WELCOME TO THE COATESVILLE DEMS BLOG Public Corruption in Chester County, PA I believe an unlikely mix of alleged drug trafficking related politicos and alleged white nationalist related politicos united to elect the infamous “Bloc of Four” in the abysmal voter turnout election of 2005. During their four year term the drug business was good again and white nationalists used Coatesville as an example on white supremacist websites like “Stormfront”. Strong community organization and support from law enforcement, in particular Chester County District Attorney Joseph W. Carroll has begun to turn our community around. The Chester County drug trafficking that I believe centers on Coatesville continues and I believe we still have public officials in place that profit from the drug sales. But the people here are amazing and continue to work against the odds to make Coatesville a good place to live. _The next round of Democratic presidential primaries are scheduled for March 17 in Arizona, Florida, and Illinois, amid a deadly pandemic. This is a dangerous state of affairs.__
_
_All four states have declared states of emergency or have patients in quarantine in response to the COVID-19 novel coronavirus outbreak.__
_
_On March 14, Georgia moved their primary from March 24 to May 19. Louisiana rescheduled their primary on April 4 for June 20.__
_
_Hundreds are sick and multiple people have died. It has resulted in numerous cancellations and postponements, including presidential campaign events in Cleveland and Tampa.__
_
_In the swing state of Ohio, the state’s Health Department Director Amy Acton said there is evidence one percent of Ohioans may be carrying the coronavirus. That means 117,000 may have have COVID-19.__
_
_A day before the scheduled March 17 primary, Ohio recognized the risks and postponed in-person voting to June 2.__
_
_State officials in Arizona, Florida, and Illinois, with the support of the Joe Biden and Bernie Sanders presidential campaigns, should reschedule the primaries for May, when states such as Indiana, Oregon, and Kentucky have their primaries.__
_
_Until May, mail-in voting should be implemented throughout under the guidance of health and election authorities.__
_
_We have seen long lines of voters in states like Texas and Michigan. The amount of time standing in line with hundreds or even thousands of other voters substantially increases the likelihood that someone willget sick._

_
_By postponing primaries, state governments will be able to keep resources focused, and they will not need to worry about the distraction of running primaries while responding to this pandemic.__
_
_This will also give time for the states to implement alternative voting mechanisms, such as vote-by-mail, at a sufficient scale if the pandemic continues to be an emergency for these states.__
_
_Furthermore, polling place workers, who are generally retired volunteers over 65 years-old, should not need to be exposed to the risk of contracting the coronavirus while managing precinctlocations._

_We should note that we do not believe that a public health crisis or a state of emergency should ever be used as an excuse to cancel elections. The Democratic primary season concludes in early June; the party has full flexibility to schedule state-level races at any pointbefore then._

_In addition to our primary concern about public health, we believe this would be beneficial to the democratic process.__

_As people are understandably avoiding public places and crowds, we expect turnout to be depressed. Rescheduling the primaries would ensure that more people are allowed to exercise their right to votewithout fear._

_It would also be particularly good for down ballot races in the Democratic Party primary. Candidates in city, county, and state races will likely benefit from higher turnout.__

_The new coronavirus hampered efforts by voters to get to the polls in some states on Tuesday as the global pandemic left the Democratic presidential primary consumed with uncertainty.__

_Leaders in Ohio called off their primary just hours before polls were set to open, citing the need to combat the coronavirus. Voting moved forward in Florida, Illinois and Arizona, but challenges emerged as some poll workers didn’t show up and those who did tried to create distance among voters to comply with new health guidelines limiting large gatherings.__
_
_In Florida, the Palm Beach County elections department said many workers failed to show up in at least five locations. The county had 800 volunteers back out as of Monday, with just 100 new volunteers offering to take their place.__
_
_No other major problems were reported in Florida, but a coalition of voting-rights advocacy groups filed a lawsuit seeking to extend mail voting in the state's primary by 10 days.__
_
_In Illinois, there was a scramble to relocate about 50 Chicago-area polling places after locations canceled at the last minute and said they would not be available for use on Tuesday. Timna Axel, director of communications for the Chicago Lawyers’ Committee for Civil Rights, said voters have been calling the group’s hotline all morning to get help finding their polling places.__

_The steady flow of calls — including from some polling place workers — is “unusual for a primary,” Axel said.__

