Because the House and Senate passed different versions of the bill, a conference committee of five Representatives and five Senators has been appointed. BACKGROUND CHECKS: HOW THEY WORK How Background Checks Work. When a gun is purchased through a licensed firearms dealer (Federal Firearms License holder, or FFL), a background check is required. It is destroyed by the FBI within 24 hours. But only 60% of gun sales, it is estimated, are made through an FFL. In Texas, law-abiding citizens but also criminals, the mentallyill
GUNS AND HIGH RISK MENTAL ILLNESS ENACT a state law that prohibits people from knowingly selling or transferring firearms to a person who has been adjudicated as mentally defective or has been committed to any mental institution. Under existing Texas law, it is a crime to knowingly sell a firearm to a prohibited felon, but not to an individual with a high risk mentalillness

Permitless carry, would make Texas's License to Carry (LTC) program optional and allow individuals to carry handguns in public MANDATORY REPORTING OF LOST AND STOLEN GUNS Mandatory Reporting of Lost and Stolen Guns. The Need. Texas leads the nation in the number of guns that are lost or stolen each year. 1,247 Texas guns were reported lost or stolen from Federally Licensed Dealers in 2016 and 18,874 privately owned guns were reported lost or stolen to the NCIS system in the last year ATF reported this figure(ATF, 2012).
