РОССИЯ И ТУРЦИЯ ОКАЗАЛИСЬ НА ГРАНИ ПРЯМОГО ВОЕННОГО КОНФЛИКТА В ночь на пятницу, 28 февраля, резко обострилась ситуация вокруг сирийского Идлиба. Поводом стала гибель десятков турецких военнослужащих при ударе сирийской авиации. От турецких официальных лиц уже звучат заявления о нападении на страну НАТО. По оценке политологов, вероятность прямого военного конфликта Турции и России резко возросла, а положение уже хуже, чем в 2016 году, когда ВВС Турции сбили российский бомбардировщик. ЧТО ПРОИЗОШЛО Президент Турции Реджеп Тайип Эрдоган в ночь на пятницу провел экстренное совещание Совбеза страны с участием высшего военного командования. Поводом стали удары сирийских ВВС по Идлибу, в которых погибли не менее 33 турецких военнослужащих. Турция ответила огнем артиллерии и ударами авиации по позициям сирийских правительственных сил. * После совещания пресс-секретарь возглавляемой Эрдоганом Партии справедливости и развития Омер Челик заявил, что Турция приняла решение считать силы президента Сирии Башара Асада «вражескими целями». Он назвал нападение на Турцию «атакой на страну-члена НАТО» и призвал военный альянс предпринять «определенные шаги» к установлению бесполетнойзоны.

Однако англоязычные СМИ приводят (неподтвержденные) детали, которые позволяют ее предположить: это был высокоточный удар по зданию в н.п. Бехун с турецкими военными. * Российское Минобороны утром в пятницу заявило , что накануне, 27 февраля, сирийские правительственные силы отразили массированное наступление террористов «Хайат Тахрир аш-Шам». Военное ведомство подчеркивает, что, по данным самой турецкой стороны, никаких ее подразделений в Бехуне «не было и не должно было находиться». * В Турции без официального объявления заблокированы большинство соцсетей — практически недоступны Twitter, Facebook и Instagram. Такие же ограничения вводились во время крупных турецких операций в Сирии. Турция заявила, что больше не имеет возможности задерживать на своей территории беженцев из Сирии, намеренных пробраться в Европу. Накануне отрядам сирийской оппозиции при поддержке турецких ВС удалось взять под контроль ключевой город Идлиба Саракин — пересечение стратегических магистралей. Сирийские правительственные войска будут пытаться его отбить. Угроза прямого военного столкновения России и Турции в Идлибе возросла, но есть значительная вероятность, что конфликта удастся избежать. Обнадеживает, что заявления официальных лиц Турции сравнительно сдержанны, а попыток обвинить во всем Россию не делается. ЧТО МНЕ С ЭТОГО? Какими будут долгосрочные последствия обострения, неясно — после инцидента с Су-24М в 2016 году была фраза Путина об «ударе в спину», санкционный конфликт и фактическое прекращение отношений на год. Сегодня оно, несомненно, станет фактором неопределенности для мировых рынков, и без того сильно потрепанных коронавирусом: неконтролируемый приток беженцев в условиях эпидемии — последнее, что нужно Европе. На российском рынке хороших новостей в пятницу ждать не стоит совершенноточно.

ФСБ ПОТРЕБОВАЛА ОТ ИНТЕРНЕТ-СЕРВИСОВ ОНЛАЙН-ДОСТУП К ДАННЫМ И ПЕРЕПИСКЕ ПОЛЬЗОВАТЕЛЕЙ Летом 2019 года ФСБ разослала крупнейшим российским интернет-сервисам письма с требованием установить оборудование, позволяющее сотрудникам спецслужб получить круглосуточный доступ к данным пользователей. Такое право спецслужбе дает «закон Яровой», но требования к интернет-сервисам ФСБ начала выдвигать только прошлымлетом.

Летом 2019 года российские интернет-сервисы, включенные в реестр операторов распространения информации (ОРИ), получили письма из ФСБ с требованием установить оборудование, дающее сотрудникам спецслужбы круглосуточный онлайн-доступ к их информационным системам и ключи для дешифровки переписки пользователей, рассказали The Bell три источника в интернет-компаниях. Сервисы, включенные в реестр ОРИ, обязаны предоставлять данные пользователей ФСБ по требованию «закона Яровой». В случае неисполнения требований им грозит блокировка. Роскомнадзор ведет реестр ОРИ с 2015 года, сейчас в нем 202 участника. В реестр
включаются интернет-сервисы, позволяющие пользователям обмениваться сообщениями. Сейчас в нем есть, например, сервисы «Яндекса», Mail.Ru Group, Telegram, «Сбербанк-онлайн», Avito. Сервисов Google и Facebook (в том числе WhatsApp) в реестре нет. Как пояснялглава

До прошлого лета реестром никто не занимался, и никаких действий по нему не предпринималось. Мы в нем давно, но от нас ничего не требовали», — говорит один из собеседников The Bell. Получив письмо, он попробовал проверить соседние идентификационные номера заказных писем с помощью трекера на сайте «Почты России» и удостоверился, что отправленные в тот же день письма из Центра оперативно-технических мероприятий ФСБ получили десятки компаний, входящих в реестр ОРИ, — например, управляющая сервисом Avito компания «КЕХ-екоммерц».
