The murder of George Floyd affected all of us. While under quarantine, we had time to reflect and organize. We showed up for one another through mutual aid and community service. We did what matters most in times like these – we came together to build community. To say we’ve experienced a year of hurt would not be saying enough. We’ve witnessed the rise of community strength, power and resilience: members of our communities made the choice to fight for justice, to amplify calls to action and to organize mass resources for those who were without. The numerous murders of unarmed Black Americans shifted our fears of Covid 19 to the reality of a pandemic we could not be vaccinated against – white supremacy. What we must take away during this time of reflection is the power of individual activism. Activism isn’t always throwing yourself into the line of fire – it’s being there for your community – it’s providing care to those who need it. It’s engaging with one another with respect and consideration. As we uplift and amplify social movements around the world, your solidarity and commitment to change is the impact needed. We must continue to evolve alongside one another to extend the work. Art, history and education are the tools we have used to empower ourselves and to dismantle the systems that are not designed for our benefit. RE: An Independent Investigation and Prosecution of the Death of Robert Delgado Governor Kate Brown, Attorney General Rosenblum, and Director Stetz-Waters, On the morning of April 16th, 2021 Portland Police Officer Zachary DeLong shot and killed Robert Delgado in Lents Park, Portland, OR. Reports from multiple witnesses indicate that Mr. Delgado was likely experiencing a mental health crisis at the time of his death. While little is publicly known about the incident at this point, what we do know is that public trust of the Portland Police Bureau’s handling of mental health crises is perhaps more damaged than it hasever been. Of note:
• Of the forty people killed by the Portland Police Bureau since 2003, at least twenty lived with mental illness. Not a single one of those cases resulted in criminal charges or even officer discipline. • The United States Department of Justice recently issued its first-ever formal letter of noncompliance to the Portland Police Bureau for its failure to comply with its 2014 use-of-force settlement. The Bureau’s failings include massive, undocumented use of force against protesters, and a lack of understanding in both the Bureau and its oversight mechanisms of the basic legal and constitutional standards for use of force. The justice system relies on public trust to function, and at this time when that trust is hanging by a thread, it is more important than ever that the investigation into this most recent killing be fair and impartial. For this reason, we are asking for your respective offices to intervene in the investigation and prosecution of this matter. A grand jury needs to hear from independent use of force experts, investigators, and prosecutors who are not tied to the Portland Police Bureau or who do not have an institutional interest in maintaining those ties. We ask the Oregon Department of Justice to conduct this prosecutorial inquiry or for Governor Kate Brown to appoint a special prosecutor and independent police practices investigation team to present the facts of this case to a grand jury, pursuant to ORS 131.805. The recent successful prosecution of Derek Chauvin in Minneapolis by a special prosecutor appointed by the Minnesota Attorney General, further supports the need for this action. There is value in our public institutions successfully fighting these injustices. Our communities have suffered long enough because of inaction on these issues. We call on you to take immediate and concrete action to continue our State on path towards justice.Signed,

Kyle Rittenhouse, Dylann Roof and so many other privileged white supremacists that have used violence to reclaim their heritage, confidence and values. In Oregon, the rhetoric used against protestors and community organizers showing up against police brutality has been eerily similar to the views expressed by these killers. The law and order directives perpetrated by Donald Trump are making a comeback in the form of Ted Wheeler’s instructions to target ‘anarchist protestors’. This urging to police your neighbors does not come from a place of commitment to our city, rather it is another brutal tactic of state sanctioned violence. This past summer thousands of people were harmed by the actions of mayor Ted Wheeler and his lack of leadership. The lack of effort and engagement on issues of race and equity are further complicated by his use of force as police commissioner. Wheeler speaks repeatedly of ‘self described anarchists wanting to burn and bash’ and how ‘these people don’t want Portland to open back up’. His officers just shot and killed a man in our community last week – His name was Robert Delgado. Where was the call to action for his life that was stolen by the city of Portland, or the countless others who have been murdered and without justice in the last year alone? This ongoing terror has caused irreparable health and safety issues for so manyvulnerable people.
