President Donald Trump on Monday proposed a 12 percent increase in NASA’s budget for fiscal year 2021, seeking to add dollars to his rhetoric on landing Americans on the moon by 2024. “This is a 21st century budget worthy of 21st century space exploration,” NASA Administrator Jim Bridenstine said in a livestreamed speech, “and one of our strongest budgets in NASAhistory.”

ON HOUSTONCHRONICLE.COM: GAO warns SpaceX, Boeing launch schedule will affect Space Station staffing The money for NASA would place a heavy emphasis on getting the first woman and next man to the moon, including $3.3 billion to develop human lunar landers. This marks the first time human landers would receive direct funding since the Apollo program, and it could be a deciding factor on whether NASA meets its 2024 timeline, said John Logsdon, founder of George Washington University’s Space PolicyInstitute.
If Congress appropriates significantly less money to the lunar lander — last year Trump asked for $1 billion and Congress appropriated $600 million — then he said NASA is unlikely to meet its goal. “I think this is a test of whether the country really wants to go back to the moon or not,” Logsdon said. “Without the funding for the lander, we’re not going to land anywhere.” Trump’s proposal would also include money for the Space Launch System rocket and Orion crew capsule being developed to take astronauts to the moon and then Mars, for launching the James Webb Space Telescope in 2021 and for the continued development of commercial opportunities in low-Earth orbit, the portion of space where the International Space Station is located. Another noteworthy item would be returning samples of Mars’ soil and rocks to earth for research. NASA first landed on Mars with the Viking Project in 1976, but it has never brought back samples. The Mars 2020 rover expected to launch this year would collect soil and rocks and then leave them on the surface of Mars. Future missions would collect the samples and bring them back to Earth, potentially in2031.
“After almost 50 years for planning and waiting, NASA will finally be able to achieve the holy grail of planetary science: the return of scientifically selected samples from Mars,” Scott Hubbard, adjunct professor in Stanford University’s Department of Aeronautics and Astronautics and former director of NASA’s Ames Research Center,said in an email.
And there’s a good chance those samples would be returned to Houston, which is home to samples from other exploration missions including the moon, said Johnson Space Center Director Mark Geyer. Overall, Geyer said the Johnson Space Center portion of the proposed NASA budget would be about $500 million higher than what was enacted for fiscal year 2020. Missing from the budget, however, is funding for NASA’s Office of STEM (Science, Technology, Engineering and Math) Engagement. Trump’s proposal also wouldn’t fund the Wide Field Infrared Survey Telescope, set to launch in the middle of this decade to help astronomers explore dark energy and other topics, and two Earth science missions for ocean and climate monitoring. “The president’s budget is just the start of the conversation,” David Alexander, director of Rice University’s Space Institute, said in an email, “but I think the intent is there to promote a strong human presence beyond low-Earth orbit, which I think is laudable. But it should not come at the cost of the great science that NASA does.” The next step is for Congress to review the budget and appropriatefunds.

“I do not think it will pass in present form,” he said. “There is some debate to be had between Congress and the administration as to what the priorities for the United States space program actually are, since there seems to be a difference in philosophy on a number of items, for example, with respect to the need for a lunar landing prior to a Mars mission and on the prospective role of commercialcompanies.”
Logsdon said it could be difficult with the White House in an election year, a Democratic-majority House and a Republican-majority Senate. He also called the 12 percent increase “unusual” and said NASA more typically sees a flat budget or a 2 percent to 3 percent increase. “The Trump White House is saying to the Congress, ‘Do you want to be party to resuming human exploration? If so, we need significantly more money,’” Logsdon said. For fiscal year 2020, Trump requested $22.6 billion for NASA’s budget, up 5 percent from the 2019 enacted budget. Congress ultimately allocated the $22.6 billion, but it distributed the funding differently from the proposed budget, according to the Planetary Society, a non-government organization that seeks to get more peopleengaged with space.
