THAT RECOUNT WILL BEGIN TOMORROW MORNING. >>> AT THE HEIGHT OF THE COLD WAR, THE CITY OF DALLAS OPERATED HUNDREDS OF FALLOUT SHELTERS TO PREPARE FOR A POSSIBLE NUCLEAR ATTACK. WELL, WHAT HAPPENED TO THOSE SHELTERS? NATALIE WITH THE \"DALLAS MORNING NEWS\" WENT AFTER THE ANSWER AFTER A READER POSED THAT QUESTION. SO, LET'S START, NATALIE, WHEN THE CITY WAS OPERATING THESE FALLOUT SHELTERS, HOW MANY ARE WE TALKING ABOUT? >> SO, IN 1966, ACTUALLY, IT LOOKED BACK INTO THE ARCHIVES AND IN 1966 THE CITY OPERATED ABOUT 323 PUBLIC FALLOUT SHELTERS. WELL, THEY'RE ACTUALLY PUBLIC AND PRIVATE. AND THESE SHELTERS COULD HOUSE ABOUT A MILLION PEOPLE AND THEY HAD ENOUGH SUPPLIES FOR ABOUT TWO WEEKS. >> YEAH, FRIGHTENING TIME FOR PEOPLE WHO LIVED THROUGH THAT. WHEN YOU TALK ABOUT THIS TWO-WEEK SUPPLY IN THE SHELTERS, WHAT KIND OF SUPPLIES WERE IN THERE? >> THERE WAS FOOD AND MEDICAL SUPPLIES AND THERE WAS ACTUALLY A SHELTER IN FAIR PARK. THERE'S ONE UNDERNEATH FAIR PARK, AND THAT SHELTER HAD A GENERATOR. THEY HAD PHONES, RADIOS, AND ITS OWN WATER SUPPLY. AND I ACTUALLY HAD THE OPPORTUNITY TO LOOK AT WHAT KIND OF WATER SUPPLY THEY HAD AND THERE WERE THESE GIANT CYLINDERS FILLED WITH WATER AND ONCE THOSE CYLINDERS EMPTIED OUT, THEY ACTUALLY COULD SWITCH OUTPUT THE TOP OF THE CAN AND USE IT AS A RESTROOM. >> WOW. AND SO WITH OTHER THINGS INSTEAD. SO DID YOU GO INTO THIS FORMER SHELTER, NATALY? >> NO. SO, THAT SHELTER ACTUALLY HAS BEEN CLOSED FOR A WHILE NOW, BUT THERE IS A VIDEO ONLINE, AND UNDERNEATH CITY HALL, THERE'S THE OFFICE OF EMERGENCY MANAGEMENT, AND THEY HAVE THESE CYLINDERS THERE THAT I WAS ABLE TO LOOK AT. >> OKAY, THAT MAKES SENSE BECAUSE I WOULDN'T THINK ANY OF THEM WERE STILL IN USE TODAY FOR ANY REASON. >> YES, YOU'RE RIGHT. SO, THE CITY DOESN'T ACTUALLY OPERATE ANY PUBLIC SHELTERS AT THE MOMENT, BUT IN CASE OF AN EXTREME WEATHER, ANYTHING LIKE THAT, YOU CAN ACTUALLY GO INSIDE ANY CITY FACILITY LIKE THE LIBRARY TO TAKE SHELTER THERE. >> ALL RIGHT, AGAIN, THIS QUESTION POSED TO THE \"DALLAS MORNING NEWS\" BY A CURIOUS READER, SAYS, THANK YOU, NATALY,FOR GOING AFTER

WE BEGIN WITH BREAKING NEWS IN THE CORONAVIRUS CASE IN COLLIN COUNTY. THE REPORT CAME IN YESTERDAY THAT A MAN IN FRISCO HAD TASTED PRESUMPTIVE POSITIVE FOR THE CORONAVIRUS. WE JUST GOT THE RESULTS OF THE SECOND TEST. IT HAS COME BACK POSITIVE AND THERE ARE NEW CASES OF THE VIRUS AS WELL. NBC 5'S ALANA IS LIVE IN COLLIN COUNTY TO BRING US THE VERY LATEST. BIG DEVELOPMENTS TO RR EPORT HERE RIGHT NOW. >> Reporter: THERE ARE BIG DEVELOPMENTS, DEBORAH. THERE'S THAT SAME MAN FROM FRISCO THAT HAS NOW TESTED POSITIVE AFTER THAT RETEST BUT NOW WE'VE LEARNED THAT THERE ARE THREE CONFIRMED CASE, INCLUDING HIM. THAT'S HIS WIFE