Common Council. The City of White Plains is governed by a Common Council which consists of the Mayor and six council members. The seven-member Common Council is the city’s legislative body. The Council’s responsibilities include: Approving Council appointments to boards and commissions and other appointments as required by law. RECYCLING | WHITE PLAINS, NY Textile Recycling Pod. Drop off any fabric that is clean and dry. The City is partnering with HELPSY, a textile recycling company that either redistributes the fabrics or upcycles them into other uses, rather than sending them to landfills. They are located at 201 Ferris Avenue, White Plains, NY 10603.VITAL RECORDS
Vital Records. We house vital records for those who were born, died or obtained their marriage license within the city limits of White Plains. Requests can only be made in person or by mail. We usually process mail requests the day they are received. If you come in person, you can wait for the record. Our office hours are 8:30 amuntil 4:00 pm.

Affordable Housing. Everyone deserves an affordable and safe place to live. The City of White Plains is committed to ensuring that there are sufficient affordable housing opportunities throughout the city. Our goal is to provide equal opportunity to all residents seeking affordable, healthy, safe, and stable homes. WATER & SEWER BILLING Water & Sewer Billing. Water and sewer bills are mailed semi-annually, with each bill consisting of six months of consumption. Please complete the Water Account Change Form for all name and/or address changes. Pay your water bill online. Schedule payment of your water bills to be automatically deducted (PDF) from your bank account. PARKING TICKET PAYMENTS Parking Tickets can be paid as follows: By phone at 866-661-2707; Pay online If paying by phone or online, there is a fee of $3.00/ticket. Box 6500 BUILDING PERMITS & APPLICATIONS Complete the appropriate application form, get it notarized and bring it to the Building Department.
