A burning ban has been issued for the village of Twin Lakes by order of Twin Lakes Fire Department Chief Stan Clause Jr. The ban is effective June 10 and will remain in effect until further notice. The 9th annual event will take place May 15 from 10 a.m. to 2 p.m. Volunteers are asked to meet at Fox River County Park, in the first parking lot. In the previous 8 years, volunteers have cleaned up over 32 tons of trash from the village. JUDGE RULES CAMP LAKE ROAD HOUSE NOT LEGAL FOR PLACEMENT In ruling that the house at 27356 Camp Lake Road could not serve as a residence for convicted sex offender Dale Peshek, Judge Mary Wagner also ordered Kenosha County to supply some other residence, perhaps a trailer on county-owned land, for Peshek. A hearing to check on that was set for July 22. Peshek was convicted of sexual assault of achild.
GAS MAIN REPLACEMENT IN PADDOCK LAKE TO CAUSE MAJOR LANE by Darren Hillock. Replacement of a We Energies gas main along Highway 50 in Paddock Lake will cause the four-lane highway to use only two lanes for much of the summer. The utility company is replacing 8,100 linear feet of gas main between 236 th Avenue and 256 th Avenue along Highway 50. That work is being done ahead of a Wisconsin Department TWIN LAKES AMERICAN LEGION POST 544 WILL HOST 2021 Twin Lakes American Legion Post 544 will host a Memorial Day parade on Monday, May 31. All entries with a patriotic or memorial theme are welcome. HOMELESSNESS EXAMINED AT SESSION AT THE SHARING CENTER Sep 17th, 2019 by Earlene Frederick. Comments are off for this post Sharon Pomaville (left) and Michael Basford. /Earlene Frederick photo About a dozen people working on the local homeless problem gathered at the Sharing Center in Trevor last week to discuss the issue. “Housing costs keep going up, incomes are flat, and every month, more and more people are being sucked into that gap, and into homelessness,” said Michael Basford, who currently heads Wisconsin Interagency Council on Homelessness. The face of homelessness is rapidly changing. The numbers from the west coast are eye-popping. These people are freshly homeless. The working homeless. Since Wisconsin lags behind economic trends, ourarea could be next.
Basford stopped at the Shalom Center and 58 percent of the clients had jobs, meaning many are working homeless. According to the United Way A.L.I.C.E Report, 2016, 38 percent of Kenosha County households meet Asset Limited, Income Constrained, Employed, and poverty definitions. Organizations that help the homeless from all over the state identify lack of affordable housing as the number one barrier to getting homeless off the street. Leaving people homeless is not cheaper. More emergency room visits, more encounters with law enforcement, emergency services, and paperwork mean municipalities pay about $40,000 a year for every homeless person. “People look at a homeless person and think there but for the grace of God go I. Second, they must have done something wrong or bad decision to end up there. Third, it’s normal. It’s not normal. “Basford continued. Sharon Pomaville, is executive director of the Sharing Center in Trevor, which covers a rural 200 square mile area, I-94 to the Walworth County line. Some 212 people in that area are unstably housed. They don’t have a permanent place to sleep. The number has continued to rise over the past 4-5 years. The increase may cause Pomaville to increase hours and staff at the Center. Western Kenosha County does not have a homeless shelter. Most people in the county have an aversion to go into the city to use Kenosha’s services. Most of Kenosha shelters have waiting lists, anyway. Other shelters are out of county. The Sharing Center became a member of the balance of state continuum of care coordinated entry system in July 2018 and since then helped 18 homeless last year. The system prescreens and assesses people, then they are put on a list. There are nine homeless currently in Western Kenosha County. In August, Pomaville had 12 people come in, freshly homeless, or about to be, and over half were working in one day. The Sharing Center is more than just a food pantry. Pomaville said, it’s more than just a food pantry, it’s a good first stop. It’s a resource center. She can help people before they are homeless, sometimes. Services provided by the center include: senior dining Monday, Wednesday, and Friday; Women’s Empowerment Group; Individual Peer Counseling; HEAL Batterer’s Intervention Program; clothing; computer and Internet access; free bus transportation. The center also has information on other issues and services. Some providers come from the city and offer their services on site. A dozen service providers come out, dental, medical, etc. and serve the clientele at the center. Diversion funding helps people find housing. It’s preventative funding, helping cover shortfalls, short term expenses, to keep people in their home, which is far cheaper in thelong run.
