Crimes against Humanity. CENTRAL AFRICAN REPUBLIC The CAR is a State Party to the International Criminal Court (ICC) and ratified the Rome Statute on October 3, 2001. On February 7, 2014, after receiving communications of alleged atrocity crimes committed in the CAR, the ICC Office of the Prosecutor (OTP) opened a preliminary investigation. On May 30, 2014, the CAR referred itself to the ICC. CENTRAL AFRICAN REPUBLIC SITUATION II The Situation in the Central African Republic II (CAR II) focuses on alleged atrocity crimes committed during an armed conflict which involved CAR government forces under President Francois Bozize, Seleka rebel armed group, and anti-balaka rebel armed group. The armed conflict occurred from August 1, 2012 to present. On September 24, 2014, the OTP opened a formal investigation. THE PROSECUTOR V. KATANGA The ICC Office of the Prosecutor (OTP) alleged that the FNI and FRPI committed a joint attack on the village of Bogoro on February 24, 2003, and that as the leader of the FRPI, Germain Katanga led this attack and controlled other commanders responsible for the FNI. THE PROSECUTOR V. NGUDJOLO The ICC Office of the Prosecutor (OTP) alleged that as the highest ranking commander of the FNI, Ngudjolo played an essential role in the planning and the implementation of an attack against Bogoro village in Ituri, on or around February 24, 2003, together with PROF. DONALD M. FERENCZ Mr. Donald M. Ferencz is a lawyer, an educator, and a proponent of the rule of law.
