FY 2021 BUDGET HIGHLIGHTS State agencies will be appropriated a total of $7.715 billion in FY 2021. This is a decrease of $283.2 million (3.5 percent) compared to the initial FY 2020 budget approved last May, and just $46 million (0.6 percent) above FY 2019 (see Figure 1).

MOTOR VEHICLE TAXES

Oklahoma’s motor vehicle taxes are a combination of an excise (sales) tax on the purchase of a vehicle and an annual registration fee in lieu of ad valorem (property) taxes. Until 2017, motor vehicles were fully exempt from the sales tax, but under HB 2433, the exemption was partially lifted and motor vehicles became subject OKLAHOMA’S SAFETY REQUIRES STATEWIDE “STAY-AT-HOME” ORDER Oklahoma’s safety requires statewide “stay-at-home” order. Gov. Stitt on Wednesday extended his executive order to close non-essential businesses to all 77 counties through April 30. However, that’s not enough. To slow the virus’s spread and give our health systems the resources to respond, Gov. Stitt should issue a statewide stay-at FEDERAL POVERTY LEVEL The federal poverty level (FPL) is a measure of income issued annually by the Department of Health and Human Services that is used to determine eligibility for various public programs and benefits, including Medicaid, health insurance premium tax credits, the free- and reduced- school lunch program, SNAP (Supplemental Nutrition Assistance Program), and many others. The CHARACTERISTICS OF AN EFFECTIVE TAX SYSTEM Characteristics of an Effective Tax System. A good tax system should meet five basic conditions: fairness, adequacy, simplicity, transparency, and administrative ease. Although opinions about what makes a good tax system will vary, there is general consensus that these five basic conditions should be maximized to the greatest extent

LAWSUIT CHALLENGES OHCA’S MANAGED CARE PROPOSAL (CAPITOL Lawsuit challenges OHCA’s managed care proposal (Capitol Update) For the past several months, the Oklahoma Health Care Authority has been in a race against the calendar to get contracts signed with private insurance companies to manage the state’s $2 billion Medicaid program before the Legislature was to go into session on Feb. 1. FELONS AND THE RIGHT TO VOTE Under Oklahoma law, felons are disenfranchised, or have their voting rights suspended, for the full lengths of their sentences. This means, for example, that a felon who is sentenced to eight years in prison but serves only four is unable to register to vote for a full eight years. State taxes make up just half of Oklahoma’s revenue. In 2013, Oklahoma collected $8.37 billion from state taxes. That was just under half (48 percent) of the total revenue for the state that year. Grants from the federal government were the next biggest revenue source, bringing in $6.65 billion or 38 percent of all state revenue.