_Meanwhile, Cook County, Illinois Clerk Karen A. Yarbrough encouraged poll workers to mark space on the floor at polling sites to keep voters a safe distance apart and avoid spreading the virus. Social Security’s not the hard one to solve. Medicare, that is the gorilla in the room, and you’ve got to put all of it on the table.__

_At Iowa’s Jefferson-Jackson dinner in November 2007, weeks from the Iowa caucus, Biden again returned to Social Security. “The American people know we have to fix Social Security,” he said.“They
know we can’t grow our way to a solution. They know we’re going to have to make some tough decisions. They’re ready to make those decisions. They’re ready to step up. We have to be ready to straightforwardly tell them what we’re about to do.”__

_As vice president, Biden was involved in multiple administration attempts to cut Social Security as part of a “grand bargain” with Republicans, all of them blocked by tea party Republicans, who couldn’t agree to any tax increases. In 2014, Sen. Rand Paul, R-Ky., said at a conservative event that Biden had privately told him he was supporting of raising the retirement age and means-testing Social Security benefits. “I asked the vice president, don’t we have to raise the age? Wouldn’t means-testing and raising the age solve the problem?” Paul recounted , with Sens. Ted Cruz and Mike Lee on stage, adding that Biden said, “Yes in private, but will not say it in public.” Paul hadn’t been paying close enough attention.__

_A few years later, at a Brookings Institution event in April 2018, Biden addressed Social Security again. “Paul Ryan was correct when he did the tax code. What’s the first thing he decided we had to go after? Social Security and Medicare. Now, we need to do something about Social Security and Medicare,” Biden said, then added in a whisper: “That’s the only way you can find room to pay for it.”__

_Last week, the Biden campaign told Politifact that Biden was mocking Ryan and being sarcastic. Immediately after his whisper, he went into the kinds of adjustments to Social Security he thought should be made, the same type that Paul said he told him supported privately.__

_“Now, I don’t know a whole lot of people in the top one-tenth of 1 percent or the top 1 percent who are relying on Social Security when they retire. I don’t know a lot of them,” Biden said, alluding to the need to means-test Social Security. “So we need a pro-growth, progressive tax code that treats workers as job creators, as well, not just investors; that gets rid of unproductive loopholes like stepped-up basis; and it raises enough revenue to make sure that the Social Security and Medicare can stay, it still needs adjustments, but can stay; and pay for the things we all acknowledge will grow thecountry.”_

THURSDAY, MARCH 12, 2020 ELBOW BUMP THE NEW HIGH FIVE - I DID MY FIRST ELBOW BUMP AT CHERTOKS STORE IN COATESVILLE TODAY. _"SOCIAL DISTANCING – that’s what it’s called when you put a little more space between you and other people. This is the theory behind avoiding crowded places with folks that may be contagious. It doesn’t mean lock yourself at home, it does mean that perhaps shaking hands with every new person you meet might not be a good plan. Germaphobes for years have avoided this practice and replaced it with some other form of greeting. Social distancing is why some schools are going to more online learning and playing sporting matches without spectators. If you are in the high risk group, elderly, have a compromised immune system (post chemo, taking steroids, etc) or have other factors such as lung disorders such as Asthma or COPD to name a few, then staying out of crowded public places is a good precaution. For average healthy people, the biggest risk factor is how your life would be impacted by 14 or more days of quarantine? People in quarantine are not released until they clear the virus, for some this is longer than two weeks. Who would do what you do? Would your job still be there? Can you afford to skip two or more weeks of pay?__

