The keys to life is Scotland’s learning disability strategy.It is a long term strategy based on a commitment to human rights for people with learning disabilities. Policy issues. SCLD is focused on building evidence relevant to learning disability in Scotland. We work with experts to build a robust picture of the lives of people with learning disabilities, their experience of policy and how this guides the development and implementation of The Keys to life strategy.

Employment. The ‘Working’ theme of the Keys to Life Implementation Framework priorities employment and employability as a key area of focus for the strategy. Many people with learning disabilities are able to work and want to work but experience significant challenges and barriers to finding work, remaining in work and progressing in
