WHY WASTE FOOD?

This is an essential feature in Australia’s National Food Waste Strategy and efforts to achieve SDG12.3, for a very simple reason: it allows us to understand in more detail the extent of food loss and waste across the value chain ABOUT – WHY WASTE FOOD? Hi, I'm Sarah and I live in Canberra, Australia's capital city. I love food, and I HATE wasting it! I am not afraid of a bruised piece of fruit, I have been known to eat leftovers that are more than a week old (I'm still alive!) and I am a proud dumpster diver. Studyingenvironmental

Today I popped by Eastern Market in D.C. to check out the food waste drop-off programme. It arose from last year’s compost feasibility study, and is funded by DC’s Department of Public Works (delivered by Compost Cab).. It’s a free service (paid for by local rates). How does it work? Residents across the district can drop off food waste in all 8 district wards over the weekend, at sites CONTACT – WHY WASTE FOOD? why waste food? United Nations Sustainable Development Goal 12.3 would see a 50% reduction in wasted food. But how?WHY WASTE FOOD?
I had the opportunity to visit Masdar City (designed as the world’s most sustainable eco-city) yesterday as part of my Churchill Fellowship and, like the author of this excellent article in Popular Science I found it a puzzling and complex place full of great ideas butnot that full of people.. Does that mean the experiment has failed? I don’t think it does, and Masdar is certainly a HELLO! – WHY WASTE FOOD? I have always been interested in food. And since I was little I’ve also been very conscious of where it comes from! I grew up in some interesting places - from rural New South Wales and remote Western Australia, to the tiny community of Bella Coola, British Columbia(Canada) and

MY CHURCHILL FELLOWSHIP REPORT Very excited to present my report on food waste policy and SDG Target 12.3, the result of an amazing 8 weeks travelling around the world as part of a Churchill Fellowship earlier this year. What an incredible experience! I have made a number of observations and recommendations in my report - but here is the TLDR SAVING FOOD DURING THE SILLY SEASON I found something awesome today - the Natural Resources Defense Council and the Ad Council (USA) have partnered to develop a campaign that focuses on changing household behaviour to cut food waste - exactly what I'm keen on! The website they have developed is called "Save The Food", and it contains tips, hints, tools and RUMINATIONS ON THE PROBLEM AT HAND So I am about 75% through this incredible journey, looking at international examples of food waste policy and best practice. I will be forever indebted to the Churchill Trust for investing in me and for giving me an amazing reason to take 8 weeks off work and travel with a purpose, to help contribute to Australia’s understanding of and ability to tackle food waste. I won’t drill down in to too much detail here (no time!!) but will quickly set out what I have been up to, and some of my thinking as my thoughts turn towards the report I will be writing as an outcome of SAVING FOOD DURING THE SILLY SEASON I found something awesome today - the Natural Resources Defense Council and the Ad Council (USA) have partnered to develop a campaign that focuses on changing household behaviour to cut food waste - exactly what I'm keen on! Today I popped by Eastern Market in D.C. to check out the food waste drop-off programme. It arose from last year’s compost feasibility study, and is funded by DC’s Department of Public Works (delivered by Compost Cab).. It’s a free service (paid for by local rates). How does it work? Residents across the district can drop off food waste in all 8 district wards over the weekend, at sites CONTACT – WHY WASTE FOOD? why waste food? I have had the privilege of contributing to a New Zealand Environment Select Committee, which in late 2018 established a ‘Targeted Briefing’ on food waste.
I was invited as one of around 30 experts (domestic and international) to make a written submission, and recently appeared before the Environment Select Committee via videolink. A first for me, and an amazing outcome that would not have been possible without my ChurchillFellowship!
My key points were very simple: * New Zealand is well positioned to take a more joined-up, national approach to reducing food waste and could choose to align with SDG12.3, leveraging the resources, momentum, tools and templates that have already been established by international frontrunners. * In order to do this, New Zealand should consider: * establishing a national target to halve food waste by 2030, aligned with SDG12.3 * developing a national food waste baseline, so that food waste levels can be better understood and measured over time (learning from Australia which just recently developed its first baseline,
as well as other countries that have worn this path recently) * developing a ‘roadmap’ of actions and targeted interventions to address food waste at different hotspots in the food value chain * implementing a voluntary agreement, similar to the Courtauld 2025 Agreement and Food Waste Reduction Roadmap– to encourage
businesses to measure and act on food waste within their own operations, and to collaborate where it makes sense along the valuechain.
I think there is significant scope for Australia and New Zealand to cooperate on addressing food waste, and opportunities for us to also share our learnings and tools with our near neighbours where appropriate and invited – it’s in the spirit of Agenda 2030 to collaborate, and SDG17 encourages us to create partnerships! I look forward to seeing what NZ does next on food waste, and will share updates on New Zealand’s progress as they become available. Link to the Final Baseline Report Link to the Baseline Executive Summary On 20 March 2019, Australia’s first ‘National Food Waste Baseline’ was published. This is an essential feature in Australia’s National Food Waste Strategy and efforts to achieve SDG12.3, for a very simple reason: it allows us to understand in more detail the extent of food loss and waste across the value chain, and to measure progress in the future. The Baseline report is linked above, but in summary: * Australians created 7.3 million tonnes of food waste across the food supply and consumption chain in 2016-17, the equivalent of 298 kilograms per person. Around a third of this happens before food evenleaves the farm
* 65% of our food waste came from either household food scraps going to landfill or agricultural harvest-ready produce that was either not picked or ploughed in. By my calculations, close to 2kg per capita of food is wasted at the household level, meaning on average every Australian wastes around 100kg of food per year. * 2.5 million tonnes (34%) of food waste was generated by households; primary production and agricultural pursuits created 2.3 million tonnes (31%); and 1.8 million tonnes (25%) was created by the manufacturing sector. Only a small segment – 7% – came from hospitality, food services and institutions. * This baseline was based on the best available data and was representative as possible. But is still only surveyed a small segment of the food value chain – with data provided by just 91 organisations. There is no measurement of food loss and waste in the transport sector, although it is likely that losses still occur. * This baseline may not be perfect, but it’s the best data we’ve got and it’s an extremely positive development. The methodology is repeatable and I would hope that Australia will continue to measure against the baseline as we move closer to 2030, to understand where we are making improvements and where we need to focus our efforts. Very excited to present my report on food waste policy and SDG Target12.3

