OIL MARKET VOLATILITY AMIDST MARKET CHAOS, OIL PRICE PLUNGE A WARNING TO STATE-OWNEDCOMPANIES
Leaders of resource-rich developing countries must consider risks and future market scenarios before allowing state oil companies to continue the “drill-collect-borrow-spend” cycle that has dominatedtheir strategies.
DEBT AND EXTRACTIVES RESOURCE-BACKED LOANS: PITFALLS AND POTENTIAL New research quantifies the scope of oil- and mineral-backed loans from China and commodity traders to developing countries in Africa and Latin America. Experts examined more than $160 billion in loans to identify recommendations for governments considering entering such agreements. There are major implications for countries’ debt loadsand infrastructure.

NRGI IMPACT: GUINEA REALIZES MORE REVENUES FROM MINING, PUBLISHESCONTRACTS
After several years of support from NRGI, governance of Guinea’s mining sector has markedly improved, with increased investment, quadrupled bauxite production and increased tax revenues from the sector. A new, transparent cadastre facilitates the allocation of licenses and government monitoring of license obligations.DATA
2017 RESOURCE GOVERNANCE INDEX The index measures the quality of resource governance in 81 countries that together produce 82 percent of the world’s oil, 78 percent of its gas and a significant proportion of minerals, including 72 percent of all copper. It is the product of 89 country assessments (eight countries were assessed in two sectors), compiled by 150 researchers, using almost 10,000 supporting documents. STATE-OWNED ENTERPRISES THE NATIONAL OIL COMPANY DATABASE The National Oil Company Database is an online, interactive tool that enables a wide range of users—from government officials and NOC executives to journalists and activists—to better understand the roles played by these companies and hold them accountable to generate returns on public investment.Publication