Paul Gagliardi, president of the Sharing Center Board of Directors, says the county has a problem because of logistics — everything isspread out.
Gagliardi thinks this center is successful because of the people who run it and because local people invested their time and efforts to bring the Sharing Center there. They bring people in to give guidance. It’s a community resource. They can be the first step to get them where they need to be. Through casework, they try to find a long-term solution. They provide free bus transportation to bring anyone to the Sharing Center. There are vouchers for housing, but they can’t find any within the guidelines in the county because housing is so expensive. Vouchers are for $689 for a one bedroom with utilities. Most rentals in the county are for $850 and up. State Sen. Wirch, who attended the meeting, asked why there couldn’t be a tiny house community like Racine has for veterans. Byron Wright, chairman of Emergency Services Network, former director of Kenosha Human Development Services Inc. Network, answered nothing is zoned for that. Local government would have to want that to happen. Pomaville didn’t know if an actual shelter would help. She thinks a better funded voucher program would help. “Wages are stagnant,” Wirch said, “Housing has gone up. Minimum wage in Wisconsin is $7.25. Government is not going to come to therescue.”
Pomaville finds many homeless have had adverse childhood experiences. Some have very complex issues, and some need psychiatry. Basford said that many are a result of trauma — some in early childhood, some domestic violence, some combat. The local Emergency Services Network has been meeting monthly since 1985. The group has tried to meet emergency needs through coordinated planning, cooperative delivery of services, for people who are poor or experiencing homelessness. The group is made up of not-for profits, faith-based, law enforcement, health, people interested in helping. About 35 people meet monthly. They wrote the original HUD housing grants in Kenosha. They get emergency food and shelter money. Their coordination of services in Kenosha leads to less duplication of services. Wright sees the biggest change in the last 10 years is lack of affordable housing. “No one person or no one group can eliminate homelessness,” Wright said “It has to be a coordinated effort.” While some monies have already been disbursed from the state budget to combat homelessness, currently an additional $3.75 million is waiting for a vote by the Joint Finance Committee, Pomaville said. The additional funds were placed in the budget to support the recommendations of the Wisconsin Interagency Council on Homelessness, which was created by 2017 Wisconsin Act 74, with unanimous
support in both the Assembly and the Senate.__Share18

According to online court records,Tyler Huffhines, 20, was charged Monday in Kenosha County Circuit Court with:
* Three counts of possession with intent-THC (>10,000g). * One count of Maintain Drug Trafficking Place. * One count of Misappropriate ID Info – Obtain Money. All the above charges are felonies. According to online court records, Jacob Huffhines, 23, was charged Monday in Kenosha County Circuit Court with:
* Possession Firearm-Convicted of a Felony, a felony. * Possession of Cocaine/Coca(2nd+), a felony. * Possession of THC (2nd+ Offense), a felony. * Possess Drug Paraphernalia, a misdemanor. * Possession of Controlled Substance, a misdemanor. On Sept. 5, Kenosha Drug Operations Group and the Racine County Metro Drug Unit assisted the City of Waukesha Police Department in serving two “knock and announce” search warrants at two locations within Kenosha County, said a Sheriff’s Department news release. These two search warrants discovered a marijuana/THC operation used to produce THC vape cartridges. The total street value of the seized THC product is estimated to exceed $1.5 million. These simultaneous search warrants were at the Huffhines brothers’ residence in the 24600 block of 74th Street in Paddock Lake and at a residence authorities say Tyler Huffhines rented under an assumed name in the 7900 block of Williamsburg Court in Bristol. The later address is where a vape cartridge injecting operation with tens of thousands of cartridges and jars of THC oil were found. Bond for Tyler Huffhines was set at $500,000. Bond for Jacob Huffineswas set at $50,000.

