We’ve been sheltering in place for most of six weeks now as the COVID-19 pandemic sweeps through our communities. There have been a lot of changes and we will go into the month of May with many uncertainties. We need to keep reminding ourselves that no one can predict the future, but we can embrace our present state – even in its discomfort – and prepare for eventualities. With that in mind, I want to share with all of you a poem that Allison Specter, Director of Development at Write Around Portland shared with us in a postcard of appreciation she sent our team. The Cusp of Change: Let me fully know this moment – For within this moment lies all moments. Let me feel the tension pull me to fear and peace, Let me know the uncertainty of the future, And the future of my world. Posted: April 27, 2020 IMPORTANT NAO COVID-19 UPDATE: APRIL 27, 2020 Over the weekend, more people have died in Oregon from COVID-19, according to health officials bringing the state’s death toll from COVID-19 to 91. Oregon’s total number of identified coronavirus cases climbed to 2,311 patients on Sunday. The Oregon Health Authority said nearly a quarter of all coronavirus patients (546 people) have been hospitalized because of the virus. The latest numbers also show the incredible sacrifice of frontline health workers – many of them work for nonprofits; 338 patients or about 18% of Oregon's patients are healthcare workers. Governor Brown’s shelter in place order remains in place as pressure mounts across the country and in parts of Oregon for relaxation of restrictions, despite scientific evidence to the contrary. Read more (link is external) Posted: April 23, 2020 IMPORTANT NAO COVID-19 UPDATE: APRIL 23, 2020 It has been another busy week in state and federal responses to the COVID-19 crisis and the economic impacts of the response. The good news is that the federal government is working on additional funding and stimulus packages to shore up the CARES Act with a CARES Act 2.0. The Oregon Legislature Emergency Board will hold a virtual meeting today (Thursday, April 23) to vote on more than $30 million in spending on the state’s coronavirus response. The E-Board goes into this session knowing that officials expect the state’s revenue estimates to fall by as much as $2 billion. Greater clarity on that number will be revealed in the May 20 revenue forecast. Governor Brown has opted to delay a special session of the legislature on any larger spending plan until after that. As a reminder, Oregon’s current two-year general fund and lottery budget is approximately $24 billion, so a $2 billion hit will be significant. Read more (link is external) Posted: April 20, 2020 IMPORTANT NAO COVID-19 UPDATE: APRIL 20, 2020 Thank you to all of you that signed our community letter to the Oregon Congressional Delegation. Nearly 350 organizations joined thousands of nonprofits from across the country to advocate for additional resources for our communities and nonprofits. The news from Washington D.C. is that the Trump Administration and U.S. Congress expect an agreement today (Monday) on an aid package of up to $450 billion, much of which will go to the Small Business Administration’s Paycheck Protection Program, and add funds for hospitals and COVID-19 testing. The U.S. Senate is scheduled for a pro forma session Monday, but no vote has been set. The U.S. House of Representatives announced it could meet as soon as Wednesday for a vote on the pending package, according to a schedule update from Majority Leader Steny Hoyer, D-Md. Bipartisan leadership is hopeful of a deal that could pass Congress quickly and get the SBA’s PPP back up by midweek. The Resource Connector is a web-based portal that will facilitate matching a nonprofit's request with interested funders. We are piloting this portal for the first cycle, which runs April 16-June, 30, 2020 for NAO 501(c)(3) nonprofits members. To access the portal, NAO members can log on to their user account and visit the Members Only Area for further instructions. Many thanks to GOSW for this great partnership! Read more (link is external) Posted: April 13, 2020 IMPORTANT NAO COVID-19 UPDATE: APRIL 13, 2020 As Congress works on additional relief for individuals, businesses, and nonprofits affected by the COVID-19 crisis, Oregon’s nonprofits are asking for four specific improvements to the nonprofit relief in the CARES Act: Expand access to credit; Bolster charitable giving incentives; Protect self-insured nonprofits; and Support nonprofitservice providers.
