THE EFFECT OF TRADE UNIONS ON WAGES The presence of unions in the economy can change the level and distribution of wages generally. In theory, these general equilibrium effects may both raise and reduce the level of aggregate wages in the economy (Farber, 2001). Since it is not possible to observe wages in the absence of unions the effect is very difficult to estimate.