_ _THE FEAR. In most other health crises medical professionals could turn to the Centers for Disease Control (CDC) for advice on how best to handle each situation. The CDC was once known for the best minds in this field. The tremendous work by folks at the CDC are why SARS, Ebola, H1N1, and many more threats are contained, controlled and, to be honest, never cross our minds. That leadership is not there now. Every piece of information the CDC is putting out must first go through the political filter of our current administration.__
_ _The CDC cannot release information to anyone but Vice President Mike Pence, appointed by President Donald Trump to lead the federal Coronavirus task force. Many of the best and brightest are no longer part of the solution. As a trained medical professional the “gag-order” on the CDC and politicizing a public health crisis is horrifying. Medical professionals who specialize in epidemic and pandemic outbreaks should be allowed to use their knowledge, expertise and do their jobs. Without reliable information from the CDC fear and panic prevail. This is just one reason why state and local public health officials are losing a lot of sleep over this one. One only has to compare the number of confirmed cases listed by individual state health departments to that of the federal numbers to see that we have a systematic wide reaching information problem.__
_ _While Coronavirus (COVID-19) has been spreading, it is only now, months later that commercial labs in Pennsylvania have any access to the test. We still don’t have a mass produced quick test to screen for the virus. In some other countries – Canada specifically — they will bring the test to where someone is self isolating, not have them go to a crowded doctor office or hospital to have the test ordered, then possibly a trip to the lab. My office staff listens to Internet radio and recently we have been enjoying a station from Alberta, Canada. The Canadian national health service makes it very clear exactly how a potentially exposed person is to call a toll free number and the testing service will come to them. Why are we here in the US so far behind the curve on this?__
_ _SO WHAT DO WE DO NOW? Use personal hygiene precautions. Don’t over react. If a member of the family is sick, try to keep it from spreading. Do not hoard masks or toilet paper. Many people will contract corona yet never be aware that they had anything more serious than the common cold. Some may have no symptoms at all. Others in high risk groups may get a very serious, life-threatening pneumonia. Be aware that anyone can be contagious without symptoms, so always keep up the hand washing. Individuals who are at risk for serious complications from Corona should stay out of crowded places.__

WEDNESDAY, MARCH 11, 2020 HOW MANY OF PENNSYLVANIA VOTERS WILL BE DEAD BY THE APRIL 28, 2020PRIMARY?
In my experience in our usual low turnout primary elections in Coatesville, PA more than one half of voters that actually vote are 60 and older. Sadly many of those voters might be dead or too afraid of dying to vote on April 28th. And I could be one of them. I THINK THE GRAPH BELOW LIKE EVERYTHING CONCERNING THE CDC MAY NOT BEUP TO DATE:
I’m frustrated by black voters in Coatesville who proudly proclaim “I vote for the president.” Meaning they vote once every for years in November presidential elections. Myself and several of my black friends just can’t make black voters understand that most times the critical elections are the primary elections between presidential elections. Older Republicans vote in every election. It's how the GOP came to dominate Pennsylvania politics. About 10% of Pennsylvania’s 12.8 million residents are aged 60 andolder.
22.8 % of Italians are 60 and older. It’s why Italy has a 5% deathrate from COVID-19.

