Stockton Economic Empowerment Demonstration (SEED) Beginning in February of 2019, the mayor-led SEED program began distributing $500 each month to 125 Stocktonians. The payments will continue for 18 months, resulting in both quantitative and qualitative research examining the impact of the guaranteed income project. LEARN MORE. The first disbursements in the program were given in December of 2018, and the design of the program was funded by a grant from the Economic SecurityProject.
