Claude Bruderlein is the Director of the Centre of Competence on Humanitarian Negotiation (CCHN), a joint ICRC, WFP, UNHCR, MSF, and HD endeavor based in Geneva, Switzerland. He conducts regular field research on frontline negotiation and is the main author of the CCHN Field Manual on Frontline Humanitarian Negotiation. The PHAP Credentialing Program offers two certifications in Monitoring, Evaluation, Accountability, and Learning (MEAL) for practitioners in humanitarian and development contexts. The certifications cover the competency areas of: Understanding the components, concepts, and principles of MEAL; Planning, designing, and implementing MEAL activities; INTERNATIONAL REFUGEE LAW (IRL) International refugee law (IRL) It is only in 1951 (and then through a broadening of the refugee definition in 1967) that the international community established a regime for the international protection of refugees. The Geneva Convention Related to the Status of Refugees is the main source of legal protections for refugees. PRINCIPLES AND ETHICS Principles and ethics. Actors responding to humanitarian crisis employ numerous principles to guide their actions and decisions. Among these, four have come to represent the core principles of humanitarian action: humanity, impartiality, neutrality and independence. These four enjoy a complex relationship, forming an integral set that can be MONITORING, EVALUATION, ACCOUNTABILITY, AND LEARNING (MEAL) A straightforward question that is difficult to answer given the complexities and constraints of the humanitarian operating environment.