In a state that was founded on exclusionary laws as a white utopia, there are generations of white supremacy at the very core of Portland culture. Yet you are enacting these calls of violence to the descendents of those families. Portland, Oregon has its own share of Kyle Rittenhouses and Dylann Roofs who are waiting for this call from a higher authority. In a city that already harasses and racially profiles its minority communities, Ted Wheeler has exacerbated this with the explicit statements made at his recent press conference. Justice was not served today – justice would be George Floyd still breathing. Justice would mean Gianna Floyd still had a father. We do not celebrate the bare minimum of accountability – but we are grateful for what could be the start to true police abolition. We want to thank all of the youth who stood up for George Perry Floyd Jr., including Darnella Frazier and her 9 year old cousin, whose recording went viral. These two also underwent the difficult process of providing testimony; their lives will be forever changed. The terror of witnessing this horror reminds us to support one another as we seek support in processing our feelings and experiences. This has not been easy for any of the thousands who have used their platforms to promote social change while upholding the lives and value of Black Americans. We appreciate your efforts and they are not invain.

How am I supposed to help myself and my partner who are unemployed right now? Mutual aid is a way to replace those systems that continue to let us down. I also think it’s really important for our work to constantly be evolving by listening to the people around us. Putting our resources into things like #NotBlackFriday, which I was so appreciative to be part of. There are so many folks living far away and don’t have the same systems like we have in the city. These mutual aid programs can support us and improve our quality of life. Mutual aid is extremely necessary to work outside of these systems, but I also think giving testimony is so important. We can bring this type of framework and demand change from our legislators. I was very privileged enough to speak directly to newly elected legislators last year in November and I told them: ‘I expect you to go further. You have made so many promises and that is incredible to see you trying to do that work but I need you to go further. You need to go past redirecting funds. You need to defund the Oregon State Police.’ We’ve shown how many folks raise money through GoFundMe but the reality is we shouldn’t have to do that for things like medical bills; for people to have basic necessities. And we need to work outside of the system with mutual aid programs because they actually work and people are benefitting so much more. We have a longer legislative lobbying session this year – it’s time to go down to Salem, testify and demand better. Instead of ‘You have OHP, you need this’. Your Voice’ for #SpringBreakOut: “As Miss Black Teen Oregon my platform is sexual misrepresentation and within that platform I talk about rape culture as well as stereotypes in the media. Not all Black women are ghetto or ratchet – a lot of Black women are successful and have their own businesses. There’s just more to it than what you see on TV. I spread my knowledge on these stereotypes, where they come from and why people shouldn’t believe them. Women, specifically Black women, are so disrespected. The fact that non POC producers, writers and filmmakers keep telling our stories, it’s not okay. They keep putting these false narratives on Black women, women all over the world – and it isn’t fair to us. If you keep seeing a certain stereotype about someone, people will start to believe it and then it’s all they will see you as. I use my voice to encourage women to be who they are, if you want to be a sex worker, go do it. If you want to be a lawyer, go be one. I just always encourage people to not let anybody stop them. That’s really important to me because I was really insecure at some point and I know that I needed these affirmations to stay confident. There was a point where I did believe everything in the media about Black women. I see how hearing these things from other women changed me, so it encouraged me to help others build that confidence.” CORI SALTER on ‘How to Use your Voice’ for #SpringBreakOut: “I think being in a city like Chicago that is simultaneously very diverse and segregated, it’s somewhere with so many voices, not all of them saying the right thing. Some of them may be a little too loud or too quiet. For me, it was important for me to focus my voice on something rather than adding onto what seems like a choir. In the past years I’ve focused on justice in terms of schooling and public education in Chicago, which has been historically inequitable and horrible for people in the south and west sides of the city. I’ve focused my voice on both amplifying younger people and looking at the student code of conduct and what’s happening with police being called on students in school, police being in school and things likethat.
