The FETL Winter Symposium 2019 was held at the House of Commons on Wednesday 11th December 2019. With help from Policy Connect, the event brought together sector leaders, academics and practitioners to discuss how to set out an ambitious, long-term vision for the future of further education beyond 2020. The panel was made up of Baroness Alison Wolf of Dulwich, who was part of the Augar Review into Post-18 Education and Funding; James Kirkup, the Director of the Social Market Foundation; Lesley Davies OBE, principal and CEO of the Trafford College Group; and Kirstie Donnelly MBE, Group Managing Director at the City & Guilds Group. LEVEL UP INDUSTRY
The Manufacturing Commission's report, 'Level Up Industry' outlines the next steps government should take to ensure that British manufacturing is levelled up in the regions. The report makes five key recommendations: * A long-term national productivity target for industrial growth, supported by a strengthened Industrial Strategy Council, on astatutory footing.
* Strengthened support for cooperation between LEP areas to identify synergies and grow UK supply chains * Better targeting of the increasing R&D spend to maximise return on investment in the regions of the UK outside of London and the SouthEast
* Enable SMEs to access the technology to improve their productivity and prioritise skills that meet the demands of the sector * Ensure UKSPF is flexible and can be allocated by local leaders to ensure local and regional demands are met The inquiry was chaired by Lord Bilimoria CBE. SKILLS COMMISSION: ENGLAND'S SKILLS PUZZLE: PIECING TOGETHER FURTHER EDUCATION, TRAINING AND EMPLOYMENT NEW REPORT – ENGLAND’S SKILLS PUZZLE: PIECING TOGETHER FURTHER EDUCATION, TRAINING AND EMPLOYMENT THE SKILLS COMMISSION CALL ON THE GOVERNMENT TO GIVE SKILLS AND LIFELONG LEARNING RENEWED ATTENTION THROUGH DEVOLUTION AND A NEWPRODUCTIVITY BOARD.
The new report makes seven recommendations for creating a more coherent and responsive skills system to support small and medium enterprises (SMEs) and lifelong learning in England. It follows a 12-month inquiry led by former Skills Minister, Sir John Hayes CBE MP, and leading figures from across further education (FE), skills and industry. The inquiry, conducted over 2019 by Policy Connect and the Learning and Work Institute, saw the Commission hold inquiry sessions in Westminster, Lincolnshire, the Tees Valley and the West of England – receiving evidence from over 80 contributors in the process including: employers, providers, learners and representatives of local and national government.Read more

DISABLED STUDENTS' ALLOWANCES: GIVING STUDENTS THE TECHNOLOGY THEYNEED TO SUCCEED
The increasing number of disabled people reaching university is a major step forward for inclusion and social mobility. More disabled people rightly see university as an option for them and the growing culture of disability inclusion within the UK has encouraged more students to disclose their impairments. Yet when disabled students get to university they still face a persistent gap in experience and outcomes compared to their non-disabled peers. This report outlines how the DSA is making disabled students pay upfront for a second laptop capable of running the software they need. It concludes that the £200 charge should be removed as an upfront cash cost to the student as a matter of urgency so that the 2019 cohort of students are helped to achieve their full potential.Read more...

DEGREE APPRENTICESHIPS: UP TO STANDARD? Findings are released by the Higher Education Commission which show that degree apprenticeships may be good in theory but they’re not delivering for small employers or disadvantaged students. This is despite over 99% of UK businesses being SMEs and previous government commitments to providing a ‘head start’ for young people. UNCOMFORTABLE HOME TRUTHS: FUTURE GAS SERIES PART 3 A new report backed by MPs and launched by Minister for Climate Change Lord Duncan today calls for an urgent Green Heat Roadmap by 2020 to scale low carbon heating technologies and help Britain’s homeowners access the advice they need to take smarter greener choices on heating their homes. DISABLED STUDENTS' ALLOWANCES: GIVING STUDENTS THE TECHNOLOGY THEYNEED TO SUCCEED
The increasing number of disabled people reaching university is a major step forward for inclusion and social mobility. More disabled people rightly see university as an option for them and the growing culture of disability inclusion within the UK has encouraged more students to disclose their impairments. Yet when disabled students get to university they still face a persistent gap in experience and outcomes compared to their non-disabled peers. This report outlines how the DSA is making disabled students pay upfront for a second laptop capable of running the software they need. It concludes that the £200 charge should be removed as an upfront cash cost to the student as a matter of urgency so that the 2019 cohort of students are helped to achieve their full potential.Read more...

Policy Connect’s sustainability team has today announced that it will be launching a collection of essays on addressing climate change and meeting the UK’s target of net zero emissions by 2050. The collection will focus on how to deliver climate policy within energy, construction, industry, transport, consumption, and land use, with a consideration of local, national and international contexts. Each essay will take a sectoral or cross-cutting issue and examine the challenges and opportunities for delivering solutions inthat area.
