PARIS

Die Umweltzone Paris ist eine von insgesamt über 35 Zonen in Frankreich. Dabei nimmt die Stadt eine besondere Rolle ein. Paris als Stadt, sowie als auch der Großraum Paris haben insgesamt 4 Umweltzonen mit verschiedensten Regeln und Gebieten. Dabei sind einige Zonen ständig gültig und andere nur temporär.  Bei den ständigen Zonen, auch ZPA-Zonen genannt, ist die französische Umweltplakette (Certificat qualité de l’air) stets verpflichtend. Die temporären Zonen sind nur aktiv, wenn es die Luftqualität erfordert. Wird eine Luftverschmutzungsspitze erreicht, tritt die Zone in Kraft und nun wird auch hier die Vignette verpflichtend. Dies kann innerhalb kürzester Zeit geschehen.

BERLIN

Berlin ist eine von insgesamt ca. 80 Umweltzonen in Deutschland. Gestartet ist diese als einer der ersten Zonen im Jahre 2008 als grüne Umweltzone. 2019 kam eine NOx-Zone, auch Dieselfahrverbotszone genannt hinzu. Für die grüne Umweltzone benötigt man eine grüne Umweltplakette. Für die Diesel-Zone ist keine gesonderte Plakette notwendig - auch wenn über die Einführung der Blauen Plakette noch nachgedacht wird. In Deutschland nehmen durch die hohen Stickoxidwerte die Dieselfahrverbote kontinuierlich zu. Zusätzlich auf freiwilliger Basis existiert in Deutschland die E-Plakette für Elektrofahrzeuge. Diese gewährt in unterschiedlichen Städten, verschiedene Vorteile, wie z.B. kostenfreies Parken und Benutzung der Busspuren mit einem

E-Fahrzeug.

BRÜSSEL

Seit Januar 2018 existiert die Umweltzone Brüssel, die alle 19 Gemeinden der Region Brüssel umfasst. Auf einer Fläche von 161 km2 werden die Fahrverbote mit sogenannten ANPR Kameras permanent an 365 Tagen im Jahr überwacht. Um den Strafen zu entgehen ist wie in den anderen Umweltzonen Belgiens (Antwerpen und Gent) eine Registrierung notwendig. Eine Plakette existiert nicht und es muss auch nichts an die Windschutzscheibe geklebt werden. Die Umweltzone wird im Westen und Norden begrenzt durch die Europastraße E19 und im Osten und Süden durch die E40. Beide Straßen sind wie mehrere Park&Ride Parkplätze an der Grenze ausgenommen.

WIEN

Die Umweltzone Wien wurde am 20.12.2013 durch die 52. Verordnung des Landeshauptmannes von Wien beschlossen. Sie ist eine der ersten Umweltzonen, die in Österreich eingerichtet wurde und startete am 01.07.2014. Neben Wien gibt es in Österreich noch weitere Umweltzonen in den Gebieten Burgenland, Niederösterreich, Oberösterreich, Steiermark und Tirol. Zur Ein- und Durchfahrt benötigt man immer je nach Euronorm eines der sechs Umwelt-Pickerl. Dies gilt jedoch nur für Fahrzeuge der Klasse N (Fiskal-PKWs, Kleintransporter, Lastkraftwagen). Ist die österreichische Umweltplakette nicht vorhanden, kann es bis zu 2.180 Euro kosten.

BARCELONA

Auf 95 km2, innerhalb des Autobahnrings (Rondas) der B-10 und der B-20 erstreckt sich die Umweltzone von Barcelona. Sie ist eine von derzeit 7 Zonen in Spanien und ist ständig gültig von Montag bis Freitag von 07 Uhr bis 20 Uhr. Im Gegensatz zu Madrid geht Barcelona einen eigenen Weg und hat eine Registrierung mit Kameraüberwachung eingeführt. Die nationalweit gültige Distintivo-Ambiental Plakette gilt hier nur für in Spanien zugelassene Fahrzeuge. Für Ausländer ist eine Registrierung vorgesehen. In anderen Städten existieren noch temporäre, das heißt wetterabhängige Umweltzonen, sowie Null-Emissionszonen.

KOPENHAGEN

Die Umweltzone (Miljozone) Kopenhagen ist die erste der Umweltzonen, die in Dänemark eingerichtet wurde. Die Umweltzone startete 2008 und galt zunächst nur für im Inland registrierte Fahrzeuge. Die Umweltzone betrifft im Wesentlichen das Zentrum von Kopenhagen und die Kommune Frederiksberg. Um den Wirtschaftsverkehr/Fährverkehr von und nach Kopenhagen nicht zu sehr zu behindern, führt eine Transitroute von Nordhavnen durch die Umweltzone. Neben Kopenhagen gilt in Dänemark die Registrierungspflicht auch für die Umweltzonen Aalborg, Aarhus und Odense. Ein Verstoß kann bis zu 1.700 Euro geahndet

werden.