AND ONE OF THEIR FOUR CHILDREN, A 3-YEAR-OLD. NOW, HEALTH OFFICIALS JUST RELEASED THIS INFORMATION IN JUST THE LAST FEW MINUTES. THEY SAID THEY TESTED ALL SIX MEMBERS OF THE FAMILY AS WELL AS A CLOSE FAMILY MEMBER THAT HAD CONTACT WITH THEM. ALL OF THESE TESTS CONDUCTED MONDAY AFTERNOON, HOURS AFTER THE FATHER HAD REPORTED THAT HE HAD TESTED PRESUMPTIVE POSITIVE FOR THE VIRUS. ALL SEVEN PEOPLE WHO HAVE BEEN TESTED ARE IN STABLE CONDITION AND THEY ARE IN SELF-QUARANTINE IN THEIR OWN HOMES ACCORDING TO COLLIN COUNTY HEALTH OFFICIALS. ONE SCHOOL-AGE CHILD HAD AN INCLUSIVE TEST AND THEY ARE BEING RETESTED. ALL OF THE OTHER PEOPLE INVOLVED WITH THIS FAMILY TESTED NEGATIVE. ALL OF THIS STEMS FROM THE FATHER WHO IS BELIEVED TO HAVE BEEN EXPOSED TO THIS VIRUS FROM A BUSINESS TRIP TO CALIFORNIA IN FEBRUARY. HE DID NOT SHOW SYMPTOMS WHILE FLYING HOME AND HE DID NOT POSE A RISK TO OTHERS WHO WERE ON THE SAME PLANE. OFFICIALS HERE WITH THE COLLIN COUNTY HEALTH DEPARTMENT ALSO CONFIRMED THAT BOTH OF THE FAMILY'S SCHOOL-AGE CHILDREN DID NOT HAVE ANY SYMPTOMS AND WERE NOT CONTAGIOUS AT ANY TIME WHILE THEY ATTENDED SCHOOL. COLLIN COUNTY JUDGE CHRIS HILL HAS BEEN KEEPING THE MEDIA INFORMED THROUGHOUT THIS ENTIRE PROCESS. >> WELL, I WOULD LIKE JUST EVERYONE TO KNOW THAT WE'RE READY. IN FACT, OUR HEALTHCARE SERVICES TEAM, WHILE ALL OF US RECOGNIZE THAT THIS IS A BIG NEWS EVENT, FOR THE HEALTHCARE STAFF, THIS IS JUST EVERYDAY WORK. >> IT'S A LITTLE BIT OF CONCERN IS GOOD. BUT RUSHING OUT AND BUYING ALL THE TOILET PAPER OFF THE SHELF, PROBABLY NOT WHAT WE NEED TO BE DOING. >> Reporter: NOW, AS WE'VE MENTIONED IN OUR REPORTING, THE MAN IS A PARENT OF TWO CHILDREN AT POLLY TADLOCK ELEMENTARY SCHOOL. FRISCO ISD SENT OUT AN EMAIL NOTIFYING PARENTS ABOUT THIS. LUCKILY THAT SCHOOL IS ON SPRING BREAK THIS WEEK SO CREWS CAN SANITIZE THE CAMPUS AND BOTH SCHOOL-AGE CHILDREN DID NOT HAVE SYMPTOMS AND WERE NOT CONTAGIOUS AT THE TIME THEY ATTENDED SCHOOL. WHO MIGHT BECOME SICK BECAUSE OF THE CORONAVIRUS. >>> ALL RIGHT. INVESTORS ARE BRACING FOR ANOTHER BUMPY RIDE AS CORONAVIRUS TAKES ITS TOLL. STOCK FUTURES ROSE EARLIER THIS MORNING AFTER THAT HORRIBLE, HORRIBLE DAY ON WALL STREET. PERSONAL FINANCIAL EDUCATOR DEREK KINNEY IS WITH US TO TAKE A CLOSER LOOK AT WHAT'S GOING ON. WHAT ARE YOU SEEING RIGHT NOW? >> RIGHT NOW THE MARKET IS UP ABOUT 1,000 POINTS SO AS THE OPENING OCCURS WE EXPECT THINGS TO BE ON THE HIGHER SIDE, BUT WE'RE MAKING UP A BIG, BIG 2,000 POINT LOSS YESTERDAY. I THINK INVESTORS SHOULD REMAIN CAUTIOUS RIGHT NOW, THINGS COULD GO EITHER WAY. IT'S ALL ABOUT HOW THE MARKET CLOSES NOT HOW IT OPENS THAT ULTIMATELY MATTERS. >> I THINK WE HEAR THIS FROM YOU, WE'VE HEARD THIS FROM OTHER FINANCIAL