THE US-ICC RELATIONSHIP The United States (US) historically has been and continues to be an an ardent supporter of international criminal justice, having played critical roles in the establishment and operations of the United Nations (UN) War Crimes Commission, the World War II tribunals at Nuremberg and Tokyo, and the modern UN ad hoc and hybrid international tribunals for the former Yugoslavia, Rwanda, Sierra Leone CENTRAL AFRICAN REPUBLIC The CAR is a State Party to the International Criminal Court (ICC) and ratified the Rome Statute on October 3, 2001. On February 7, 2014, after receiving communications of alleged atrocity crimes committed in the CAR, the ICC Office of the Prosecutor (OTP) opened a preliminary investigation. On May 30, 2014, the CAR referred itself to the ICC. THE PROSECUTOR V. MUDACUMURA The ICC Office of the Prosecutor (OTP) alleges that as a leader of the FDLR, Mudacumura agreed to conduct a campaign attacking civilian populations in order to create a human catastrophe which could strengthen the FDLR’s attempt to extort political power from the international community. CHRISTOPHER “KIP” HALE Christopher “Kip” Hale is currently a lead lawyer for a non-governmental organization doing criminal investigation of atrocity crimes. Previously, Kip served as senior counsel of American Bar Association (ABA) Center for Human Rights in Washington, D.C., and was the founding director of the ABA’s International Criminal Court Project. As momentous and influential as the Nuremberg Tribunal were and continue to be on the field, international criminal justice is also the product of COMOROS | INTERNATIONAL CRIMINAL COURT PROJECT The Preliminary Examination of the Situation in the registered vessels of Comoros, Greece, and Cambodia focuses on alleged atrocity crimes committed during a violent interception of the ships which involved Israeli Defense Forces (IDF) and civilian passengers on the ships. The violent interception of the ships occurred on May 31, 2010. On November 6, 2014, the OTP closed the preliminary HON. BERNICE B. DONALD Hon. Bernice Donald is a Judge on the United States Court of Appeals for the Sixth Circuit. She was nominated to that position by President Barack Obama and was confirmed by a vote in the Senate on September 6, 2011.
