the recordings from the Paschal Triduum and Easter Sunday. __ April 3 - Letter from Vicar General with Updates and Clarifications of Directives & Protocols Dear Monsignors and Fathers, I am writing to give you an update on where things stand at the present moment. We are trying to keep you informed and answer yourquestions.
TASK FOR VICARS FORANE All of our Vicars Forane have been asked to contact every priest living in their vicariate each week. In these dangerous and difficult times, we want to be sure that no one “falls through the cracks.” The Vicars in turn contact me – by phone, email, or text – indicating the status of the wellbeing of the priests in their vicariate. The Bishop is always very eager to hear how you aredoing.
ONE PRIEST IN THE HOSPITAL AND ONE IN ISOLATION As previously reported to you, we have one priest who is in the hospital with the coronavirus. We also have one priest who is inisolation.
DIRECTIVES REMAIN IN PLACE UNTIL FURTHER NOTICE You will be notified when the Directives are lifted. It should not be presumed that the lifting of the Directives will happen simultaneously with the lifting or expiration of the Governor’sOrder.
The principles that are guiding the Bishop’s Directives are multilayered. It is not simply the Governor’s Order that is determinative. Part of the equation concerns a prudential judgment as regards appropriate risk taking. The Bishop has to take into consideration the duty to provide pastoral care as well as the duty to take reasonable precautions to safeguard the health and wellbeing of the lay faithful and of his priests. The Directives are evolving because the indications we are receiving from the CDC and elsewhere are changing. It is particularly troubling that evidence indicates that people can be contagious up to three days before showing symptomsof the coronavirus.
PASTORAL CARE
As previously indicated, in the present moment we are offering face-to-face pastoral care to the _dying_. This is for the safety and protection of the priest and of those we serve. Pastoral care to those who are sick but not dying should be done over the telephone, but not face-to-face. For those who are dying, but who have _not _been exposed to the coronavirus – for example, someone who has gone into cardiac arrest – pastoral care may be provided by their local priest. For those who have tested positive for COVID-19 (or may be presumed to be such), a specific protocol is now in place. You are directed to contact Fr. Ryan Mattingly for such cases. OUTDOOR EVENTS – PLEASE NOTE CAREFULLY We previously allowed for the possibility of outdoor events such as processions with the Blessed Sacrament with the people remaining in their cars. A number of difficulties have presented themselves in this regard and for a variety of reasons, this type of event no longer seems appropriate. One such difficulty is that some local law enforcement officials have indicated that they view this as a violation of the Governor’s Order and intend to disperse suchgatherings.
CHURCHES ARE TO BE CLOSED AND LOCKED As the Directives posted on the diocesan website indicate, all churches and chapels are to be _closed _and _locked_. The clergy may enter their churches for prayer and to offer Mass, but they are to remain closed to the public.OVERLY RESTRICTIVE?
Perhaps when the pandemic is over, people will look back and say that we were overly restrictive. This is preferable than having them say, if someone dear to them died from the virus, that their loved one might not have gotten sick and died if we had been more diligent. PRAYERS IN TIME OF PANDEMIC You should have received today an email with Mass prayers and readings that may be used in time of pandemic as well as an additional solemn petition for Good Friday. A decree in this regard was issued by the Congregation for Divine Worship and the Discipline of the Sacraments. Also included in that email was an Ordo for Holy Week. BLESSING AND DISTRIBUTION OF PALMS You may bless the palms using the simple form. Contrary to other indications you may have received, Bishop Jenky instructs that you do not distribute them in any manner until we are able to do so on the first Sunday we are able to return to our churches. This seems to be the approach most in line with current health and safety practices. I know that many of you planned on different distribution methods, but please defer to this decision.EASTER DUTY
Many of the faithful are asking these days about the requirement to confess and to receive Holy Communion during the Easter season. The faithful (which of course includes the clergy) have the duty to confess serious sins once a year, but the Code of Canon Law does not specify a season to do so (c. 989). Furthermore, the traditional “Easter duty” refers to the reception of Holy Communion during the Easter season, “unless for a good reason it is fulfilled at another time of the year” (c. 920, §2). LIVE-STREAMED EVENTS A number of you have gone to great lengths to stream your Mass and devotions over the Internet. In places where this can be done, I encourage you to do so. Beginning with Palm Sunday, a number of events will be available to be viewed live via the diocesan website:cdop.org .