ADVISERS, DON'T PANIC, JUST KIND OF STAY THE COURSE, BUT YET WHEN WE HAVE A STAY LIKE YESTERDAY IT'S HARD NOT TO PANIC. >> IT IS AND THAT'S EASIER SAID THAN DONE. WHAT I WOULD OFFER OUR VIEWERS WOULD BE THIS, FIRST OF ALL, SOME PEOPLE MAY FEEL LIKE THIS IS A BUYING OPPORTUNITY, YOU GET THAT SUNDAY CIRCULAR IN THE NEWSPAPER AND THAT BIG SCREEN TV IS $1,000 OFF WHAT IT WAS A WEEK AGO YOU WANT TO GO BUY IT, MOST PEOPLE WHEN THEY SEE STOCKS OFF 10% OR 20% RUN TO THE HILLS AND DON'T WANT TO BUY IT, BUT THIS COULD BE A GOOD TIME TO BUY IN. IF YOU'RE FEELING NERVOUS, ANXIOUS, WORRIED, THINK ABOUT YOUR 401(k)s, IRAs, THIS IS NOT THE BEST LONG TERM ADVICE BUT A SHORT TERM PAIN RELIEF, THINK ABOUT SHIFTING SOME OF THAT MONEY TO BONDS AND CASH RIGHT NOW AND REVERSE DALLAS COST AVERAGING MEANING THEN ADD THE MONEY GRADUALLY BACK INTO THE MARKET WHILE IT'S LOWER SO YOU'RE PRESERVING THE BIGGER NEST EGG AND TAKING ADVANTAGE OF SOME OF THE PRICE BREAKS THAT WILL BE OUT THERE RIGHT NOW. >> YOU'VE ALSO SAID THIS. NOW, SOME PEOPLE MIGHT BE TEMPTED TO NIBBLE A LITTLE BIT. >> YES. >> SHOULD YOU BUY, SHOULD YOU SELL? WHAT SHOULD YOU BUY? >> WHAT YOU WANT TO LOOK AT ARE QUALITY COMPANIES. RIGHT NOW SPECULATIVE COMPANIES ARE GETTING HAMMERED, THE ONES WHO DO THE WE BEST TEND TO DO THE WORST WHEN THE MARKET GETS THE SOFTEST. THINK ABOUT BIG BLUE CHIP DIVIDEND PAYING HIGH QUALITY COMPANIES YOU HAVE HAD YOUR EYE ON, NOW THEY'RE 20% OFF, THIS COULD BE A GOOD WAY TO GO. THINK ABOUT IF YOU GO TO LAS VEGAS DON'T PUT ALL YOUR CHIPS ON THE TABLE AT ONE TIME, MAYBE PUT A COUPLE CHIPS ON BECAUSE THE MARKET IS VERY FICKLE RIGHT NOW, IT COULD DROP EVEN IN THE FUTURE. I THINK THE WORST MAY BE STILL YET AHEAD, BUT ARE WE AT THE BOTTOM? WE MIGHT BE GETTING CLOSE, WE WILL HAVE TO SEE OVER THE NEXT COUPLE DAYS. >> LET'S TALK ABOUT THE PRESIDENT'S PLAN TO STIMULATE THE ECONOMY, HE WILL MEET WITH REPUBLICANS IN THE SENATE, TALK ABOUT PAYROLL TAX CUTS, WAYS TO HELP SMALL BUSINESSES, WAY TO HELP HOURLY WAGE WORKERS, IS THIS WHAT THE ECONOMY NEEDS? >> THIS IS REAL IMPORTANT, WE HAVE FEARS ABOUT THE CORONAVIRUS, WORRIES ABOUT DO I STAY AM MY HOUSE WHICH MEANS I DON'T SPEND MONEY WHICH MEANS THE ECONOMY DRIES UP. THE GOVERNMENT SAYING WE WANT TO ENCOURAGE PEOPLE TO BUY GOODS, KEEP THE ECONOMY GOING. PAYROLL TAX CUT MEANS MORE MONEY IN YOUR AND I'S PAYCHECK, LESS TAXES TAKEN OUT. WE COULD DO MORE WITH THAT MONEY. WE SEE COUNTRIES DOING SIMILAR FISCAL STIMULUS TYPE OF THINGS, I THINK WE WILL SEE MORE AND MORE OF THAT. AS WE SEE THE GOVERNMENT STEP IN TO HELP REASSURE PEOPLE, HELP THEM FEEL COMFORTABLE WE MAY SEE PEOPLE BEGIN TO FEEL LIKE THEY CAN GO BACK OUTAND AND GO TO SOME OF THESE OTHER EVENTS AND SPEND MONEY WHICHIS GOOD
