If the status code value is between 200 and 299 (inclusive), then the response is considered a success and the returned boolean value will be true. Otherwise, it will be false. This supports the use of a single HttpClient instance which reduces the chances of socket exhaustion whilst ensuring connections re-connect periodically to reflect DNS changes.
