WELCOME SAME’S 2020-2021 LEADER DEVELOPMENT PROGRAM CLASS Congratulations to the 18 newly selected members of the 2020-2021 SAME Leader Development Program.This national program is designed to identify and cultivate talent from within the Society to support the development of the next generation of military, government, and industry leaders and help meet the crucial leadership needs of the country, and the profession. THE MILITARY ENGINEER (TME) The Military Engineer— since 1909 under its original masthead Professional Memoirs, and since January 1920 in its current form as the official journal of SAME — has been the leading voice championing the contributions, the achievements, and the legacy of military engineers and those aligned with ensuring the national security of the United MODERNIZING SHIPYARDS FOR THE FLEET OF THE FUTURESEE MORE ON

BUILDING A NEW BARRACKS AT WEST POINT TME Online Articles; Building a New Barracks at West Point. For the first time in 50 years, a new cadet barracks has been constructed at the U.S. Military Academy and it is named after Benjamin O Davis Jr., a 1936 graduate of West Point and the first African COMPLETING THE TRANSFER OF PORT CLARENCE To ultimately expedite the land transfer of Port Clarence, specific language was placed into the Coast Guard Authorization Act of 2016 that outlined the process by which each Coast Guard-defined tract of land would be offered and conveyed to BSNC. Because a swift transfer was the primary goal, language was included to allow for one year’s SECURITY DESIGN PARAMETERS FOR EMBASSIES AND SCIFS Continuous walls where they butt together in a seam, are attached and sealed by a continuous shielding wall seam seal cap. This method of SCIF design can produce 70-dB of RF and EMP attenuation. This technique has been in use for the past 40 years but has been superseded by even more advanced techniques in the last 25 or 30

years.

NEW REQUIREMENTS OF FIRE PROTECTION ENGINEERS The rewritten code, with Change 1 dated Nov. 28, 2016, has new impacts on the roles and responsibilities of the Fire Protection Engineer (FPE) and the design teams that work with them. The code was reformatted and revised to align with the International Building Code and now includes 34 chapters. THE BENEFITS OF A HYBRID DESIGN TEAM The hybrid team brought together several different professionals, each in a collaborative role, where they were used to leading the entire design effort. This team of teams proved to be greater than the sum of its parts, with each entity taking different lead roles at different

times.

TME LOOKS BACK: VIETNAM In summer 2016, SAME published a special issue of The Military Engineer commemorating the service and contributions of military engineers in the Vietnam War.To accompany the publication, we are featuring on Bricks & Clicks a special series entitled TME Looks Back: Vietnam featuring past articles, photos, and other material that first appeared in the magazine during the 1960s and early 1970s.

The new Shipyard Area Development Plan is intended to incorporate modeling, simulation, and industrial optimization—as well as advance planning studies—to MANAGING THE SHELF LIFE OF TYPE II MATERIALS The Materiel Command study focused on materials that could have their shelf life extended, otherwise known as Type II materials. Type I materials cannot be extended. From the broad description of materials, six stock classes of Type II materials were analyzed: chemicals, cleaners, paints, adhesives, sealants, and petroleum and grease. SECURITY DESIGN PARAMETERS FOR EMBASSIES AND SCIFS Continuous walls where they butt together in a seam, are attached and sealed by a continuous shielding wall seam seal cap. This method of SCIF design can produce 70-dB of RF and EMP attenuation. This technique has been in use for the past 40 years but has been superseded by even more advanced techniques in the last 25 or 30
