NOPSS spending on NSSF grants jumped 44.3% from 1.8 billion yuan ($257.6 million) in 2015 to 2.6 billion yuan ($371.9 million) in 2019 (see Figure 1). This is a bold target given that less than 5% of total cars sold in 2019 were EVs. This is actually lower than the 6.5% growth achieved in 4Q2020 when the economic rebound picked up steam. In other words, Beijing is not looking to accelerate growth beyond where it ended 2020.