В «Яндексе», Mail.Ru Group, «Рамблере» и Avito отказались от комментариев. В ФСБ на запрос The Bell не ответили. ЧЕГО ХОЧЕТ ФСБ Письмо было подписано сотрудником ФСБ М.Ю. Михайловым. По данным РБК, Михаил Михайлов — начальник 12-го центра ФСБ, курирующего в том числе систему прослушки и контроля переписки СОРМ. В публичном пространстве Михайлов представляется начальником Центра ФСБ России». В письме он указывает, что решением директора ФСБ органом для взаимодействия с участниками реестра ОРИ выбран Центр оперативно-технических мероприятий ФСБ. Именно это подразделение указывалосьв
приказе ФСБ о раскрытии ключей шифрования мессенджеров. Со ссылкой на законы и подзаконные акты, принятые для реализации «закона Яровой», Михайлов сообщает адресатам о необходимости: * разработки и согласования плана установки на их системах оборудования, необходимого для решения задач органов безопасности или оперативно-разыскной деятельности; * организации круглосуточного удаленного доступа Центра ФСБ к информационной системе организации-адресата; * срочного предоставления Центру информации, необходимой для дешифровки сообщений пользователей интернет-сервисов адресата. В письме были указаны имя уполномоченного представителя ФСБ и круглосуточный телефонный номер дежурного для взаимодействия с участниками реестра ОРИ. Рабочие встречи предлагалось проводить в приемной ФСБ на Кузнецком мосту, 22, либо в офисе организации-адресата. Адресатам напоминали о пункте правил взаимодействия операторов распространения информации со спецслужбами, запрещающем разглашать информацию об этом взаимодействии. ЗАКОННО ЛИ ЭТО? Да. Утвержденные правительством еще в 2014 году правила взаимодействия организаторов распространения информации со спецслужбами обязывают их предоставлять информацию ФСБ. Согласно разъяснениям Минкомсвязи к закону Яровой», опубликованным в феврале 2018 года Минкомсвязи, участники реестра ОРИ обязаны предоставлять ФСБ персональные данные пользователя (логин, настоящие имя и фамилию, паспортные данные, адрес проживания, прописки, список языков, которыми владеет пользователь, его круг общения, данные учетных записей в других сервисах, IP-адрес), переписку пользователей, файлы, которыми они обмениваются, записи аудиоразговоров и данные об ихплатежах.
Требования соответствуют тому, что прописано в пакете Яровой, «закону о блогерах» 97 ФЗ и требованиям СОРМ-3, которые возлагаются и на участников реестра ОРИ, говорит юрист организации Роскомсвобода» Саркис Дарбинян. Но проблема в том, что критериев для того, чтобы признать сервис ОРИ, как таковых нет: только возможность межпользовательского взаимодействия, отмечает он. Это значит, что если сайт позволяет отправлять и принимать сообщения — даже если это коммуникация между администрацией и пользователями — он может быть внесен в реестр. ФСБ принимает эти решения без очевидной логики, только в привязке к своим нуждам: сейчас в реестре есть и психологический диспансер, и детские сады, говорит Дарбинян. Насколько ему известно, некоторые сервисы из реестра ОРИ уже подключили необходимое оборудование и начали исполнять требование ФСБ. ПЕРЕДАЮТСЯ ЛИ ЭТИ ДАННЫЕ УЖЕ СЕЙЧАС? Источник The Bell в компании, входящей в реестр, говорит, что взаимодействие интернет-компаний с ФСБ уже идет, как минимум часть интернет-компаний установили необходимое оборудование. Спецслужбы за наш счет поставили инфраструктуру и уже могут получать существенную часть данных наших сервисов», — говорит он. В ноябре 2019 года участники реестра ОРИ получили еще одно письмо — с приглашением встретиться на Лубянке для разъяснений тем, кто еще не поставил оборудование, говорит собеседник The Bell. Ставили те, у кого не было выбора, у кого все оборудование и товарные знаки в России», — говорит он. Аналогичные требования закон устанавливает к операторам связи, интернет-провайдерам и владельцам дата-центров. На их сетях уже давно установлено оборудование системы СОРМ-2, которое позволяет спецслужбам отслеживать в онлайн-режиме интернет-активность пользователей и читать их переписку. Олег Радзинский — писатель, диссидент, инвестиционный банкир, сын Эдварда Радзинского. Отсидев в советское время за антисоветскую агитацию и пропаганду, он уехал в США, где поступил в Колумбийский университет. Елизавета Осетинская поговорила с Радзинским о том, как он стал крупным инвестбанкиром, зачем согласился возглавить совет директоров Rambler Media Group и насколько обоснованы претензии компании к Nginx. ВАША КНИГА «СЛУЧАЙНЫЕ ЖИЗНИ» МЕНЯ ПОРАЗИЛА ТЕМ, ЧТО В НЕЙ ОПИСАНА НЕ ТА ТЮРЬМА, КОТОРАЯ БЫЛА КОГДА-ТО, А ТА, КОТОРАЯ БЫЛА СОВСЕМНЕДАВНО.
