The City of Asheville’s Development Services Department (DSD) helps citizens and developers submit the necessary applications to receive permits for residential projects, including: Building a New House Building an Addition to or Remodel a House Building a Detached Structure or Deck Repairing or Installing a New Home System Applying for a Homestay Permit Applying for a Home PERMITS | THE CITY OF ASHEVILLE The minimum size of a Right-of-Way Cut Permit is 25 square feet. The fee for the permit must be paid at the time it is applied for. The fee is $4 per square foot (a minimum of 25 square feet, at a total $100). $5000 is the maximum permit fee for cuts totaling 1250 square feet or larger. The City accepts cash, check, or credit card as payment STORMWATER SERVICES AND UTILITY The City’s stormwater program is a requirement established by the federal government’s Clean Water Act (CWA), which is dedicated to implementing broad-based watershed strategies to reduce water pollution.