I have made a number of observations and recommendations in my report – but here is the TLDR version: Australia has the scaffold to make real progress against our national target to halve food waste, in line with SDG 12.3. But there is a lot more to do, including: * Setting a FOOD WASTE BASELINE AND 2025 MILESTONE TARGET as soon as possible – to ensure that tracking occurs towards the 2030 target * Connecting ideas and people NATIONALLY (through a Food Waste Summit/Conference, a national Food Loss and Waste Knowledge Hub and more government collaboration) and INTERNATIONALLY (eg putting forward an Australian member of Champions 12.3, enhanced national collaboration with international government counterparts, collaboration at the city level) * Adopting the FREE, GLOBAL FLWSTANDARDto
account for and report food loss and waste wherever possible * Consideration of how TAXATION AND PROCUREMENT can be used as a tool to support action in line with the food waste hierarchy and a few more…. Food Innovation Australia Ltd (FIAL) is the organisation tasked with delivering elements of the Australian Government National Food Waste Strategy, which aims to halve food waste by 2030 in line with Sustainable Development Goal Target 12.3. FIAL went overseas around the same time I did and has just released this report with key learnings from the experience. My own report on food waste policy findings from my Churchill Fellowship is complete, and should be released soon. Exciting to see that we have a number of key findings in common, including: • The pivotal role for government in leading change, and the need for a joined-up, aligned approach to measurement, reporting andmonitoring;
• The need for nationally consistent consumer food waste education; • Government funding is needed to underpin effective voluntary agreements with industry to cut food waste; • We need better country-level data to help measure progress (domestically and to support reporting against the SDGs); and • To inspire change, we need to get better at communicating the ‘why’ for acting on food waste, and there are many different ‘whys’ for different groups across the food value chain. No one country has it all figured out, but there is so much to be gained from collaborating on the SDGs. 2030 is just 12 years away, let’s get on with it! Last week in NZ I had some terrific meetings – with WasteMINZ, Auckland Council
, Ministry for the
Environment and also with the office of an interested MP! Compared with Australia, NZ has less layers of government and a much smaller area and population. It would by no means be easy, but this does present a huge opportunity for the country when it comes to orchestrating a national approach to preventing food (and other kinds of) waste and transitioning to a more circular system. What’s more, Auckland Council (the largest in Australasia!) has a particular opportunity to influence the rest of the country and its exciting to hear they are bringing in a food scraps collection service to Aucklandresidents.
I saw some great #foodwastereduction
behaviour change initiatives, and heaps of different food collection models but the one that really stuck with me is the fact that Z Energy NZ has compost bins (as well as recycling bins) at their petrol stations. I did a double take as I walked past and had to get photos to prove it! I saw a lot of compost bins at transport hubs (SFO airport being a good example) but this was a first even for me. What’s more, there are visual representations of the datasets which can be downloaded by anyone. This has been a MAMMOTH effort with collaboration across many government agencies, but driven by the indefatigable Julie Boulton who made it her mission to make this platform the best it can possibly be. And it will continue to improve as more data sets are investigated and published. A win for opendata,

shows that Australia still has a way to go (including on SDG12.3) but it’s
a team effort and now we can see our progress in real time. Today I popped by Eastern Market in D.C. to check out the food wastedrop-off
programme. It arose from last year’s compost feasibility study , and is funded by DC’s Department of Public Works (delivered by Compost Cab ). It’s a free service (paid for by local rates). How does it work? Residents across the district can drop off food waste in all 8 district wards over the weekend, at sites which are co-located with farmers markets. The compost is then taken to a local composting site – in this case, Washington Youth Garden . (Paid) staff are on-site to share info and expertise, and contamination rates are super low.Compostables
and
biodegradables
are
discouraged because they have to be manually removed (they don’t break down fast enough). It’s a very popular programme and continues to grow. They were expecting big declines during winter, but this didn’t eventuate. The rationale of this initiative is partly to test public interest in organics collection, and it seems that be kickinggoals!
