Progress has been made in restoring and reforming legal immigration in the United States, but barriers to access will need to be addressed to foster a fair and efficient system of legal immigration. A GUIDE TO TITLE 42 EXPULSIONS AT THE BORDER The United States has long guaranteed the right to seek asylum to individuals who arrive at our southern border and ask for protection. But since March 20, 2020, that fundamental right has been largelysuspended.
FACTS ABOUT THE CURRENT SITUATION AT THE BORDER The nation has turned its attention to the current situation at the U.S.-Mexico border, including the rise in immigrant children in U.S. government custody. Much of the conversation has focused on a supposed surge in arrivals under the Biden administration, but the current increase began well before President Biden took office. IMMIGRANT WOMEN AND GIRLS IN THE UNITED STATES Immigrant Women and Girls from Vietnam and the Philippines Have Particularly High Naturalization Rates. Over half (53.0 percent) of female immigrants were naturalized U.S. citizens in 2018, compared to 48.1 percent of male immigrants. 1 NOVEMBER 2, 2020 ADJUSTMENT OF STATUS FOR TPS … 4 Notwithstanding Matter of Z-R-Z-C-, as of the publication of this Practice Advisory, this General Counsel Opinion has not yet been rescinded.14 However, on October 6, 2020, USCIS updated its policy manual to reflect the policy changes outlined in Matter of Z-R-Z-C.15 In updating its policy manual, USCIS deleted prior language which hadstated:
