MINORIAS ÉTNICAS EM EXTINÇÃO EM ANGOLA? (VÍDEO) _Soba Mampanda Fernando da comunidade Jamba Cueio _Lobito, 08/10/2018
A Associação MBAKITA sedeada em Menongue, tem dentro da sua intervenção, o acompanhamento das minorias étnicas sobreviventes no Kuando Kubango (KK), nomeadamente os Khoisan. Esta associação tem lutado bastante para o reconhecimento dos direitos destas populações, nomeadamente o direito à sua própria cultura, ao acesso aos documentos pessoais, serviços de saúde e de educação e a uma vida digna. Muito se fala dos grandes projectos ambientais e das enormes delimitações de terras em nome da preservação da natureza que tem fundamentalmente vindo a beneficiar os grandes empresários na área da hotelaria e turismo e tem sido também um factor importante na provocação da deterioração de vida destas comunidades. Liga-se a este aspecto, o assentamento forçado destas comunidades nómadas. Por outro lado, continua a ser visível a discriminação que estas comunidades sofrem por parte dos seus vizinhos bantus. Esta realidade mobilizou a Associação OMUNGA para, dentro da parceria que existe entre as duas associações, apoiar acções de urgência para a visibilidade da situação e a procura de políticas públicas concretas que respeitem a Constituição de Angola e os tratados de direitos humanos que Angola. De 1 a 5 de Outubro, o supervisor da área de comunicação da OMUNGA esteve no KK para trabalhar com a equipa da MBAKITA no levantamento da situação, através de visita a comunidades e com registos de testemunhos, apoiar encontros com entidades governamentais locais e a realização de um Quintas de Debate com a participação de representantes de 3 comunidades Khoisan. O debate que estava para ser realizado na Escola de Formação de Professores Mwene Vunongue, ocorreu por fim numa das salas alugadas do Governo Provincial do KK. _Panorâmica do Quintas de Debate em Menongue__

Contou com pouco mais de 50 participantes, mas devemos destacar a presença de representantes de instituições públicas e deputados. O mesmo teve pelo menos a cobertura da TPA e da Rádio Ecclésia e produziu conclusões e recomendações que podem ser acompanhadasaqui.
Baptistiny Sabatiny, director da MBAKITA reclama da dificuldade do trabalho de protecção dos direitos destas minorias étnicas já que “não tem nenhum marco legal que possa protegê-los.” Acrescenta ainda que o maior trabalho da MBAKITA é o de advogar para “que o governo possa ratificar a Convenção 169 da Organização Internacional do Trabalho (OIT) de formas que tenham acesso aos direitos sociais, económicos e culturais, conforme reza a própria convenção sobre os povos tribais e semi-tribais.” Dentro desta acção, uma comitiva de representantes de algumas comunidades Khoisan encontram-se em Luanda para poderem ter encontros com as entidades responsáveis pela definição e implementação de políticas públicas de promoção e de protecção dos direitoshumanos em Angola.

Está previsto para amanhã (24), pelas 9 horas, o julgamento de Valdemar Inocêncio Enhama Kawanga e Adolfo Luquembe Lumesse, no Tribunal Provincial do Lobito, acusados de Usurpação de Imóvel e de Tirada de Presos. Valdemar Kawanga é acusado ainda de Injúrias contra Agentes da Autoridade Pública. Os mesmos foram detidos a 14 de Novembro de 2017, por volta das 0 horas, nas suas residências, no Lobito, e ficaram detidos por volta de 6 meses sem nunca terem sido ouvidos pelo Ministério Público. Mais cerca de dezena e meia de outros cidadãos foram também detidos dentro do mesmo processo. Na altura,13 deles foram julgados sumariamente e condenados a 30 dias de prisão efectiva. De acordo ao processo Nº 493/2018 de 14 de Junho de 2018, “_no segundo semestre do ano de 2017, concretamente a partir do mês de Julho, os co-arguidos em companhia de outros tantos prófugos, começaram a ocupar um terrenoo com cerca de 140 hectares que se encontra vedado com o muro de alvernaria, propriedade da empresa de cimentos SECIL. Para o tal acto começarm por derrubar parte do muro para que servisse de passagem para o interior do espaço. Após esta acção os arguídos foram alertados pela Direcção da empresa na pessoa do seu Administrador Delegado, o senhor Augusto Miragaia paraque parassem._

_Os arguídos não se dignaram respeitar a orientação dada pela empresa tendo continuado à rebeldia a frequentar o local, tendo agido de forma livre, deliberada e consciente, com o firme propósito de fazer sua a coisa sem a vontade do legítimo proprietário._” Hoje, a Brigada Jornalística da OMUNGA ouviu Valdemar Kawanga que disse que “_estamos a defender o terreno das famílias que está praticamente a ser usurpado pela Administração e pela empresa SECIL. Infelizmente estamos a ser usurpados e estamos a ser acusados de usurpadores do espaço._” A população concorda que a SECIL é proprietária de parte do terreno mas recordam que isso foi a partir dum pré acordo, em 2014, entre a empresa, a Administração do Lobito, na altura do consulado do então administrador Amaro Ricardo e a população que anteriormente já ocupava aquele terreno. Este acordo tinha um prazo que não foi cumprido nem pela SECIL e nem pela Administração doLobito.
Valdemar Kawanga esclarece que foi precisamente por incumprimento do estabelecido no referido acordo que as populações, considerando-se ainda como as legítimas proprietárias por violação do acordo por parte da SECIL que deciram voltar a ocupar o terreno, exigindo os seusdireitos.
Ainda a 14 de Setembro de 2017, uma delegação encabeçada pelo então Vice-governador de Benguela para os Serviços Técnicos e Infra-estruturas, Victor Sardinha Moita, onde fazia parte o comandante provincial da polícia de Benguela, comandante municipal da polícia do Lobito, Diamantino, o administrador municipal adjunto do Lobito, secretários do MPLA, representante da SECIL, entre outros, visitou o local em resposta à queixa apresentada pela empresa cimenteira. Ficou claro que o Vice-governador realmente não dominava o historial do terreno. O representante da SECIL na altura garantiu que a empresa disponibilizou cerca de 57 hectares sem no entanto conseguir explicar onde se localizavam e sem que os mesmos realmente tivessem beneficiado as populações. Como conclusão dessa visita, a Administração do Lobito foi orientada para conjuntamente com a SECIL efectuar a demarcação e entrega da área dos cerca de 57 hectares e também para identificar outras parcelas, possivelmente na zona do Culango, município da Catumbela. Na altura, Valdemar Kawanga esclareceu que “_é precisamente por isso que estamos aqui porque não sabemos se é a SECIL ou se é a Administração que não fez chegar essa indemnização e o acordo e nós não poderíamos ficar à espera até não sei quando, enquanto realmente precisamos do que é nosso e temos as nossas necessidades para suprir. Foi por isso que nós partimos para o nosso trabalho, no que é nosso, e esperando a reacção de quem . Realmente a indemnização foi feita mas não chegou a nós! Criámos isso para que realmente venha alguém resolver a situação.” _Continuou, ainda naquela altura,_ “o comandante municipal do Lobito já esteve aqui reunido connosco e informámos que nós estamos aqui não duma forma ilegal. Mas com o senhor comandante eu não vou negociar, não vou dizer nada porque realmente se for para indemnizar, não é o senhor comandante ou uma outra pessoa. Tem que ser a Administração porque neste momento é que é o gestor deterras._”
Infelizmente, dois meses depois destas decisões e compromissos do governo provincial de Benguela, a polícia nacional de forma violenta e abusiva, dirigida pelo próprio comandante municipal Diamantino que fora testemunha da visita do Vice-governador, efectou a detenção durante a madrugada destes cidadãos. Valdemar Kawanga esclarece ainda que em relação às injúrias que aparece na acusação, “_não houve injúrias, simplesmente nós cobrámos responsabilidades por ele ter aparecido cá com a polícia e ter tomado as medidas que eles tomaram enquanto ele foi testemunho da orientação do Vice-governador!_” Publicada por José Patrocínioà(s) 19:55

Depois do funeral de Paulo Domingos Capingãla (Balily), ocorrido a 15 de Agosto (quarta-feira), os amigos e vizinhos do malogrado, do Bº da Canata, Lobito, decidiram manifestar-se em protesto contra o assassinato do jovem por um agente da polícia nacional, por um julgamento justo e para que a polícia assuma todos os encargos com os familiares. Balily deixa a esposa grávida e uma criança de 2 anos para além da sua mãe idosa. O assassinato ocorreu na madrugada de 14/08 na Canata, Lobito.
De acordo a familiares, a polícia não autorizou a realização da referida marcha alegando que a mesma “ia manchar o nome da polícia”. No entanto os populares, moradores da Canata decidiram em realizar a referida marcha que sofreu a intervenção policial. Entretanto o comandante da polícia tentou saber junto dos familiares se eram eles os organizadores da marcha, o que foi negado. Ao mesmo tempo solicitou-lhes que mobilizassem a população para porem termoà referida marcha.

O protesto iniciou junto à Unidade Operativa onde a polícia interveio e terminou em frente à 2ª esquadra no Liro onde a polícia voltou a fazer disparos tendo ferido uma senhora que se encontrava a vender e um dos jovens participantes da marcha que foi atingido na perna, foi levado algemado para Benguela e possivelmente encaminhadoà prisão.
Por outro lado, o familiar entrevistado pela Brigada Jornalística da OMUNGA contestou as declarações do porta-voz da polícia que teria dito que a “polícia fez tudo para apoiar”. Para o nosso interlocutor, a polícia apenas apoiou com o caixão, duas carrinhas para o funeral, alimentação e 10 mil Kwanzas, o que considera muitopouco.

O Debate que aconteceu na última Quinta-feira (9) teve como preletor Ângelo Kapwatcha. O Defensor dos Direitos Humanos citou falhas da Polícia aquando da detenção do líder religioso da igreja a Luz doMundo.
O também presidente da FORDU (Fórum de Desenvolvimento Universitário) começou por reiterar que o caso em destaque se trata de um caso de intolerância religiosa, onde “houve erro na forma como a policia abordou Kalupeteka”. Porém, acredita que o Estado tirou uma boa nota deste caso que “manchou o nome do Estadoangolano”.

Portanto, o jurista garantiu aos participantes que vai fazer “sair” em breve um extenso relatório sobre os confrontos no Monte Sumi de Abril de 2015 entre elementos da polícia e a seita A Luz do Mundo, liderada por José Julino Kalupeteka. “Do tempo colonial e passado a guerra civil, nós os angolanos nascemos e crescemos e nos desenvolvemos na cultura do medo”, disse. Por volta da 1 da madrugada de 14 de Agosto, o jovem Paulo Domingos Capingãla, mais conhecido por Balily, de 23 anos de idade foi assassinado com um tiro na cabeça por um agente da polícia nacional. O caso aconteceu no bairro da Canata quando um grupo de jovens amigos, depois de terem estado a consumir numa barraca, tiveram uma discussão. Depois disso, decidiram abandonar a barraca onde estavam e foram para a estrada para contarem o dinheiro que ainda possuíam. Foi nessa altura que apareceu a viatura da patrulha da polícia nacional com cinco agentes fardados que interpelaram os jovens questionando o que estavam a fazer. Nesse diálogo, um dos agentes dá um empurrão num dos jovens que por sua vez repostou com outro empurrão. Daqui começa a confusão quando o agente empurrado tenta algemar o jovem. Depois de dois agentes darem disparos para o ar, é quando um terceiro agente dá um tiro na nuca dum dos jovens que falece de imediato ali no local. Os jovens ainda tentam reter o polícia que deu o tiro fatal e nessa confusão conseguem retirar o touca que lhe tapava o rosto e caiem da farda dois pacotes de whisky. Os familiares e amigos tentaram contactar as autoridades policiais e fazer a denúncia e foi possível ainda ontém falarem com o comando provincial que garantiu que o agente já se encontra detido e que a polícia irá suportar com os encargos do caixão e das demais despesas do funeral.