— Относительно недавно, конечно. Потому что все-таки прошло уже 30 счем-то лет.
— ПОЭТОМУ Я ХОЧУ НАЧАТЬ С ЭТОЙ ТЕМЫ. ВАША ЖИЗНЬ ДО ЭТОГО БЫЛА СОВЕРШЕННО МАЖОРСКАЯ. ПОЧЕМУ ВАС ПРИ ЭТОМ ЗАТЯНУЛО В ДИССИДЕНТСТВО? — Книга «Случайные жизни» — не про тюрьму, на мой взгляд, это книга про свободу. Про диссидентство. Это книга, в которой есть и кусок моей жизни, который я провел в местах заключения. Диссидентство было для меня — и многие диссиденты на меня обиделись, когда я это сказал, но это моя точка зрения — таким юношеским самоутверждением. Я был очень литературоцентричен, поскольку я вырос в литературной семье. И русская литература, на мой взгляд, является наследницей библейской литературы. Это все о борьбе добра со злом, поэтому воспринимается в таком апокалиптическом, эсхатологическом смысле. Политическая борьба, общественная, социальная ли — это борьба добра со злом. Я выбрал сторону добра, как мне казалось, и отсюда диссидентство. Плюс, конечно, самоутверждение, что я делаю правильное дело, я принадлежу к чему-то, что имеет больший смысл, чем моя отдельная жизнь. — ЭТО БЫЛО МОДНО В ВАШИХ КРУГАХ? — Фрондирование было модно всегда, потому что фрондирование свойственно российской интеллигенции. И советской интеллигенции тоже. Все хорошо понимали, что мы выросли в Советском Союзе, и понимали все опасности, с этимсвязанные.
— У ВАС ВОЗНИКАЛО ЧУВСТВО ОПАСНОСТИ, КОГДА ВЫ ЗАНИМАЛИСЬ ЯВНО НАКАЗУЕМЫМ И ПРЕСЛЕДУЕМЫМ ДЕЛОМ? — Чувство опасности возникало и подстегивало. Потому что это значит, что есть признание, что ты делаешь что-то важное. Если это вызывает ответную реакцию властей, значит, это не просто так, это действительно важная вещь. — ВЫ ПИШЕТЕ О СОТРУДНИКАХ КГБ, КОТОРЫЕ ЗА ВАМИ НАБЛЮДАЛИ, С КАКОЙ-ТО, КАК МНЕ ПОКАЗАЛОСЬ, СИМПАТИЕЙ. ТИПА ЛЮДИ НОРМАЛЬНЫЕ, НО РАБОТА — ГОВНО. — Кто-то работал в поликлинике, кто-то – в библиотеке. Они работали в отделе, назывался он, по-моему, «Отдел наружного наблюдения» КГБ. Они не испытывали ко мне никакой злобы. Им главное было, чтобы объект не убегал, не скрывался, был в поле видимости и слышимости, не ходил на встречу с иностранным корреспондентами. А так, ради бога, — делай, что хочешь. — ВЫ ТАК ПРО ЭТО РАССКАЗЫВАЕТЕ, И В КНИГЕ ТОЖЕ ЭТО ЧУВСТВУЕТСЯ — ИРОНИЯ, НЕКАЯ ЛЕГКОСТЬ, ИЛЛЮЗИЯ ЛЕГКОСТИ, ЧТО ВСЕ ПРОИСХОДЯЩЕЕ ДО ОПРЕДЕЛЕННОЙ СТЕПЕНИ НЕ СОВСЕМ СЕРЬЕЗНО. НО НА САМОМ ДЕЛЕ ЭТО БЫЛО СЕРЬЕЗНО? — Я понимал, что меня посадят. Но как мне относиться к этому — плакать, рвать волосы, стенать? Во-первых, мне это в принципе не свойственно. Во-вторых, слезами горю не поможешь. Помните, у Солженицына есть замечательное правило: не верь, не бойся, не проси. Не верь, потому что все равно обманут, не бойся, потому что бесполезно – все равно обманут, и не проси, потому что все равно обманут. — ЭТО ПРАВИЛО ДЛЯ ПОВЕДЕНИЯ В ТЮРЬМЕ ИЛИ ДЛЯ ВЗАИМООТНОШЕНИЙ С ВЛАСТЬЮ? — В тюрьме — да. В отношениях с властью – безусловно. Те, кто сидели по статьям 78–88 — контрабанда и валюта, — говорили, что, в отличие от ментов, КГБ не кидает. — ЧЕМ ТЮРЬМА ОТЛИЧАЕТСЯ ОТ СВОБОДЫ? ЧЕМ-ТО ГЛАВНЫМ. — Внешние