MASS MEETING OF THE
SALEM CITY REPUBLICAN PARTY As Chairman of the Salem City Republican Committee and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Jesse T. Lynch, do hereby issue this call for a Mass Meeting to be held at 6:30 pm local time on Monday, May 1, 2017 at the Salem Civic Center for the purpose of nominating Republican candidates for the offices of Commissioner of the Revenue, Commonwealth Attorney, Sheriff, and Treasurer to be voted for the in the general election onNovember 7, 2017.
QUALIFICATIONS FOR PARTICIPATION All legal and qualified voters under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective electiondistricts.
A voter who, subsequent to making a statement of intent, publicly supports a candidate in opposition to a Republican nominee shall not be qualified for participation in party actions for a period of fouryears.
In addition to the foregoing, to be in accord with the principles of the Republican Party, unless otherwise stipulated by the appropriate Official Committee, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party with in the last five years. A single exception to this shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future. Any voter that utilizes the foregoing exception, and thereafter participates in the nomination process of a party other than the Republican Party, shall not have the benefit of the exception identified in this paragraph thereafter. Within 30 days of receipt, the Official Committee shall provide a copy of this signed renunciation statement to the Republican Party of Virginia, to be maintained for a period of five years. CANDIDATE FILING REQUIREMENTS Candidates for a Republican nomination at said mass meeting must prefile a written statement on a completed official filing form provided by Salem City Republican Committee to Salem City Republican Chairman, Jesse Lynch at 926 Piedmont Ave, Salem, Virginia 24153 no later than 5:00 pm local time on Monday April 21, 2017. Postmarks donot govern.
Candidates for nomination shall include a check to the Salem City Republican Committee for the full mass meeting filing fee when they submit their written statement. The mandatory mass meeting filing fee for each office to be nominated at the mass meeting is as follows: * Commissioner of the Revenue – $1484 * Commonwealth Attorney – $1302 * Treasurer – $1484* Sheriff – $1518
REGISTRATION AND ADDITIONAL INFORMATION There will be no registration fee to vote in the mass meeting. Registration will begin at 6:00 p.m. and close 6:30 pm. Qualified voters who are in the registration line at 6:30 p.m. but not yet registered, will be allowed to register to participate in the massmeeting.
A full copy of this Call shall be posted on the Salem City Republican Committee website (www.SalemRepublicans.com) and the requirement that it otherwise be published in a newspaper is waived pursuant to Article VIII, Section A(2) of the Plan of Organization of the Republican Partyof Virginia.

Salem, Virginia, February 3rd, 2016 The Salem Republican Committee is looking to build upon interest in this year’s presidential election. Historically, local political committees endure a decline in membership and interest during the “off” years between major elections, and Salem is no exception. With the wide variety of candidates seeking the Republican Party nomination this year, and Virginia’s role as a swing state, interest in the Republican Party is beginning to surge to its four-year peak. “Last year was what we would call an ‘off-off’ year with no Presidential or state-wide elections. The committee activity and membership is typically at its lowest during those years,” explained Stuart Bain, the current chair of the Salem Republican Committee. “What we are hoping to see is a groundswell of interest in the Republican Party to help ensure a victory in November, but it all starts with electing Committee members and a new Committee Chair at our February 18th mass meeting.” The Republican Party of Virginia requires all local units to re-elect the Committee’s leadership and the entire Committee membership every two years. “We accept and elect new members between mass meetings, but the mass meeting is where we reconstitute the Committee and start planning for November,” said Bain. In addition, the mass meeting participants will elect the Republican nominees for Salem’s City Council elections, its delegates to the Ninth Congressional District Republican Convention, and its delegates to statewide Republican Party Convention. Decisions made by the delegates to the conventions will impact Republican nominations in future elections. Registered Salem voters interested in the Mass Meeting, joining the Committee, running for Salem City Council as the Republican nominee, or attending the Republican conventions as delegates have until noon on February 10th, 2016 to pre-file. 2016 MASS MEETING OF THE SALEM REPUBLICAN COMMITTEE OF THE REPUBLICANPARTY OF VIRGINIA
As Chair of the Salem Republican Committee of the Republican Party of Virginia, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Stuart Bain, do hereby issue this call for a Mass Meeting to be held at the Salem Civic Center, located at 1001 Roanoke Boulevard, Salem, VA or an alternative location starting at 7:00 p.m. local time on February 18th, 2016 for thefollowing purposes:
* Electing up to three Republican Party nominees for Salem CityCouncil;
* Electing the Salem Republican Committee Chair for the 2016-2018term;
* Electing members of the Salem Republican Committee for the2016-2018 term;
* Electing up to 225 Delegates and an equal number of Alternates to the Republican Party of Virginia Quadrennial Convention, commencing at 2:30 p.m. local time on April 29, 2016 and ending on April 30, 2016 at the Convocation Center of James Madison University located at 895 University Boulevard, Harrisonburg, VA or an alternative location, for the following purposes: * Electing 13 At-Large Delegates and 13 At-Large Alternate Delegates to the Republican National Convention to be held on July 18-21, 2016 at the Quicken Loans Arena in Cleveland, Ohio or an alternativelocation;
* Nominating two Electors At-large to be voted for in the presidential election on November 8, 2016; * Electing the Chairman of the Republican Party of Virginia for the2016-2020 term; and
* Electing a Republican National Committeeman and a Republican National Committeewoman; * Electing up to 225 Delegates and an equal number of Alternates to the Ninth District Republican Convention, to be held on April 9, 2016at George Wythe High School, 1 Maroon Way, Wytheville, Virginia or an alternative location, starting at 10:00 a.m. local time, for thefollowing purposes:
* Electing three National Delegates and three National Alternate Delegates to be held on July 18-21, 2016 at the Quicken Loans Arena in Cleveland, Ohio or its alternative location from the Ninth Congressional District of Virginia to the Republican NationalConvention;
* Nominating one Elector from the Ninth Congressional District of Virginia to be voted for in the presidential election on November 8,2016;
* Electing the Chairman for the Ninth Congressional District of the Republican Party of Virginia for the 2016-2018 term; and * Electing three members to the State Central Committee from the Ninth Congressional District for the 2016-2020 term; and * For the transaction of such other business as may properly come before the Mass Meeting. QUALIFICATIONS FOR PARTICIPATION All legal and qualified voters under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party, and who, if requested, express in open meeting either orally or in writing as may be required their intent to support all of its nominees for public office in the ensuing election may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions, or primaries encompassing their respective electiondistricts.
A voter who, subsequent to making a statement of intent, publicly supports a candidate in opposition to a Republican nominee shall not be qualified for participation in party actions for a period of fouryears.
In addition to the foregoing, to be in accord with the principles of the Republican Party, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party within the last five years. A single exception shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future. Any voter that utilizes the foregoing exception, and thereafter participates in the nomination process of a party other than the Republican Party, shall not have the benefit of the exception thereafter. Within 30 days of receipt, the Official Committee shall provide a copy of this signed renunciation statement to the Republican Party of Virginia, to be maintained for a periodof five years.

This voluntary fee will be paid either to the Salem Republican Committee, who will forward it to the 9th District Committee, or the fee can be paid by the individual at the Convention during registration. Voluntary fees collected will be used to assist with the cost and expenses of holding the Convention. Failure to pay the voluntary registration fee will not result in the disqualification of delegate or alternate delegate.
