provincial guidance document released in 2002. Under the Action Plan umbrella, the Partnership collaborates with government and others to develop methodologies, tools and resources to support implementation of the Whole-System, Water Balance Approach to land use, infrastructure servicing and asset management. _ABOUT THE WATER SUSTAINABILITY ACTION PLAN_ Released by the provincial government in February 2004, the Water Sustainability Action Plan provides a partnership umbrella for advancing on-the-ground initiatives in the local government setting. The Action Plan is nested within Living Water Smart, British Columbia’s Water Plan. Released
in 2008, Living Water Smart was the provincial government’s call to action, and to this day transcends governments. In the early years, initiatives were inspired by and built on the conceptual foundation provided by A Water Conservation Strategy forBritish Columbia
,
released in 1998. Ian McHarg’s “Design With Nature” vision has influenced Action Plan implementation. The desired outcome is to achieve SETTLEMENT, ECONOMY AND ECOLOGY IN BALANCE. SIGN UP TO RECEIVE WATERBUCKET ENEWS Learn about the champions that are leading changes in practice (on allinstances).

LIVING WATER SMART IN BRITISH COLUMBIA: "LAUNCHED IN MARCH 2021, THE COLUMBIA BASIN WATER HUB WILL MAKE CRITICAL WATER DATA READILY AVAILABLE TO DECISION MAKERS FOR WATERSHED MANAGEMENT IN AN ERA OF CLIMATE CHANGE IMPACTING HYDROLOGICAL FLOWS," STATED KAT HARTWIG, FOUNDER & EXECUTIVE DIRECTOR OF LIVING LAKES CANADA * Kat Hartwig is the passion and vision behind Living Lakes. At the same as she is building Living Lakes, Kat is also mentoring a growing team of young environmental professionals who are very passionate about water stewardship. Everyone wants to continue Kat’s vision. "We set out to build an open source data hub for the Upper Columbia Basin. Now we’ve got the platform built, we’re training groups to upload their data, and we’re receiving feedback from groups and provincial and local governments to ensure we’re supporting their needs. It’s an iterative process," stated ...more*
LIVING WATER SMART IN BRITISH COLUMBIA: "BY MOBILIZING VAST EXTERNAL RESOURCES, NETWORKED NONPROFITS CAN FOCUS ON THEIR OWN EXPERTISE. AT THE SAME TIME, THESE EXTERNAL RESOURCES ENHANCE THE VALUE AND INFLUENCE OF EACH ORGANIZATION’S EXPERTISE," STATED DR.JANE WEI-SKILLERN, CO-AUTHOR OF THE NETWORKED NONPROFIT, WHICH PROVIDES CONTEXT FOR THE PARTNERSHIP FOR WATER SUSTAINABILITY VISION FOR COLLABORATIVE LEADERSHIP * “The network emerges around a common goal, rather than a particular program or organizational model. The community mobilizes the resources from throughout the network, and based on existing relationships in the community. The solution is emergent and comes from the community members themselves, rather than being pushed from the top down. And finally, once a network is up and running and proves itself to be effective, it becomes the primary vehicle for change, rather than the individual organizations themselves," stated Dr. Jane...more