ограничения проникают вовнутрь, если вы им позволяете проникнуть. Вас выводят на прогулку, если у вас нет нарушений, на 1 час в день. Вы сидите в камере, а так бы вы гуляли в Тимирязевском парке. Вы едите то, что вам дают, на свободе — может быть, это не был бы ваш первый выбор. Вы сидите с теми, с кем вас посадили, что тоже не всегда приятно. И главное, я помню, я бросил курить в первый же день. Все волнуются, это все-таки Лефортово, серьезная тюрьма, большинство сидят под «вышкой», то есть так называется исключительная мера наказания в виде смертной казни. — А ВЗАИМООТНОШЕНИЯ МЕЖДУ ЗАКЛЮЧЕННЫМИ ОТЛИЧАЮТСЯ ОТ ОТНОШЕНИЙ МЕЖДУ ОБЫЧНЫМИ ЛЮДЬМИ? — Нет. Тюрьма – это модель общества, просто очень сжатая. Есть очень жесткая иерархическая система взаимоотношений в этом обществе. Оно немножко первобытное, потому что есть разные табу, которые в основном относятся к гигиене. Нельзя, чтобы во время еды была открыта параша в камере. Зэка должен быть чист, он должен за собой следить, иначе он начинает опускаться, и тогда его опускают — касты определенные. Тебя начинают опускать, что же ты так, значит, ты уже ниже шныря, шнырь — это обычно такой служивый зэка, который по камере эту баланду приносит и тому подобными вещами занимается, чистит. Хотя в Лефортово этого не было. В Лефортово мы дежурили по очереди, чистили камеру по очереди, убирали каждый день камеру по очереди. — БЫЛ ЛИ МОМЕНТ, КОГДА ВЫ ПО-НАСТОЯЩЕМУ ИСПУГАЛИСЬ В ТЮРЬМЕ? — Да, два раза. Первый раз, когда меня отправили на психиатрическую экспертизу в Институт судебной психиатрии имени Сербского, потому что всех диссидентов прогоняли через судебно-психиатрическую экспертизу. Ведь если против советской власти, то явно ненормальный. Это был самый страшный момент за все заключение — потому что могли признать. В психиатрии нет сроков. В тюрьме тебе дали срок, ты его отсидел — вышел, если выпустили. А в психиатрии — пока они не решат, что ты вылечился, тебя могут держать сколько угодно. И могут колоть, класть на вязки. Плюс ты начинаешь себя цензурировать. В этом 4-м отделении, в котором содержались подследственные КГБ на экспертизе, круглые сутки с вами сидит вертухай, который все записывает. Все, что происходит, все, что говорят, кто как себя ведет. И ты думаешь, когда смеешься громко, — что он сейчас подумает. Потом ты начинаешь тихо смеяться и думаешь — нет, решит, что депрессия. Момент, когда вы себя начинаете ограничивать, он намного страшнее, чем когда другие вас ограничивают. — А ВТОРОЙ РАЗ, КОГДА БЫЛО СТРАШНО? — Во время Свердловской пересылки, это была самая страшная пересылка в СССР. Там начался бунт. Один из контролеров избил заключенного, который был в камере напротив меня, в 6-й, а я сидел в 20-й. И тут зэка-вышкари, то есть те, которые под «вышкой», подняли бунт. Они начали кричать, они встали на решетку, начали кричать, что беспредел. А строгач начали сжигать матрасы, начали жечь тюрьму. И бунт просто охватил мгновенно это крыло тюрьмы. Вот тут я испугался, потому что пригнали так называемых «веселых ребят». Это спецназ ОМОНа, который