MOST VOTERS ARE OLDER PEOPLE. BECAUSE OLD PEOPLE USUALLY DIE SOONER THAN YOUNG PEOPLE (WAR CAN CHANGE THAT) THE ELECTORATE IS EXPECTED TO CHANGE. My wife was judge of elections in Coatesville Pennsylvania Chester County Precinct 110 for 10 years. I was an election officer. I believe Chester County has one of the best operated election services in the U.S. I'm sure someone is working on developing training now. It's hard to find people who will volunteer to work a 4AM to 11PM or later day in normal circumstances. Guidance updated March 9, 2020 to include the following information: There is much to learn about the novel coronavirus that causes coronavirus disease 2019(COVID-19).
Based on what is currently known about this virus and similar coronaviruses, spread from person-to-person happens most frequently among close contacts (within about 6 feet). This type of transmission occurs via respiratory droplets. Transmission of novel coronavirus to persons from surfaces contaminated with the virus has not been documented. Transmission of coronavirus in general occurs much more commonly through respiratory droplets than through contact with contaminated surfaces. Current evidence suggests that novel coronavirus may remain viable for hours to days on surfaces made from a variety of materials. Cleaning of visibly dirty surfaces followed by disinfection is a best practice measure for prevention of COVID-19 and other viral respiratory illnesses in election polling locations..PURPOSE
This guidance provides recommendations on the routine cleaning and disinfection of polling location areas and associated voting equipment (e.g., pens, voting machines, computers). It suggests actions that polling station workers can take to reduce the risk of exposure to COVID-19 by limiting the survival of the virus in the environment. This guidance will be updated if additional information becomesavailable
DEFINITIONS
* Community settings (e.g. polling locations, households, schools, daycares, businesses) encompass most non-healthcare settings and are visited by the general public. * Cleaning refers to the removal of dirt and impurities including germs from surfaces. Cleaning alone does not kill germs. But by removing them, it decreases the number of germs and therefore any risk of spreading infection. * Disinfecting kills germs on surfaces. Disinfecting works by using chemicals to kill germs on surfaces. This process does not necessarily clean dirty surfaces or remove germs. But killing germs remaining on a surface after cleaning further reduce any risk of spreading infection. Actions for elections officials in advance of election day * ENCOURAGE VOTERS TO USE VOTING METHODS THAT MINIMIZE DIRECT CONTACT WITH OTHER PEOPLE AND REDUCE CROWD SIZE AT POLLING STATIONS. * Encourage mail-in methods of voting if allowed in thejurisdiction.
* Encourage early voting, where voter crowds may be smaller throughout the day. This minimizes the number of individuals a voter may come in contact with. * Encourage drive-up voting for eligible voters if allowed in thejurisdiction.
* Encourage voters planning to vote in-person on election day to arrive at off-peak times. For example, if voter crowds are lighter mid-morning, advertise that in advance to the community. Preventive actions polling workers can take * STAY AT HOME IF YOU HAVE FEVER, RESPIRATORY SYMPTOMS, OR BELIEVEYOU ARE SICK.
* PRACTICE HAND HYGIENE FREQUENTLY: wash hands often with soap and water for at least 20 seconds. If soap and water are not readily available, use an alcohol-based hand sanitizer that contains at least60% alcohol.
* PRACTICE ROUTINE CLEANING OF FREQUENTLY TOUCHED SURFACES WITH HOUSEHOLD CLEANING SPRAY OR WIPE: including tables, doorknobs, light switches, handles, desks, toilets, faucets, sinks, etc. * Disinfect surfaces that may be contaminated with germs after cleaning: A list of products with EPA-approved emerging viral pathogens claims is available at Products with EPA-approved emerging viral pathogens claims are expected to be effective against the virus that causes COVID-19 based on data for harder to kill viruses. Follow the manufacturer’s instructions for all cleaning and disinfection products (e.g., concentration, application method and contact time, use of personal protective equipment). * CLEAN AND DISINFECT VOTING-ASSOCIATED EQUIPMENT (E.G., VOTING MACHINES, LAPTOPS, TABLETS, KEYBOARDS) ROUTINELY. Follow the manufacturer’s instructions for all cleaning and disinfectionproducts.
* Consult with the voting machine manufacturer for guidance on appropriate disinfection products for voting machines and associatedelectronics.
* Consider use of wipeable covers for electronics. * If no manufacturer guidance is available, consider the use of alcohol-based wipes or spray containing at least 70% alcohol to clean voting machine buttons and touch screens. Dry surfaces thoroughly to avoid pooling of liquids. Preventive action polling stations workers can take for themselves and the general public Based on available data, the most important measures to prevent transmission of viruses in crowded public areas include careful and consistent cleaning of one’s hands.
Therefore:
* ENSURE BATHROOMS AT THE POLLING STATION ARE SUPPLIED ADEQUATELY WITH SOAP, WATER, AND DRYING MATERIALS SO VISITORS AND STAFF CAN WASHTHEIR HANDS.
* PROVIDE AN ALCOHOL-BASED HAND SANITIZER WITH AT LEAST 60% ALCOHOL for use before and after using the voting machine or the final step in the voting process. Consider placing the alcohol-based hand sanitizer in visible, frequently used locations such as registration desks andexits.
* INCORPORATE SOCIAL DISTANCING STRATEGIES, AS FEASIBLE. Social distancing strategies increase the space between individuals and decrease the frequency of contact among individuals to reduce the risk of spreading a disease. Keeping individuals at least 6 feet apart is ideal based on what is known about COVID-19. If this is not feasible, efforts should be made to keep individuals as far apart as is practical. Feasibility of strategies will depend on the space available in the polling station and the number of voters who arrive at one time. Polling station workers can: * Increase distance between voting booths. * Limit nonessential visitors. For example, poll workers should be encouraged not to bring children, grandchildren, etc. with them as they work the polls. * Remind voters upon arrival to try to leave space between themselves and others. Encourage voters to stay 6 feet apart if feasible. Polling places may provide signs to help voters and workersremember this.
* Discourage voters and workers from greeting others with physical contact (e.g., handshakes). Include this reminder on signs aboutsocial distancing.
