The government is currently revising its NDC, hopefully towards higher ambition. Including an unconditional target would be an important aspect of scaling up climate action. We rate the Philippines’ conditional target of 70% below business as usual (BAU) levels by 2030 “2°C compatible”. AUSTRALIA | CLIMATE ACTION TRACKER Australia. NDCs with this rating fall well outside of a country’s “fair share” range and are not at all consistent with holding warming to below 2°C let alone with the Paris Agreement’s stronger 1.5°C limit. If all government NDCs were in this range, warming wouldexceed 4°C.

PLEDGES AND TARGETS
The quantification of this pledge covers a range of emissions between 3.3–3.6 GtCO 2 e in 2020 (excluding LULUCF). These emissions are 55 to 66% higher than 2010 emissions levels. The emissions level of the target is reduced compared to the estimate before the pandemic (by9-12%).
PLEDGES AND TARGETS
These are: 2020: 37% below 1990 levels. 2025: 51% below 1990 levels. 2030: 57% below 1990 levels. In addition to these UK national targets, the Scottish government has legislated a net-zero emissions target for 2045, as well as the following interim targets: 2020: SINGAPORE | CLIMATE ACTION TRACKER Singapore was already on track to substantially overachieve its very weak 2020 and 2030 targets, without implementing any additional policies. Singapore updated its 2030 target in March 2020, but the updated target is not an increase in climate action, contrary to the Paris Agreement requirement to scale it up.NEW ZEALAND
New Zealand experienced a brief period of lockdown which is projected to shrink GDP in 2020 by between 7.2 and 34 percent and reduce activity in emissions-intensive sectors, particularly transport. New Zealand’s rapid response to COVID-19 has helped the country deal with the health and economic crisis.

These targets are the same as those included in the original 2016 NDC. However, the BAU associated with these targets has been KENYA | CLIMATE ACTION TRACKER The CAT continues to rate Kenya as 2°C compatible. The CAT estimates that annual emissions in 2020 will be up to 5% below our pre-COVID-19 current policy projections due to the economic slowdown caused by the pandemic. This trend is due to a slowdown of domestic economic activity and international trade. EFFECT OF THE US WITHDRAWAL FROM THE PARIS AGREEMENT On 1 June 2017, President Trump announced that the United States would pull out of the Paris Agreement. This was the first major step in his campaign to systematically walk back US federal climate policy, weakening efforts from the previous administration to reducegreenhouse gas

MOROCCO | CLIMATE ACTION TRACKER This means that Morocco’s unconditional Paris Agreement climate commitment in 2030, although allows the country’s total emissions to increase, is consistent with holding warming well below 2°C, and limiting warming to 1.5°C, based on its historical responsibility and its capability. UKRAINE | CLIMATE ACTION TRACKER The most recent historical data from 2018 shows that emissions excl. LULUCF have declined by 64% below 1990 levels.
