The Authority plays an important role in the governance of Australia's mitigation policies, undertaking reviews and making recommendations on: the National Greenhouse and Energy Reporting System. REVIEW OF THE EMISSIONS REDUCTION FUND 2020 On 9 October the Authority released its 2020 review of the Emissions Reduction Fund (ERF). The Authority is required to review the Emissions Reduction Fund every three years as set out in the Carbon Credits (Carbon Farming Initiative) Act 2011 (Cth) (CFI). ANALYSIS OF ELECTRICITY CONSUMPTION, ELECTRICITY The report was prepared by Vivid Economics for the Climate Change Authority (the Authority) and has been used by the Authority to inform the Targets and Progress Review. This report examines changes in electricity consumption, emissions intensity of electricity supply and economy-wide emissions, focusing on the period since 2000, and the drivers that underpin these changes. LIGHT VEHICLE EMISSIONS STANDARDS FOR AUSTRALIA In its Targets and Progress Review, the Authority recommended that the government investigate a CO2 emissions standard for light vehicles in Australia. This research report provides an in-depth analysis of light vehicle emissions standards, and demonstrates that mandatory standards are a cost-effective way to reduce Australia’s greenhouse gas emissions and light vehicle fuel use.CONCLUSIONS
Conclusions. Since the UNFCCC was signed in 1992, the relationship between international and domestic climate change action has changed significantly. The UNFCCC developed in advance of most domestic actions to reduce emissions. Today, domestic actions are advancing in parallel with or, in many cases, ahead of the internationalnegotiations.
