Texte par : FRANCE 24 Suivre Le célèbre chanteur et militant rwandais Kizito Mihigo, dont la musique a été interdite par le pouvoir, "s'est suicidé" dans sa cellule, a affirmé, lundi, la police. Incarcéré à Kigali, il avait été arrêté le 13 février 2020, accusé d’avoir voulu traverser illégalement la frontière burundaise. La thèse du suicide est questionnée par HRW comme par des activistes en exil.Publicité

Apôtre de la réconciliation rwandaise, auteur de chants mémoriels inspirés par sa foi catholique, Kizito Mihigo souhaitait que sa musique serve de remède contre le traumatisme du génocide, dont il était un survivant tutsi. Ses prises de position déplaisaient fortement au gouvernement Kagamé. Trois jours après son arrestation près de la frontière burundaise le 13 février, Kizito Mihigo, âgé de 39 ans, a été retrouvé mort dans sa cellule de prison, au petit matin, le lundi 17 février. Dans un communiqué publié sur Twitter, la police rwandaise a annoncé que le chanteur a été retrouvé mort vers 5h. Les autorités parlent d’un suicide, et affirment que Kizito Mihigo se trouvait seul dans sa cellule. Kizito Mihigo était détenu au poste de Remera, dans la capitale Kigali. Il avait été arrêté le 13 février, dans le district de Nyaruguru, son district de naissance, dans le sud du pays. SelonBBCWorld , le
chanteur avait été repéré avec une valise à une distance de cinq minutes à pied de la frontière, et dénoncé par des villageois. Le Bureau des enquêtes rwandais l’accusait d’avoir voulu traverser illégalement la frontière burundaise dans le but de rejoindre un groupe armé. Depuis, ses proches partageaient leur étonnement, assurant qu'il ne leur avait pas parlé d'un projet de départ. Le porte-parole de la police, John Bosco Kabera, a déclaré que le chanteur avait reçu la visite de membres de sa famille et de son avocat durant sa détention. La thèse du suicide concernant Kizito Mihigo est cependant peu crédible, selon Lewis Mudge, directeur à Human Rights Watch pour l’Afrique centrale. "Trop souvent, les cas sensibles au Rwanda ne se soldent pas par des morts mystérieuses ou des disparitions", estime-t-il dans une déclaration à l’agence de presse américaine AP. Lewis Mudge appelle à une enquête pour déterminer si Kizito Mihigo a été "maltraité, ou tué dans sa cellule". René Mugenzi, activiste en exil à Londres, exprime sur RFI le "choc" qu’il ressent, et dit accorder peu de crédit aux déclarations officielles de Kigali : "Je ne crois pas au suicide. Parce que Kizito était un chrétien, très profondément. Il ne pourrait jamais se suicider. Ce n’est pas non plus ses valeurs de rejoindre des groupes armés. Il enseignait la paix et laréconciliation."

Sa musique d’inspiration religieuse reflétant sa foi catholique, était autrefois populaire auprès des élites dirigeantes. Ses chansons ont été rapidement interdites. Deux ans plus tard, il a été accusé de terrorisme et de soutien un mouvement politique d'opposition et condamné à 10 ans de prison. Ses avocats avaient souligné l'absence de preuves contre leur client. Le chanteur a ensuite été libéré à la faveur d’une grâce présidentielle accordée en septembre 2018, en même temps que 2140 autres prisonniers dont Victoire Ingabire. Ce geste du président Kagamé avait été analysé à la lumière des pressions internationales, notamment françaises, pour que le régime rwandais fasse un geste en faveur des droits humains, au même moment où Kigali présentait la candidature de Louise Mushikiwabo, alors ministre des Affaires étrangères, au poste de secrétaire généralede la Francophonie.
Mihigo n'est pas la première personnalité critique envers le gouvernement à mourir de manière suspecte pendant une détention au Rwanda. L'année dernière, un ancien directeur général du bureau de Kagame a été retrouvé mort dans une prison militaire après avoir été condamné à 10 ans pour corruption. En 2015, le médecin personnel de Kagame, Emmanuel Gasakure, a été abattu par la police alors qu'il était en détention. Au pouvoir depuis 1994, Paul Kagame est accusé de diriger le pays d'une main de fer, de réprimer toutes les formes de dissidence et d'emprisonner ou d'exiler des politiciensde l'opposition