подавляет бунты в местах заключения. Они забивают просто — открывают камеру, выволакивают и бьют дубинками. Я забрался на нары. К счастью, пришел прокурор. В тот же вечер меня перевели в одиночку в корпус для туберкулезников. — Я ТАК ПОДРОБНО СПРАШИВАЮ, ПОТОМУ ЧТО У МЕНЯ ОЩУЩЕНИЕ, ЧТО В ПОСЛЕДНИЕ 200 ЛЕТ ТЮРЬМА — ЭТО ВАЖНЫЙ ЦЕНТР РОССИЙСКОЙ ЖИЗНИ. НАЧИНАЯ ПРИМЕРНО СО ВРЕМЕН ДЕКАБРИСТОВ. И НИЧЕГО НЕ МЕНЯЕТСЯ. СИДЯТ МИНИСТРЫ, СИДЯТ ЗАМЕСТИТЕЛИ ГУБЕРНАТОРОВ, СИДЯТ БИЗНЕСМЕНЫ, ТОП-МЕНЕДЖЕРЫ КОМПАНИЙ, ВСЕ ПРОДОЛЖАЕТСЯ. — Тюрьма, безусловно, центр российской жизни намного больше, чем 200 лет, потому что как было принято при Иване Грозном, статус города получало поселение, в котором был острог. Если есть острог — значит, это город. Я плохо знаю современную российскую политику. Но, скорее всего, я думаю, это сталинская теория о ротации кадров. Кадры доросли до какого-то момента, их посадили, сменили, поставили других, которые будут благодарны. Потом они тоже дорастут до какого-то момента, их тоже можно посадить. Плюс это очень важно для поддержания страха у элиты, чтобы они поняли, что нет священных коров. В принципе довольно символично, что в каком-то смысле Владимир Путин, наверное, идеологически, — наследник Андропова. — НЕ ДУМАЮ. АНДРОПОВ БЫЛ ИСКРЕННИЙ КОММУНИСТ, ЧЕЛОВЕК, НАПУГАННЫЙ ВОССТАНИЕМ 1956 ГОДА В ВЕНГРИИ, ГДЕ ОН В ЭТО ВРЕМЯ РАБОТАЛ. — И это наложило на него колоссальный отпечаток. Поэтому, с одной стороны, он был абсолютно безжалостным к диссидентам, он все время боялся, что вдруг что-то где-то не доглядят и это перерастет в вооруженное восстание. Это, конечно, было полной ахинеей, никакого вооруженного восстания быть не могло. Но, как говорят, береженого бог бережет, а не береженого — конвойстережет.
— ЭТО ОЧЕНЬ ПОХОЖЕ НА ПРОТЕСТЫ 2011–2012 ГОДОВ И БОРЬБУ С ДИССИДЕНТАМИ СЕЙЧАС. С ЕГОРОМ ЖУКОВЫМ, СО СТУДЕНТАМИ. — Трудно заглянуть в голову Владимира Владимировича Путина. Во-первых, я не думаю, что у Путина есть идеология. Он не считает, что Россия должна быть коммунистической или капиталистической. Я думаю, что он хочет, чтобы был порядок, как он его понимает, и чтобы был поднят статус России после величайшей геополитической катастрофы — развала Советского Союза. Потому что тем самым поднимается его значимость как лидера. Плюс чтобы он был окружен лояльными людьми, потому что ничто он так не ценит, как лояльность. — ПОСЛЕДНИЙ ГОД В РОССИИ ВСКОЛЫХНУЛОСЬ КАКОЕ-ТО НЕДОВОЛЬСТВО. ОНО ТО ТАМ, ТО ЗДЕСЬ ВОЗНИКАЕТ, В 2019 ГОДУ БЫЛО МНОГО ПРОТЕСТОВ. МОЖЕТ БЫТЬ, ВЫ СЛЫШАЛИ О «МОСКОВСКОМ ДЕЛЕ». ИНТЕЛЛИГЕНЦИЯ ЯВНО СТАЛА БОЛЕЕ ЗАМЕТНЫМ КЛАССОМ, ЕЕ ФИЗИЧЕСКИ СТАЛОБОЛЬШЕ.
— Я думаю, что сейчас выросло другое поколение. Это поколение более молодое, в нем нет страха, который был все-таки у советских людей. Кроме того, они выросли с Путиным вместе. Также как мы выросли с Брежневым — и Брежнев у нас не был страшной фигурой, хотя при нем совершались страшные вещи, безусловно. В конце концов, он стал предметом анекдотов, персонажем анекдотов. И они, поскольку они выросли с Путиным, они мало чегобоятся.