Please take one minute by close of business of April 15 to sign on to the Nonprofit Association of Oregon's Community Letter (link is external) to Congress and show your organization's support for this additional relief for nonprofits and tribal entities. Read more (link is external) Posted: April 10, 2020 IMPORTANT NAO COVID-19 UPDATE: APRIL 10, 2020 Across Oregon and the U.S., the nonprofit community is pulling together in amazing ways, even as we are hit with the impacts of the COVID-19 crisis. We sincerely appreciate the responsiveness of the U.S. Congress, and particularly the Oregon Delegation in approving mechanisms to help employers preserve jobs, to assist those who nevertheless are becoming jobless, and to distribute short-term cash assistance to most families. With new legislation being prepared, it’s important to face problems already arising in implementing these efforts, and to expand and extend many of those efforts that were truly quick ‘stop gaps’ in nature. While we fight the direct effects of COVID-19, we must recognize how the lack of diversity, equity and inclusiveness in policy making has increased our vulnerability to the health and economic miseries of the pandemic. The Oregon Health Authority is reporting that our Latinx communities are being disproportionately impacted by COVID-19. Without immediate attention and commitment of resources this will continue to impede our efforts to recover and move forward as a nation. Read more (link is external) Posted: April 06, 2020 IMPORTANT NAO COVID-19 UPDATE: APRIL 06, 2020 Oregon surpassed the 1,000 positive-tested case mark for COVID-19 on Sunday and this week that number is predicted to continue to increase, but the cumulative efforts we are making are having an impact. Based on the Oregon Health Authority’s last projections, which shows we hit the 1,000 mark later than expected, and the curve flattening strategies of -staying at home and social distancing are working. As spring bursts forth around the state, it becomes ever more tempting to get “back to normal.” It is critical to maintain the current practices, as painful as they may be, to keep the curve from spiking upward. We at NAO continue to urge only the most essential nonprofits remain open in any place-based programs. Those health and human service nonprofits are regularly receiving instructions from OHA and state agencies on refined protocols for keeping their staff and volunteers safe. Some counties have begun modifying their guidance around home-made face coverings. Read more (link is external) Posted: April 03, 2020 IMPORTANT NAO COVID-19 UPDATE: APRIL 03, 2020 THE SMALL BUSINESS ADMINISTRATION PAYCHECK PROTECTION PROGRAM OPENS TODAY! Beginning today, small businesses and 501(c)(3) nonprofits with fewer than 500 employees can begin applying for a new forgivable loan to help maintain operations during the COVID-19 crisis. Earlier this week, the U.S. Treasury Department published an information sheet on the new Paycheck Protection Program. This loan program, also known as the emergency SBA 7(a) loan program, was part of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), which was signed intolaw last Friday.

