Dies geht aus den jüngsten Wirtschaftsprognosen des Internationalen Währungsfonds (IWF) und aus Analysen von US-Außenpolitikexperten hervor. Wie es etwa in der US-Fachzeitschrift Foreign Policy heißt, habe das "peinliche Debakel" der Trump'schen Krisenpolitik den Ruf der Vereinigten Staaten als eines Landes, "das weiß, wie man etwas wirkungsvoll tut", empfindlich geschädigt. Andere Länder seien eher bereit, sich an Staaten zu orientieren, "die den Höhepunkt der Infektion hinter sich haben" - etwa an China, urteilt der Präsident des renommierten Council on Foreign Relations. Auch die EU habe in der Krise versagt. Ökonomisch wird China laut dem IWF weniger unter der Pandemie leiden als die westlichen Länder: Seine Wirtschaftsleistung werde schneller als vermutet diejenige der Eurozone hinter sich lassen und sich derjenigen der Vereinigten Staaten annähern. Hintergrund sind die US-Sanktionen gegen das Land, die die venezolanische Wirtschaft massiv schädigen und den Kampf gegen das Covid-19-Virus erheblich behindern. Washington will die Sanktionen nur aussetzen, wenn die Regierung in Caracas zurücktritt. Wolle Caracas "verheerende Auswirkungen auf die Menschen" verhindern, müsse es die US-Forderung erfüllen, verlangt auch die Europäische Union. Brüssel ist seinerseits nicht bereit, seine Sanktionen gegen Venezuela zu beenden, obwohl UN-Generalsekretär António Guterres seit Ende März explizit fordert, wirtschaftliche Zwangsmaßnahmen umgehend auszusetzen, um den Kampf gegen die Pandemie nicht zu behindern. BERLIN/BRÜSSEL | 08.04.2020 |  Nachrichten BERLIN/BRÜSSEL (Eigener Bericht) - Trotz massivsten Drucks anderer EU-Staaten und zuletzt auch aus dem Inland hat die Bundesregierung auf der gestrigen Videokonferenz der Euro-Finanzminister die Einführung von "Coronabonds" zu verhindert. Hatten zunächst vor allem Italien, Spanien und Frankreich auf die Maßnahme gedrungen, so sind inzwischen auch Stimmen im deutschen Establishment laut geworden, die Bundesregierung dürfe sich der Maßnahme nicht mehr verweigern. Ursache ist, wie etwa führende Politiker von Bündnis 90/Die Grünen erklären, dass ein ökonomischer Kollaps Italiens und Spaniens bedeutende Absatzmärkte der deutschen Exportindustrie schwer beschädigen würde - und dass sich beide Länder, falls deutsche Hilfe ausbleibe, China zuwenden könnten; das müsse verhindert werden. Hinzu kommt, dass die "Coronabonds" Berlin zwar Kosten verursachen würden; für etwaige "Eurobonds" schätzten Fachleute diese vor Jahren auf kleinere zweistellige Milliardensummen. Sollte die Covid-19-Pandemie es nicht verhindern, wird die Fregatte Hamburg im Mai ihren Heimatstützpunkt Wilhelmshaven verlassen und nach einem Flugkörperschießen unweit Norwegen zum französischen Übersee-Département La Réunion aufbrechen. Dort findet ein Treffen der Anrainerstaaten des Indischen Ozeans zuzüglich einiger "Beobachter" wie Deutschland statt. Anschließend sind Hafenbesuche bei mehreren Anrainern und gemeinsame Übungen mit deren Marinen geplant. Die deutsche Marine fasst damit vorsichtig im Indischen Ozean Fuß - nicht zuletzt, um dort an Indiens Seite Position gegen China zu beziehen. Dabei kooperiert Berlin mit Paris, das, anknüpfend an seine koloniale Vergangenheit, im Indischen Ozean bis heute militärische Präsenz zeigt. BERLIN/BRÜSSEL | 06.04.2020 |  Nachrichten BERLIN/BRÜSSEL (Eigener Bericht) - Stimmen im Berliner Establishment warnen vor einem Zerfall der EU in der Coronakrise und raten zu ökonomischen Zugeständnissen an Italien und Spanien. Die beiden Länder würden es "Europa und vor allem uns Deutschen 100 Jahre lang nicht vergessen, wenn wir sie ... jetzt im Stich lassen", heißt es in einem Appell, den die ehemaligen Außenminister Joseph Fischer und Sigmar Gabriel gestern veröffentlicht haben. Das dürfe nicht geschehen - denn dann gerate die EU in Gefahr. "Unser Land" aber sei "der größte wirtschaftliche und finanzielle Gewinner" der Union. In der Tat zeigen Studien, dass der EU-Binnenmarkt der Bundesrepublik jährlich 86 Milliarden Euro einbringt - mehr als jedem anderen EU-Mitglied. Die Einheitswährung hat Deutschland allein von ihrer Einführung bis 2017 fast 1,9 Billionen Euro beschert, Frankreich dagegen 3,6 Billionen gekostet, Italien gar 4,3 Billionen. Fischer und Gabriel dringen nun auf ein rasches EU-Hilfsprogramm, um die rasch wachsende EU-Kritik in Rom und Madrid zu dämpfen. BERLIN/BUDAPEST | 03.04.2020 |  Nachrichten | ungarn BERLIN/BUDAPEST (Eigener Bericht) - Die deutschen Unionsparteien verweigern sich einer klaren Positionierung der Europäischen Volkspartei (EVP) zu Ungarns neuem "Corona-Gesetz" mit seinem antidemokratischen Charakter. Das Gesetz sieht unter anderem einen zeitlich unbefristeten Notstand vor, während dessen der Ministerpräsident alleine per Dekret regieren kann. Ein Schreiben, in dem gestern 13 konservative Parteien aus elf Ländern Europas gefordert haben, die Fidesz-Partei von Ministerpräsident Viktor Orbán aus der EVP auszuschließen, weil sie das "Corona-Gesetz" verantwortet, wird von CDU und CSU nicht unterstützt. Auch die deutsche EU-Kommissionspräsidentin Ursula von der Leyen bezieht nur in höchst schwacher Form Position. Die Bundesrepublik hat selbst ein Infektionsschutzgesetz verabschiedet, dem Juristen bescheinigen, mit zentralen Lehren aus "dem historischen Trauma des Ermächtigungsgesetzes vom März 1933" zu brechen. Hintergrund ist die massive Aufrüstung vor allem der westlichen Staaten; da diese in ihren Budgets anschwellende Wehrhaushalte "auf Jahre hinaus fest eingeplant" haben, könne "die Rüstungsbranche ... als krisensicher" gelten, urteilen Analysten. Besonders vorteilhaft sei, dass gewaltige Rüstungsprojekte wie der künftige deutsch-französische Kampfjet den beteiligten Waffenschmieden über viele Jahre verlässliche Einnahmen garantieren. Hinzu kommen umfangreiche Rüstungsexporte, die auch von der Bundesregierung regelmäßig genehmigt werden - die Bundesrepublik war in den vergangenen fünf Jahren viertgrößter Lieferant von Kriegsgerät weltweit. Spezialisten empfehlen unter anderem den Erwerb von Rheinmetall-Aktien.