ВАМ ЛУЧШЕ УЕХАТЬ, ИНАЧЕ ВЫ СЯДЕТЕ ЕЩЕРАЗ»
— У ВАС БЫЛ ПЕРЕХОДНЫЙ ПЕРИОД МЕЖДУ ПЯТИЛЕТНЕЙ ЖИЗНЬЮ В ТЮРЬМЕ И ССЫЛКОЙ И АДАПТАЦИЕЙ К НОРМАЛЬНОЙ ЖИЗНИ? — Я очень хорошо адаптируюсь. Я такой свой среди совсем чужих, чужой среди почти своих… Поэтому моя нынешняя жизнь — такого безродного космополита, не имеющего ни своей страны, ни общества, — мне очень подходит. Такой вечный наблюдатель. Как-то меня спросили — что главное вы сделали, какое ваше достижение? У меня достижений особенно нет. Но я сказал, что главное мое достижение, что мы лишили своих детей Родины. Они американцы по рождению, которые всю жизнь прожили в Европе, большую часть своей жизни. Когда Михаил Горбачев освободил диссидентов, мне дали две недели, чтобы убраться из Советского Союза. Я попал в Москву. Потом еще было почти пять месяцев эмиграции. — КАК ВЫ ПОЧУВСТВОВАЛИ, ЧТО ВРЕМЕНАМЕНЯЮТСЯ?
— В декабре 1986 года Андрея Сахарова вернули из ссылки в Горьком в Москву, правда, в это время умер Марченко в тюрьме, Щаранского обменяли. Так что времена явно начали меняться. Заговорили о вещах, которых никогда не было. Чернобыль. Началось обсуждение в печати, что это катастрофа, и Советский Союз обратился за помощью к иностранным государствам — до этого представить себе такое было нельзя. В этот момент у меня сложилось ощущение, что советская власть готовилась к падению, сама того не подозревая. Она сдала две очень важные вещи — суверенитет решений, потому что Михаил Сергеевич послушался Рейгана и за обещание не увеличивать количество ракет в Европе он освободил диссидентов. Во-вторых, советская власть начала с населением обсуждать проблемы — расстрел в Новочеркасске. Никогда в жизни о нем вообще не упоминалось — какой Новочеркасск, какой расстрел, о чем вы говорите?! Как говорил мой следователь: «Олег Эдуардович, вы думаете, мы не знаем, что в Советском Союзе есть нарушения прав человека?» Говорит: «Знаем, конечно, мы все ловим лучше вас и больше, но какой смысл-то об этом говорить и рассказывать народу, вы что думаете, ему лучше от этого станет?» — ВАШЕ РЕШЕНИЕ ОБ ОТЪЕЗДЕ БЫЛО СВЯЗАНО С ТЕМ, ЧТО ВЫ НЕ ВЕРИЛИ, ЧТО ЭТОНАДОЛГО?
— Нет. Мое решение об отъезде было связано с тем, что, когда мне вручили указ о помиловании, мужчина явно из центрального управления КГБ достал такую бумажечку, где было написано — Я, Радзинский Олег Эдуардович, 1958 года рождения, обязуюсь не нарушать советские законы и не заниматься противоправной деятельностью». Я ему говорю: «Я не могу это подписать». Он говорит: «Вы знаете, мы рассчитывали на такой ответ, поэтому вам лучше уехать, иначе вы сядете еще раз». Они проводили эту беседу со всеми диссидентами, которых освобождали. Большинство выбрали уехать. Я собирался ехать только в Австралию. Но сначала мы оказались в Италии. Я устроился работать к местному фермеру по имени Умберто, у которого было поле артишоков. Потом меня вызвали на собеседование в австралийское посольство. Сидят два человека и говорят: «А что вы умеете делать?» Я говорю: «Во-первых, я могу преподавать русский язык и литературу. Еще я на лесоповале работал». Они говорят: «У нас не так много лесов». Я говорю: «Я грузчиком был». Они говорят: «Тоже, в общем, не очень». Меня просто не взяли в Австралию. Тут приезжают мои друзья из Нью-Йорка, которые говорят: какая Австралия, езжай в Америку. Через неделю я был в Нью-Йорке. Я решил, что я буду профессором. И я пошел учиться в Колумбийский университет. Я сдал GMAT, потому что я поступал в Graduate school в Columbia, в School of International and Public Affairs. И я ее закончил. А потом, поскольку я уже решил быть профессором, я пошел на PhD program в экономику. — ПОЧЕМУ ВЫ ВЫБРАЛИ ЭКОНОМИКУ? — Я спросил друзей, которые давно жили в Америке, кто нужнее. Они говорят — юристы, инвестиционные банкиры и врачи. Мне было 28 лет, поэтому как-то врачом уже вряд ли. Я не знал, кто такие инвестиционные банкиры, их не было в Советском Союзе. А юристов я знал. Я пошел, подготовился и сдал LSAT — law school admission test. Меня принял Колумбийский университет, и меня принял Йель в свою law school. И тут я вдруг выяснил, что в law school на юридическом факультете вы должны учиться 3 года, а инвестиционные банкиры на Master’s program— только 2.