The work along Highway 50 will be to install a main that that will connect the village’s east side water system with wells west of Highway 83 that will serve development in that area. Here’s a rundown on the project from the village: > Paddock Lake Water Utility District, the United States Department of > Agriculture (USDA) and Globe Contractors will begin installing a > municipal water main adjacent to State Highway 50 beginning the week > of September 16, 2019. The purpose of this water main extension is > to interconnect the Village’s existing East side water system to > the existing West side water system and deliver safe drinking water > along with fire protection hydrants to Village businesses and > Westosha Central High School adjacent to State Highway 50. Only > those properties adjacent to 5TH 50 and new residential development > located west of STH 83 will be required to connect to the new water > system. existing homes not adjacent to STH 50 will not be required > to connect to municipal water. Project Scope: The project scope > includes installing a 12-inch water main under existing pedestrian > sidewalks along State Highway 50 from the corner of 236th Ave. west > to State Highway. WHEATLAND FIRE CHIEF AND TOWN CHAIRMAN ARGUE AT MEETING Sep 13th, 2019 by Darren Hillock . Comments are off for this post An update on how contracted rescue service were working for Wheatland residents devolved into a heated exchange between fire Chief Lou Denko and town Chairman Bill Glembocki at Monday’s Town Board meeting. On the meeting agenda was a report from Chief Stan Clause Jr., Twin Lakes Fire and Rescue, on how contracting for emergency medical services for the whole town from Twin Lakes Rescue was working. Before 2019, Wheatland had been contracting for EMS from Silver Lake Rescue Squad for the eastern part of the town and from Twin Lakes Rescue for the balance of the town. After Silver Lake Rescue closed its doors as of Jan. 1. Wheatland contracted for Twin Lakes Rescue to serve the whole town. Clause said Monday he felt the arrangement was going fine for his organization despite the added territory and call volume. His department did acquire a third ambulance to help deal with the additional call volume. “Everything’s been going quite well,” Clause said. “We’re working well together. It hasn’t put a large burden on us.” Besides Twin Lakes, Twin Lakes Rescue also serves Randall for emergency medical services. Besides Twin Lakes Rescue, Wheatland based first responders also respond to medical calls in the town. Twin Lakes EMS personnel are currently paid on call, but Clause said in the near future the plan is to move to staffing some shifts with personnel at the station in Twin Lakes. Clause also praised the first responders system for providing vitalhelp to his crews.
After Clause finished his report and took a few questions from the audience and board, Denko said he had something to say. “I find it highly disappointing that since I am the fire chief of Wheatland that the board didn’t ask me how it’s going,” Denko said. He added that he felt Twin Lakes Rescue covering the whole town was going well, though he had some concerns mostly about large events. Denko said he felt inviting Clause to the meeting was an attempt to show that a proposal for a new fire station was too large for including space for a ambulance based there. Glembocki said he told Denko about inviting Clause to address the board and that he understood Denko to be OK with it. “I talked to you about it and you were all fine with it,”Glembocki said.
Denko said he was not OK with it. Glembocki defended bringing Clause to the meeting. “I just wanted people in this community to know that we are there for them,” Glembocki said “We contract out to Twin Lakes, I wanted to know how they feel about it.” Denko contended he could have provided that feedback as the town’sfire chief.
“There’s no one in this room more experienced with EMS than me,”Denko said.
Denko and some members of the town board have been clashing over a proposal backed by the department leadership for a new fire station. A plan put together by a committee of department leadership, town Supervisor Kelly Wilson and representatives of Scherrer Construction called for a new building with an estimated cost of $3.9 million. Glembocki and Lois have called the price tag too high. Denko contends the proposal could last the department for 50 years, including expansion of services needed with local growth. The last of four public informational meetings on the new fire department plans is scheduled to be held Saturday at 9 a.m. at the current firehouse, 34011 Geneva Road, New Munster. At about 7:40 a.m., we have a report from a driver that traffic signals are not working at Highways 45 and C, Highway 45 and 50, Highways 83 and AH and Highways 83 and C. Some roads also are under water in the Paddock Lake area, including the 60th Street (Highway K) intersections with 248th Avenue, 236th Avenue and 237th Avenue.
