LOAD RESTRAINT GUIDE The Load Restraint Guide 2018 provides truck drivers, operators, and everyone in the transport chain of responsibility with basic safety principles for the safe carriage of loads. If you’re involved in packing, loading, moving or unloading a vehicle, you are responsible for complying with load restraint laws. The Load Restraint Guide will help you comply with these laws. AUSTRALIAN DANGEROUS GOODS CODE The Australian Code for the Transport of Dangerous Goods by Road & Rail (ADG Code) sets out the requirements for transporting dangerous goods by road or rail. It is important that everyone involved in transporting dangerous goods understands their responsibilities to help prevent and reduce damage to people, property and theenvironment.
AUSTRALIAN ROAD RULES The model Australian Road Rules form the basis of road rules of each Australian state and territory. They contain the basic road rules for motorists, motorcyclists, cyclists, pedestrians, passengers and others. We review the Australian Road Rules every two years. NATIONAL RAIL ACTION PLAN The National Transport Commission has established three industry and government working groups to deliver the National Rail Action Plan, agreed by the Transport and Infrastructure Council in November 2019. The co-chairs of each working group include representation from industry and government: Skills and labour Caroline Wilkie, Chief Executive Officer, Australasian Railway NATIONAL STANDARD FOR HEALTH ASSESSMENT OF RAIL SAFETYOSHA STANDARD RAILING HEIGHTSTANDARD RAILING HEIGHT All health assessments of rail safety workers in Australia are conducted in line with the current edition of the National Standard for Health Assessment of Rail Safety Workers (the Standard). Rail operators accredit doctors and other health professionals to perform the assessments. Accredited health professionals then carry out the assessments using the Standard. If you’re involved in packing, loading, moving or unloading a vehicle, you are responsible for complying with load restraint laws. The Load Restraint Guide will help you comply with these laws. HEAVY VEHICLE CHARGES 2021-22 About this work. The proposal to increase heavy vehicle charges by 2.5 per cent in 2021–22 was agreed at the ITMM teleconference on 21 December 2020. ITMM has asked the NTC to carry out a public consultation process on this proposal. We want to hear from industry and the public about the matters explored in the Heavy vehicle charges LAWS AND REGULATIONS Laws and regulations. Heavy Vehicle National Law. The Heavy Vehicle National Law (HVNL) regulates heavy vehicles over 4.5 tonnes gross vehicle mass in participating states and territories. REGISTRATION CHARGES FOR HEAVY VEHICLES Heavy vehicle charges aim to recover heavy vehicle related expenditure on roads from heavy vehicle operators. This allows governments to invest in building and maintaining productive and safer roads. Charges are a combination of an annual registration and fuel-based road user charges. The revenue raised by registration charges is collected by state and territory governments.COMMISSIONERS

Provide model rules and signage about ASSESSING FITNESS TO DRIVE Assessing Fitness to Drive is a joint NTC and Austroads publication containing the nationally-agreed medical standards for granting a driver's licence. Health professionals use Assessing Fitness to Drive to help assess a patient's medical fitness to drive and to advise driver licensing authorities about how the patient’s health and medical conditions might affect their driving ability. ADF ROAD TRANSPORT EXEMPTION FRAMEWORK The Australian Defence Force Road Transport Exemption Framework (the Framework) provides nationally uniform exemptions for the use of Australian Defence Force (ADF) military vehicles and equipment on public roads. It aims to reduce risk and minimise damage to roads and related structures. The Framework allows oversized ADF vehicles to operate on approved routes. MEMORANDUM OF UNDERSTANDING 1. Introduction 1.1 Background An effective closely co-ordinated working partnership between Austroads and the NTC is important for the success of road transport regulatory reform.