— ВАМ ХОТЕЛОСЬ ПОМЕНЬШЕ ДЕНЕГ ПОТРАТИТЬ НА ЭТО? — Я подумал, что пойду на инвестиционного банкира, заодно узнаю, чем они занимаются. Я учился, учился. Собирался быть профессором экономики, политэкономии. И тут кончаются деньги. Потому что я брал студенческие кредиты, пока учился. — ВАМ ПРИШЛОСЬ ИДТИ РАБОТАТЬ. — Да. Я пошел работать на Wall Street аналитиком. Потом мне предложили перейти во front office, стать брокером. Платили мне невероятное для меня количество денег, что-то около 65 тысяч, в то время как профессор получал 42, чтоли.
— КАК ПОЛУЧИЛОСЬ, ЧТО ВЫ СТАЛИ ПОКУПАТЬ АКЦИИ РОССИЙСКИХ ПРЕДПРИЯТИЙ? — Случайно. Я работал в это время в очень большой брокерской компании в Нью-Йорке, называлась она Auerbach Grayson. Один раз Джон Ауэрбах приходит к моему столу и предлагает поговорить о рынке в России. Это был 95-й год. Я сказал, что почти ничего я не знаю об этом, я только знаю, что там произошла приватизация, существует какой-то рынок, но он совершенно непонятный. Меня решили сделать директором Auerbach Grayson in Russia. Они поняли, что им нужно присутствие в России, потому что там возможности, что-то происходит. Джон придумал, что он заключит по всему миру соглашения с брокерскими компаниями. Эта компания будет таким буфером между фондами американскими и местными брокерскими компаниями. — ТО, ЧТО НАЗЫВАЕТСЯ ЛИМИТЫ. ОНИ МОГУТ НА НЕГО ОТКРЫТЬ ЛИМИТЫ. А ОН УЖЕ БЕРЕТ НА СЕБЯ РИСК МЕСТНОГО КОНТРАГЕНТА. СПРОС БЫЛ БОЛЬШОЙ НА РОССИЮ? — Нет, спроса не было практически. Потому что никто не мог. Это могли делать только hedge funds. Это при мне открылись эти лимиты, они открылись у Fidelity. Мы были первые брокеры, которые Fidelity начали продавать. Таким образом мы начали заниматься Россией. Совсем стало хорошо, когда мы стали агентом Федеральной фондовой корпорации, когда начались аукционы. — ТО ЕСТЬ ВЫ КАК БЫ РАЗМЕЩАЛИ РОССИЙСКИЕ КОМПАНИИ, ПРЕДЛАГАЛИ ВАМЕРИКЕ?
— Жизнь была намного лучше и слаще. Мы просто принимали заявки у фондов на участие в аукционах и получали 4%. Это была такая лафа. Поговорил 20 минут с fund-менеджером, рассказал ему про предприятие — рассказывать особенно нечего, потому что никаких аналитических отчетов не было, никакой вменяемой бухгалтерской отчетности. Все, что было, — comparative valuation, сравнительная оценка. МЫ ДОЛЖНЫ БЫЛИ ВЫВЕСТИ “РАМБЛЕР” НАIPO»
— КАК ПОЛУЧИЛОСЬ, ЧТО ВЫ СНОВА ПРИЕХАЛИ В РОССИЮ, ПРИЧЕМ ЗАНИМАТЬСЯМЕДИА?