LIVING WATER SMART IN BRITISH COLUMBIA: “AT THE END OF THE DAY, GOOD DECISION-MAKING COMES DOWN TO A GOOD PROCESS. BUT IT ALSO RELIES ON WISDOM IN TERMS OF BALANCED ADVICE," STATED PETER STEBLIN, CHIEF ADMINISTRATIVE OFFICER WITH THE CITY OF COQUITLAM * “Balance is key to good government. One needs good administrative expertise to advise and serve the political arm. At the same time, the political arm has to trust the administrative arm. The two arms must work together. Council buy-in follows when Council fundamentally respects the work that Staff does. In Coquitlam, respect has grown over time. It would not be possible without a really wise, good servant’s heart within the Council table. An airplane analogy is one way to describe the relationship. Think of one wing as political and the other as administration. If ...more*
HOW VANCOUVER IS PROTECTING ITSELF FROM FLOODING: “IN THE OLD DAYS, IT WAS 'SCOOP THE WATER UP AND SEND IT DOWN THESE PIPES.' NOW, WITH CLIMATE CHANGE, WE HAVE TO RESTORE THESE OLD SYSTEMS,” SAID MELINA SCHOLEFIELD, THE CITY OF VANCOUVER’S MANAGER OF GREEN INFRASTRUCTUREIMPLEMENTATION
* Vancouver’s narrative over the past two decades has often hinged on densification — how to manage the rise of dull grey towers framed by distant green mountains. But with every megaton of carbon dioxide belched into the atmosphere, the risk of rising seas and increasingly heavy rainfall has pushed the region toward letting more of that forest creep back into the city. Known as “green infrastructure,” the idea is to simulate a natural water cycle wiped out from decades of city building. “We know how to design it,” said Scholefield. “What we’re aimed ...more*
LIVING WATER SMART IN BRITISH COLUMBIA: “WE DO NOT HAVE THE LUXURY OF TIME TO WAIT FOR A YOUNGER GENERATION TO GO THROUGH THEIR LEARNING CURVE TO FIGURE OUT WHAT GOES INTO OPERATIONALIZING THE FOUNDATION PIECES FOR ACHIEVING A WATER-RESILIENT FUTURE," STATED KIM STEPHENS, EXECUTIVE DIRECTOR, PARTNERSHIP FOR WATER SUSTAINABILITY (MAY 2021) * "Technical knowledge alone is not enough! Making things happen in the real world requires an appreciation for and understanding of human behaviour, combined with a knowledge of how decisions are made. It takes a career to figure this out! Elders have a responsibility to pass on understanding and wisdom. However, responsibility is a two-way street because minds must be open to accepting the inter-generational baton and embracing the wisdom that goes with it. With this thought in mind, I created the 'time continuum graphic' to conceptualize the thinking that guides the Partnership’s mission," stated ...more*
THE EMERGING CRISIS AROUND GROUNDWATER LEGISLATION IMPLEMENTATION IN BRITISH COLUMBIA: “BY NOT APPLYING, THE HISTORICAL WATER USERS ARE EFFECTIVELY GIVING THE GOVERNMENT BACK THE VOLUMES OF WATER THEY WERE USING. AFTER MARCH 1, 2022, THESE VOLUMES GO BACK INTO THE COMMUNAL SYSTEM FOR REALLOCATION AND WHEN THEY APPLY, THE HISTORICAL USERS WILL BE AT THE BACK OF THE LINE," STATED DONNA FORSYTH, FORMER LEGISLATIVE ADVISOR IN THE MINISTRY OF ENVIRONMENT (MAY 2021) * “When the government changed the rules with the Water Sustainability Act, it recognized that it was placing a new regulatory burden on historic groundwater users and gave them time to continue using their water while they applied for the licences. Now, the time to get those applications in is running out. If historic, non-domestic water users don’t get their licence applications in by March 1 2022, they’ll not only lose their authority to use the water, but they could experience a gap of years before a decision is made on their applications,” warns Donna ...more*

THE SUCCESS OF THE PROJECT INSPIRED OTHER NEIGHBOURHOODS TO GET INVOLVED AND LIVEN UP THEIR STREETS,” STATED DAVID DESROCHERS WHEN THE CITY OF VANCOUVER AND UBC CO-HOSTED THE THIRD EVENT IN THE PILOT PROGRAM FOR 'SHOWCASING GREEN INFRASTRUCTURE INNOVATION IN THE METRO VANCOUVER REGION' * David Desrochers is the visionary engineer who provided the driving force for the City of Vancouver’s initiatives in implementing both Country Lanes and Crown Street. “Yes, I am one who pushes the envelope in advocating new ways of building streets and lanes”, admitted Desrochers in 2006, “But I could not have made either Crown Street or Country Lanes happen without the strong support and commitment of Don Brynildsen, the City's Assistant City ...more*
CREATE SAFE CITIES FOR SALMON: “INADEQUATE STATUTORY FOUNDATIONS AND ENFORCEMENT OF CURRENT REGULATIONS HAVE ONLY HINDERED THE IMPLEMENTATION OF NATURE-BASED SOLUTIONS TO PROTECT SALMON IN CITIES. THERE MUST ALSO BE INCREASED CLARITY AND COMMUNICATION FROM THE TOP TO ENSURE THESE REGULATORY REQUIREMENTS ARE UNDERSTOOD AND EFFECTIVELY IMPLEMENTED," STATED ANDREA MCDONALD, AUTHOR OF THE JOINT RESEARCH STUDY BY THE PACIFIC WATER RESEARCH CENTRE AND THE SALMON-SAFE BC TEAM(MAY 2021)
* “Protection of salmon and their habitat from the adverse impacts of urban development is a challenging task that requires an all-of-government response. Findings from this research highlight the variable involvement and guidance provided from the higher levels of government in Canada. As one expert noted, the province must provide more clarity on direct regulatory obligations which have compliance initiatives in place to enforce them," stated Andrea McDonald. It originated as an inter-governmental partnership, formed in 2002 to fund and develop the Water Balance Model as a web-based decision support tool. The Water Balance Model was created as an extension of Stormwater Planning: A Guidebook for British Columbia. The
objective? Facilitate application of the Water Balance Methodology. The desired outcome? Protect stream health in urbanizing watersheds. WHEN THE WATER SUSTAINABILITY ACTION PLAN WAS RELEASED IN 2004, the Water Balance Model was the centrepiece initiative. Similarly, the waterbucket.ca website was also an Action Plan initiative. The objective? Record our history as we create it. Showcase success stories. Celebrate the champions who lead by example.