TOP PLAKETTEN & REGISTRIERUNGEN

Umweltplakette

Die Umweltplakette wurde am 01.03.2007 eingeführt und ist seit dem 01.01.2008 in den deutschen Umweltzonen für alle PKW, LKW und Busse Pflicht. Die Feinstaub-Plakette wurde je nach EURO Klasse in 3 verschiedene Farben, rot, gelb und grün, unterteilt. Stufenweise haben sich die Regeln der mittlerweile über 80 Zonen verschärft, sodass derweil in fast allen deutschen Städten nur noch die Einfahrt mit der grünen Umweltplakette erlaubt ist. Bei einer fehlenden Plakette wird eine Geldbuße in Höhe von 80 € erhoben. Seit 2018 kamen zusätzlich Diesel-Fahrverbots-Zonen hinzu, die ältere Diesel von bestimmten Strecken und Gebieten ausschließen. Hier reicht die grüne Umweltplakette nicht mehr

aus.

Certificat qualité de l’Air Am 01.07.2016 wurde in Frankreich eine Umweltplakette mit der Bezeichnung Certificat qualité de l’Air eingeführt. Seit Juli 2017 müssen alle, auch ausländische Fahrzeuge, die in französischen Umweltzonen einfahren, eine gültige französische Vignette haben, welche für jede Fahrzeugkategorie verpflichtend ist. Die Vignette lässt sich in 6 Kategorien und Farben unterteilen, je nach dem Jahr der Zulassung, der Energieeffizienz und der Emission des Fahrzeuges. Die Certificat qualité de l’Air ist in allen festen, ständig gültigen Umweltzonen (ZFE/ZCR) und wetterbedingten, temporären Zonen (ZPA/ZPAd) gültig. Für eine fehlende Vignette gelten Geldstrafen von 68 - 375 €.

Umwelt-Pickerl

In Österreich gilt seit dem 01.01.2015 die Umwelt-Pickerl-Pflicht für alle LKW der Klassen N1-N3. Die Umwelt-Pickerl gibt es in 6 verschiedenen Farben die für die jeweilige EURO-Klasse stehen.  Die erhältlichen Farben von EURO 1 bis 6 sind schwarz, rot, gelb, grün, blau und violett. Auf der Plakette sind die letzten 6 Ziffern der Fahrgestellnummer notiert, die Fahrzeugklasse und Kraftstoffart werden eingestanzt und zudem ist eine Kontrollnummer geprägt. Das Pickerl ist in derzeit sechs eingeführten Umweltzonen Wien, Oberösterreich, Niederösterreich, Steiermark, Tirol und das Burgenland gültig. Ein Verstoß gegen die Umwelt-Pickerl-Pflicht kann mit hohen Geldbußen bis zu 2.180 Euro

geahndet werden.

Registrierung Brüssel Ab dem 01.01.2018 gilt in Brüssel für alle 19 Gemeinden der Region eine Low Emission Zone (LEZ), die für eine Einfahrt eine rechtzeitige vorherige Registrierung vorschreibt. Die LEZ Brüssel ist ständig gültig, d.h. 24 Stunden und 7 Tage pro Woche, auch an Sonn- und Feiertagen. Die LEZ regelt den Zugang für die Fahrzeugkategorien LKW der Klasse N1, Busse der Klasse M2, M3 und PKW der Klasse M1. In den Jahren 2022 und 2025 werden die Zufahrtsberechtigungen für die Einfahrt in die LEZ weiter verschärft. Eine Kontrolle der Einhaltung der vorgeschriebenen Regeln erfolgt mit Hilfe von ANPR Kameras. Für jedes nicht registrierte Fahrzeug, welches außerhalb der Niederlande und Belgien zugelassen ist, wird eine Geldstrafe von 150 - 350 € erhoben.

E-Plakette

Am 25.09.2015 wurde das deutsche Gesetz zur Förderung der Elektromobilität beschlossen, um Elektro- und Hybrid-Fahrzeuge mit zusätzlichen Vorteilen auszustatten. Dadurch können inländische E-Fahrzeuge (in Deutschland zugelassene Autos) ein eigenes spezielles E-Kennzeichen erhalten. Ausländische Fahrzeuge (alle nicht in Deutschland zugelassene Autos) können eine E-Plakette erwerben, damit auch diese die Vorteile und Bevorrechtigungen, wie z.B. das Befahren von Umwelt- und Busspuren und kostenloses Parken, in Deutschland nutzen können.

Registrierung Antwerpen & Gent Die Region Flandern hat zwei Low Emission Zones (LEZ) eingeführt, für die vor einer Einfahrt eine Registrierung für jeden Fahrzeugtyp benötigt wird. Die Stadt Antwerpen hat am 01.02.2017 die gesamte Innenstadt sowie einen Teil des Stadtviertels Linkeroever als LEZ ausgewiesen. Seit dem 01.01.2020 wurde das gesamte Stadtzentrum von Gent zu einer LEZ und gleichzeitig wurde ein allgemeines Tempolimit von 30 km/h festgelegt. Eine Kontrolle der Einhaltung der vorgeschriebenen Regeln, die 24h am Tag und 7 Tage die Woche gültig sind, erfolgt mit Hilfe von ANPR Kameras.  Ein nicht registriertes Fahrzeug wird mit einer Geldbuße von 150 - 350 € bestraft.