It has been difficult but I also think when we focus on what we believe is something that can add to the solution or dismantle the problem, it’s a lot more effective – at least for young people like me or in a big setting like Chicago. That’s where I’ve been in the last year especially with using my art to get that message out there. Messages like capitalizing the B in Black or recognizing the difference between Black and African American – seem so simple but a lot of times people disconnect ‘Black Lives Matter’ and actual Black lives. I think to have those discussions about how you’re referring to people, how you’re referring to a movement; it makes people think a little bit harder than just reposting a graphic or putting something on their IG story and I think that was really important to me – to put something in there that wasn’t just like ‘Hey this is a picture I made’. Mutual aid for me is always based on mutual respect and mutual reciprocity. That’s just something that’s been instilled in me my whole life. My mother was born in a refugee camp, she had 8 brothers and sisters and her parents living in a tent and they had to take care of eachother, because there was no other option. Even when my mom emigrated to the United States and was working full time, she was always helping out our neighbors whether it was bringing meals or bread or clothes when kids needed it, so I saw that as a kid and just thought it was normal; we take care of eachother. As I got a little older, I saw that wasn’t always the case, especially in predominantly white communities where there’s this very capitalistic ‘Pull yourself up by your bootstraps’ ethos that gets pushed on us from a young age so that once you’re 18 it’s like – ‘You gotta go, go be on your own, make a name for yourself’. And that’s just a complete capitalistic myth, because no one’s ever done anything on their own. A lot of those same people have a lot of privilege. But how we can combat that is by coming together and building these really strong community ties. You start that mutual aid relationship by walking up to someone who looks like they need help and asking ‘Do you need help?’ which is so different from just showing up somewhere with a bunch of medicine or food and telling a community what they need. Thats the big difference, really building those relationships where you’re working together, you’re not working for them and they’re not working for you – nothing is expected from either side and the end goal is that everybody is taken care of.” Xochilt Ruvalcaba. Whether it’s documenting my past, my present or my hopes for the future. I really feel an obligation and responsibility to tell stories as an artist. When I painted my mural downtown I did it specifically with the idea of going way back. We had all of these current cases and I just had a realization that there’s nobody that suffers more sometimes than a Black mother. I just wanted people to be able to look at those kids and see them in a beautiful place and understand that this problem is more than just what people have seen for the last year. I wanted people to see some stories that maybe they didn’t really know, that people don’t talk about. Who can look at a child’s face and try and make an excuse? They’re just babies. I wanted people who don’t get it, to get it. It’s also the first time I had ever put written text with my art. I wanted people to read the stories, who maybe wouldn’t normally take the time, to educate themselves. I wanted people on the other side of that spectrum – I wanted people who don’t think there’s racism, who don’t understand white fragility, people who just don’t have a lot of knowledge. People who aren’t activists, people who don’t protest. I wanted to hit people who are privileged but don’t feel privileged. Who maybe are kind of racist and don’t know they’re racist. Or people who make excuses even, for their family andfriends.”

Working to shift the power dynamics in this city through the supporting role as an artist. I’ve always used my voice personally to show up for the community here and for ways to support the movement in any way shape possible. Especially looking at Portland, as one of the most racist cities in the entire country, I think that it’s up to artists to show up in support and solidarity by helping throughthose mediums.”

As we reflect on 53 years since the assassination of Dr. Martin Luther King Jr, we must acknowledge that every day, _we are the dream_. Dr King was murdered for promoting human rights and dignity. He was known for his dedication to nonviolent direct action – that didn’t stop his life from being cut short by white supremacy. We know there is no such thing as a peaceful protest – they will hurt us for showing up because it is a message against racism and police brutality. The greatest threat to America is a unified front of Black people fighting for Black liberation. We know that our community action plan allows a safe space for youth activists to learn and evolve in order to make the changes we desperately need in our world. By coming together with community, we are building systems of support that don’t require the oppressor. “I feel as Black people we’ve been denied our expression for so long. We’re always forced into these categories. I think art denies that. It says no, you can’t do that. We exist. We’re not a simplecategory.