Read more (link is external) Posted: March 30, 2020 IMPORTANT NAO COVID-19 UPDATE: MARCH 30, 2020 On March 29, Oregon became the 18th U.S. state to become eligible for federal emergency aid through a major disaster declaration. The Federal Emergency Management Agency announced that President Donald Trump approved the disaster declaration for Oregon, freeing federal emergency aid to supplement Oregon’s fight against the coronavirus. Governor Kate Brown said it was a “first step” but that the state had other pressing needs, including more personal protective equipment for health workers. Read more (link is external) Posted: March 26, 2020 IMPORTANT NAO COVID-19 UPDATE: MARCH 26, 2020 Like many of you, we at NAO are bracing for the predicted spike in cases due to COVID-19 in the coming week(s). We are working hard to flatten the curve and protect our staff by working from home under the statewide shelter in place order. The advocacy that we have been doing in partnership with other state associations and the National Council of Nonprofits and Independent Sector regarding the stimulus package has been partially successful. We did not get everything we all may have wanted, but we did make huge strides as compared to the economic stimulus package passed after the great recession in 2009. Read more (link is external) Posted: March 23, 2020 IMPORTANT NAO COVID-19 UPDATE: MARCH 23, 2020 On March 23, Governor Kate Brown today issued Executive Order 20-12 directing everyone in Oregon to stay at home to the maximum extent possible and adding to the list of businesses that will be temporarily closed to stem the spread of COVID-19 in Oregon. The order is effective immediately, and remains in effect until ended by the Governor. Under Closure of Certain Businesses, #2 of the order names specific types of businesses prohibited from operating, including many operated by nonprofits such as aquariums, senior activity centers, theaters, museums, youth clubs, etc. Please check the document to ensure compliance by your nonprofits. In times of crises Oregonians rely on Oregon’s nonprofits to support our communities for so many needs – food, shelter, health care – and so much more. Once again during this COVID-19 crisis we see nonprofits coming together, springing into action, and taking care of our communities. However, while nonprofits are busy taking care of the communities’ needs, nonprofits are simultaneously grappling internally with the challenges of operating their own organizations and dealing with the harsh realities of a situation that is fast moving and constantly changing. Budgets are strained and we know most of our nonprofits are hurting right now – many have had to cancel programs (like us), close facilities, consider difficult choices, and pivot to figuring out the immediate future. To top this all, there are many unanswered questions and not much of a playbook for handling a crisis such as this pandemic. That’s why NAO is bringing you regular updates (like this one), resources (such as the Legal and Insurance-Related Issues for Nonprofits to Consider webinar) through subject-matter experts with a robust Q&A session; and webinars directly related to COVID-19, such as Navigating the Financial Impact of the COVID-19 Crisis Webinar (a series of three sessions). We are curating support resources, developing and partnering on trainings and advocating with government and philanthropy. Read more (link is external) Posted: March 13, 2020 IMPORTANT NAO COVID-19 UPDATE: MARCH 13, 2020 GENERAL UPDATE: On March 13 afternoon President Trump declared a national state of emergency, which results in significant moves in the fight against COVID-19 and releases up to $50 billion in federal resources. The national state of emergency removes constraints to allow for the containment and mitigation of the spread of COVID-19. The president announced an unprecedented public-private partnership with numerous pharmaceutical, testing, and technology companies proactively leaning forward into mobilizing all resources possible for the health and safety of all in our communities. PUBLIC POLICY AND ADVOCACY IN RESPONSE TO COVID-19: At the state level, on March 12 NAO reached out to Gov. Brown’s office to request that nonprofit voices are at the table not only regarding the state’s response to the COVID-19 situation, but also for discussions regarding the resulting business impact on the nonprofit sector, including lost income and wages. At the federal level, the U.S. House of Representatives is working on a bill, H.R. 6201, the Families First Coronavirus Response Act, that would provide free coronavirus testing, extended unemployment insurance, and funding for nutrition programs and Medicaid. It would also create a paid emergency leave program for individuals and families affected by COVID-19. ENGAGING REGIONAL FUNDERS TO SUPPORT OREGON’S NONPROFITS: NAO has reached regional funders through Grantmakers of Oregon and Southwest Washington and Philanthropy Northwest and alerted them to the enormous negative impact COVID-19 is already making on our sector and to ask for their support to immediately invest in the work we’re doing, be flexible in how their funds are being used, sand support operations. Brown announced banning organized gatherings of 250 people, many counties and municipalities have also declared states of emergency, and health authorities are urging all Oregonians to implement social distancing(link is external) as much as possible for everyone’s health and safety, and to help slow the pace of the virus. Our hearts go out to those who have been impacted by the virus, as well as their loved ones, and we urge all nonprofits to follow public health officials and the government’s advice for your staff, all those you serve, our communities, and all Oregonians. Given this, NAO has proactively made the decision to suspend all of our in-person programming across the state for the next four weeks, effective immediately. We will continue to monitor the situation and will keep you updated as things change.
