BUILDING A RURAL GRANTS PROGRAM Building a grants program or portfolio for a rural agency can be a challenging task due to a multitude of barriers. These can include the small pool of funding available to rural agencies, the lack of capacity experienced by many rural agencies to apply or manage a grant, as well as the often difficult task of getting rural agenciesto work together.
