Mix together cornstarch and water in a small bowl, and set aside. Add remaining ingredients to a small saucepan, and bring to a boil. Add in cornstarch mixture (as a thickening agent) and mix thoroughly. Add the powdered milk to your food processor (or Mason jar). Then add the water, oil and salt. Blend (or shake) for a few minutes and then check to see if it's starting to thicken.
