CLEAN ENERGY AND CLIMATE The climate crisis is taking its toll on our natural environment, economy, and the health and well-being of our communities. Who could imagine the West without the abundant wildlife, clear-flowing rivers and streams, and snow-capped peaks that make our region the best place in the world to live and work. COLORADO RIVER BASIN Protecting the Colorado River Through Smarter Water Management Throughout the West “The good news is that there is a realistic solution to Colorado River challenges. LAND USE PLANNING FOR WATER EFFICIENCY The Interior West is simultaneously the driest and fastest growing region of the United States. With an expected increase of millions of more residents to our region in the coming decades, it is imperative that a new style of land development be implemented now – one that recognizes and embraces the limited amount of water in the West. This database highlights several notable and exemplary state water policies and programs from around the country related to three issue areas: urban water conservation, water reuse and land use & water integration. WILDLIFE CORRIDORS IN THE WEST Habitat loss and fragmentation are two main causes of the continuing decline in biodiversity and serious threats to wildlife populations. Natural areas in the West disappeared at a rate of one football field every 1.65 minutes between 2001 and 2017.Urban sprawl, transportation development, and energy development are major drivers of habitat lossand fragmentation.
SNOWPACK IN THE WEST Snowpack in the West is essential to creating healthy flowing rivers that support recreation, tourism, and habitat for thousands of species. Communities also rely on the snowpack to fill reservoirs that supply cities and towns with a steady supply of drinking wateryear-round.

WESTERN LANDS
The West’s unparalleled natural landscapes are our heritage and define our region. KEEPING WATER IN RIVERS & LAKES Keeping Water in Rivers & Lakes is Important to Fish, Wildlife, Communities, and our Economy. “We all value our Western rivers and lakes and want to see them protected for future generations. WRA actively supports restoration projects across the Interior West and champions smart water supply solutions to avoid unnecessary andexpensive dams
ARIZONA WATER CONSERVATION Western Resource Advocates promotes urban water conservation and reuse in Arizona as a no-regrets strategy for ensuring sustainable water supplies — a strategy that is often cheaper, faster, and smarter than “traditional” water supply approaches that rely on obtaining more water from elsewhere. LAND USE PLANNING FOR WATER EFFICIENCY For many decades, these two planning processes were disparate and uncoordinated. Land use planners would tell water utility managers how much water they need for a new development, and the water managers would provide. For a secure water future, however, water conservation and efficiency must be integrated into community planning anddevelopment.

INSTREAM FLOWS
An instream flow water right is a water right secured to benefit the natural environment. Typically, when we hear the term water right in Colorado, we think of a water user’s ability to take water out of a river, lake, or stream for consumptive use — such as for agriculture, domestic and commercial purposes, and in manufacturing. But there is another type of water right, called aninstream
