"At no time in history has Southwest Florida's population been more hurricane-vulnerable than it is today." That quote is from the 1981-1982 Southwest Florida Regional Planning Council's Hurricane Evacuation Plan. The beginning of another hurricane season brings about more questions than answers. Will this be a year Florida continues to beat the odds, or will this be the year the big one hits? Can residents successfully evacuate, or have we exceeded the capacity of our roads to get everyone out of harm's way? The National Weather Service has identified Southwest Florida as one of the most hurricane-vulnerable areas of the United States. What will a catastrophic storm do to our economy if we have to announce the destruction of tens of billions of dollars of property or the death of countless numbers of residents who didn't make it out in time? The rapid changes that are likely to occur to our shoreline from flooding and storm surges caused by a hurricane would redefine our topography. Do our elected officials ever consider the magnitude of the hurricane evacuation problem when approving new development? State and local governments have not been aggressive enough in preparing our communities for the possibility of a hurricane strike. Funding for evacuation routes and shelters lag behind the need. Hurricane evacuation is not considered a high priority when making changes in land use. Southwest Florida evacuation and the clearance times are as high as 105 hours. Is it possible to build a road for hurricane evacuation without increasing residential densities, thus defeating the purpose of building the road for evacuation? Nothing should take precedence over protecting the public's well-being. As more people move into our area, there will be an increased threat of extensive loss of life and property damage. It is critical that residents understand the dangers of living in a hurricane-prone area. Several actions can be taken to reduce the threat: *Most important, limit further development in flood- prone areas and control new development until adequate hurricane shelters and evacuation plans exist. *Amend comprehensive plans to require an analysis to determine the current shortage of public hurricane-shelter space, and project how much additional space is needed. *Disclose hurricane evacuation times during the purchase or rental of property. Prospective buyers and renters have the right to know, and should be informed, whether they can or cannot safely evacuate from property they are considering purchasing or renting. The significant shortage of evacuation routes and shelters, coupled with the tremendous increase in the number of people living in hurricane-prone areas, has contributed to a critical public safety problem. The inability to evacuate within the limits of viable warning times creates a danger to the lives and property of the citizens of Florida. Roads leading from hurricane-prone areas are woefully inadequate to safely move residents out of harm's way. Will this be the year that we beat the odds again, or not?
