Developments in the Post-Soviet Space RUSSIA AND SOUTH KOREA: UNSUCCESSFUL ATTEMPT AT COOPERATION 2 South Korea expects that 20% of its gas and oil demand will be fulfilled by Russian hydrocarbons. In the South Korean market, Russia is the eighth largest gas supplier (delivering from the Sakhalin-2 ROCKY ROAD TO A LEVEL PLAYING FIELD IN EU–CHINA INVESTMENT 3 agreement with China. 8 The intention to launch negotiations was expressed during the EU–China summit in February 2012, 9 but talks only began in November 2013, as part of the bold strategic agenda of cooperation adopted at the annual summit. 10 The first round of negotiations took place in January and the second one in late March 2014, just before Xi Jinping’s visit to Brussels.
