que hoy en día es el Código Ingenios”. El asambleista, en un dircuso en el que elogió las tecnologías y la cultura libre, tuvo una especial atención a la Declaración del BuenConocer ,
redactada colectivamente durante la Cumbre del Buen Conocer: “Aunque no podríamos pensar que todo lo que está pensado en esa hermosa declaración por un Buen Vivir, por una Pachamama del bioconocimiento, si creo que es importante mencionarla como un elemento fundamental de este título, de este tema que nos convoca al día de hoy”. Diego Vintimilla destacó a su vez que el objetivo es “llegar a una sociedad en la que el diálogo de saberes permita garantizar los derechos ciudadanos”. Al mismo tiempo, insistió en el carácter político del software libre. Tras la edición y publicación del libro, el proyecto ha continuado dialogando con el Ministerio Coordinador de Conocimiento y Talento Humano (MCCTH ) para avanzar en el cambio de matriz productiva, hacia una economía social del conocimiento común y abierto. Hemos realizado tres talleres con personal de la institución explicando las líneas de políticas públicas que emanan de la investigación participativa y que afectan directamente a su trabajo. En breve, comenzaremos a apoyar a la asesoría jurídica para la inclusión de cláusulas _copyleft_ en los proyectos que están ejecutando, además de acompañar a otros departamentos para facilitar la aplicación de las propuestas del libro del Buen Conocer. Tras las jornadas en Brasil y Argentina, el Buen Conocer / FLOK Society se presenta en Mérida y Caracas, gracias a la inestimable colaboración de CENDITEL ,MCCTH , MPPP
, MPPEUCT y
varias investigadoras y activistas de movimientos de Software Libre. Participamos en varios encuentros con instituciones y compañeros de movimientos sociales telemáticos desde el día 28 de septiembre al 2 de octubre, incluyendo a compañeros hacktivistas en sus instalaciones del INCES para conocer el estado de la migración institucional (98% migrada a Software Libre, toda una referencia en la región) y presentar el libro a sus trabajadores. La presentación pública del proyecto y libro en Caracas se realizó el martes 29 de septiembre, en el Ministerio del Poder Popular para Educación Universitaria Ciencia y Tecnología, con la participación de Carlos Figueira (Venezuela), Federico Medina y el equipo del Buen Conocer / FLOK Society (Ecuador). Tras la presentación pudimos mantener algunos debates con varios responsables institucionales y compañeros de los movimientos que acudieron, lo que nos permitió conocer algunas iniciativas muy interesantes, como las placas de hardware libre Pinguino.En
Mérida la presentación se realizó en la sede de CENDITEL el 1 de octubre, con diversas presentaciones sobre la pertinencia política, económica y social del conocimiento libre en nuestros países y las posibilidades que ofrece como motor de integración regional. Además, entre otras actividades, mantuvimos varias reuniones con movimientos sociales telemáticos para apoyar el desarrollo de una plataforma MOOC basada en Open edX para comunas de Venezuela. Varias de las autoras del libro son investigadoras en Venezuela, ha un placer trabajar de nuevo con Mariángela Petrizzo, Maricela Montilla, y Alejandro Ochoa entre otros, para continuar reconociendo los problemas que genera el capitalismo cognitivo en nuestra región, e imaginar e impulsar formas para superarlo. buen conocer Caracas CENDITEL Comunas Economía Popular y Solidariaflok society