— В 2002 году мой бывший коллега сообщил, что есть такая компания Рамблер» — интернет-компания, очень перспективная, и мы туда можем инвестировать деньги. Он сказал: «Нам надо сделать телевидение, потому что тогда у нас будет то, что называется cross virtualization, телевидение будет двигать интернет, а интернет будет бесплатной рекламной площадкой для телевидения. Я хочу, чтобы ты приехал и этим занимался». Я говорю: «Давай купим какую-нибудь телевизионную компанию и просто ее вложим». Он говорит: «Давай, только ее надо найти». Я пошел к Дыбалю, и мы с ним договорились, что выкупаем эту компанию, все равно им продавать ее. Я звоню 3 июля, он не поднимает трубку. 4 июля мне перезванивает Сенкевич и говорит: «Вы знаете, решено обанкротить АСТ и просто распродать активы». Они решили это сделать в нарушение нашей с Дыбалем договоренности. Три дня мы не выходили из офиса «Рамблера», продумывали, что мы сделаем. Мы сняли частоту на военном спутнике, который висел у НПО Энергия». Мы выработали концепцию — мы собирались быть познавательным телевидением. Вышли как «Рамблер ТВ», телевидение для умных — я придумал такой лозунг. Мне позвонил Михаил Лесин и говорит: «Я хорошо к вам отношусь, но знаете, телевидение для умных пока не работает в России, сейчас это не нужно, у вас не будет рейтингов. В телевидении важны рейтинги». Я говорю: «Михаил Юрьевич, мы познавательное телевидение, мы Discovery, вот что мы собираемся делать». Он говорит: «Я вам очень не советую, лучше выберите какую-нибудь другую концепцию». Но мы остались. — ВЫ ЖЕ БЫЛИ НЕБЛАГОНАДЕЖНЫЙ ДЛЯ ТЕЛЕВИДЕНИЯ РОССИЙСКОГО? ЭТО ЖЕ СФЕРА, КОТОРАЯ ВСЕГДА БЫЛА ПОДЦЕНЗУРНОЙ. — У нас же не было новостей, не было политического вещания. У нас были исторические программы, например, про путь адмирала Нельсона. У нас было очень много технологических программ, потому что все-таки мы «Рамблер». — КОГДА ВЫ ГОВОРИТЕ О «РАМБЛЕРЕ», ВЫ ПОЧЕМУ-ТО ГОВОРИТЕ О МЕДИА, ТЕЛЕВИДЕНИИ, НО ВООБЩЕ НЕ ГОВОРИТЕ О ТОМ, ЧТО ЭТО БЫЛА ИНТЕРНЕТ-КОМПАНИЯ. — Я к интернету не имел никакого отношения. Я занимался телевидением — закупкой контента, концепциями, программами. Но самое главное, чем я занимался и вообще все, — мы должны были вывести «Рамблер» на IPO. Для нас было важно, чтобы «Рамблер» был публичной компанией, иностранной публичной компанией. — ЕСЛИ ПОСМОТРЕТЬ НА ИСТОРИЮ С РАМБЛЕРОМ», ТО ПОЛУЧАЕТСЯ, ЧТО ВЫ СДЕЛАЛИ СТРАТЕГИЧЕСКУЮ ОШИБКУ. ВРЕМЯ РАССУДИЛО, ЧТО ВЫ ДВИНУЛИ ЭТУ КОМПАНИЮ СОВЕРШЕННО НЕ В ТОМ НАПРАВЛЕНИИ, В КОТОРОМ НАДО БЫЛО, ПОТОМУ ЧТО ВЫ СМОТРЕЛИ НА ЭТО В ОЧЕНЬ КОРОТКОЙ ПЕРСПЕКТИВЕ. — Вы совершенно правы. Потому что у нас была совершенно другая концепция. И Волож, кстати, правильно говорил, что интернет как общая медийная компания пока не сработает в России и не нужна. Поэтому его концепция, как и у Google, оказалась правильной. Потому что до этого «Рамблер» в общем-то лидировал, Рамблер» была самая большаякомпания.

Здоровый протеин — это рыба. И самый здоровый протеин среди рыбы — это лосось. Поэтому родилась идея найти компанию, которая это производит, оценить ее прибыльность, стратегию продаж. И вот так мы появились на этом странном рынке. — ВЫ ТЕПЕРЬ ДОСТАТОЧНО БОГАТЫЙЧЕЛОВЕК?
— Все же относительно. Когда я зарабатывал $300 в неделю, я был убежден, что вот я, а следующий, наверное,Рокфеллер.

КИПР ОТЗОВЕТ "ЗОЛОТЫЕ ПАСПОРТА" ЕЩЕ У ТРОИХ ИНОСТРАННЫХ ИНВЕСТОРОВ После проверки иностранных инвестиций совет министров Кипра добавил еще троих иностранных инвесторов в список отзыва «золотых паспортов» (гражданство за инвестиции), сообщает кипрское издание Phileleftheros. Имена этих людей пока неизвестны. До сих пор в списке было 26 человек, из них 9 —россияне.
Трех новых кандидатов на лишение золотых паспорт» на рассмотрение совета министров внес глава МВД Кипра Никос Нурис, сообщает кипрскоеиздание.

Процесс аннулирования кипрских гражданств инвесторов пока не начался, поэтому список может пополниться и другими иностранцами, отмечает кипрское издание. Проверка «золотых паспортов» началась осенью 2019 года, так как правила их выдачи были ужесточены. Проверяются все паспорта, выданные до 2018 года. Бывший глава МВД Кипра Константинос Петридис отмечал, что отдельно нужно будет проверить, не получали ли паспорта подозреваемые в преступлениях или люди из санкционныхсписков.