I have seen a lot of white people reaching out trying to include Black artists but this should be your daily practice anyway. It shouldn’t be because of Black Lives Matter trending and that you are trying to absolve yourself of your deep-rooted racism that you want to include a person of color or a Black person. It needs to be deeper than that.” Joseph Blake, photo by Mika Martinez JOSEPH BLAKE had this to say about mutual aid: “I view mutual aid as the backbone of the movement. It’s something we often overlook but without it a lot of us would not be able to be on the front line. When I was downtown for example, I was tear gassed for the first time. I was blinded. I couldn’t see or do anything. All of a sudden I had people surrounding me, helping me out, setting me down, pouring liquid in my eyes to clear out the chemicals and making sure I was alright. Without them being there I don’t know what would’ve happened in the moment. “I think art can make people stop and see what’s happening. A lot of times I’ll see the murals downtown and see people walking who will stop and look at it, really taking like 10 minutes or so to look and see what’s happening. Another thing I think is that in this still racist society, art can add humanization to us. A lot of times in news articles, you’ll see Black people and it’ll paint us as angry, showing pictures of us yelling and then compliment it with white counterparts in a suit who look all nice and dressed up. I think that art allows us to be seen as more than individuals who experience trauma. I think a lot of times that’s how we’re seen – as trauma. I saw an activist talking about going through the Black History Month section on a lot of streaming services and the movies are just based on trauma. The truth is that we are more than trauma – we’re powerful too.” Posted on March 26, 2021March 30, 2021 SPRING BREAK OUT: IT’S TIME TO MAKE ROOM FOR SOCIAL CHANGE OUR STATEMENT ADDRESSING THE RECENT XENOPHOBIC MURDERS IN ATLANTA: Like other community organizers fighting against racist violence and discrimination, we have been at a loss for words about the mass shooting targeting Asian American sex workers in Atlanta on March 17, 2021. Being forced to witness the deadliness of white supremacy again and again is traumatizing to us all, especially as we continue to survive within the pandemic. Initially we’ve refrained from reaching out to our Asian community directly because we know how triggering these calls to ‘check in’ can be; every message is a constant reminder of the loss. The grieving process is made even harder when you see the media fixate on sympathy for a killer over empathy for those who have lost who meant the most. We will continue to commit full solidarity in protecting and empowering our Asian communities. Posted on February 26, 2021 OUR ANNUAL SPRING BREAK OUT PROGRAMMING IS COMING UP! NASA’s first Black aerospace engineer, Mary Winston Jackson Today, NASA held it’s official renaming ceremony in honor of its’ first Black aerospace engineer, Mary Winston Jackson.
Mrs. Jackson successfully overcame the barriers of segregation and gender bias to become a leader in ensuring equal opportunity for future generations. Her greatest achievements were showcased in the 2016 film ‘Hidden Figures’, a movie starring Janelle Monae telling the stories of the numerous Black women who worked as ‘human computers’, making the scientific calculations for space travel possible. We hope you are inspired to learn more about Mary Jackson and her life changing discoveries by sharing them with your family andfriends as well.
On February 24th, we were honored to be part of a Social Justice Webinar hosted by LA SALLE CATHOLIC COLLEGE PREPARATORY and their BLACK STUDENT UNION – we had an engaging and powerful discussion about Black Excellence, social justice awareness, personal and communal faith and more. On May 1, 1865 formerly enslaved Americans started what we now know as Memorial Day to honor 257 slain Union Soldiers who were buried in mass graves. Weeks of labor were necessary in order to unearth the soldiers and provide proper burials, and afterward, there was a large parade organized to show gratitude and honor for their lives.The 10,000 person parade was led by 2,800 young Black children where they marched and sang freedom songs. Please carry this history into your week as we continue to liberate vital truths from Black archives.Every year, Don’t Shoot Portland connects with our community to build educational outreach and to promote America’s Black history, emancipation and reconstruction. The work we do to dismantle state violence intersects with our history of Black liberation, reaching far before the Emancipation Proclamation. Let’s continue to share this history in order to move forward. This year, we will be organizing with local mutual aid organization, Our Streets PDX @ourstreetspdx, to collaborate on our Juneteenth celebration! Recent polling numbers show that the support for Black Lives Matter has severely declined. Despite the litany of evidence, a May 21 PBS NewsHour/NPR/Marist poll insinuates that most white people still don’t believe Black people are treated differently by law enforcement officers.
