The figures help sketch out a fuller picture of a primary campaign that most Americans only see flash before them on cable TV. Each candidate is approaching his or her days a bit differently: Warren focuses the majority of her events on medium- to large-scale town halls, which are increasing in size. The Massachusetts senator stays for hours afterward to chat with attendees, answer a few brief questions and take pictures. None of the candidates is as active as Beto O’Rourke in small retail settings, though Amy Klobuchar and Buttigieg come closest. Harris’ recent Iowa bus tour helped her rack up nearly 20 stops in the first-in-the-nation caucus state. No one has done more than Harris in Nevada, which borders — and votes shortly before — her home stateof California.

The Trump administration on Wednesday said it would change the citizenship process for children born to U.S. service members abroad. Under current policy, children of service members and other officials stationed abroad effectively receive the same automatic citizenship as if they were born on U.S. soil. But starting Oct. 29, parents of certain children born outside the U.S. will have to apply for citizenship on their child’s behalf, U.S. Citizenship and Immigration Services said in a policy memo.

(CNN) – Since almost the moment Donald Trump won the White House in 2016, people have had November 3, 2020 — aka Election Day — circled on their calendars. For Trump haters, that first Tuesday in November next year is the moment when they can put an end to what they believe is a colossal mistake. For Trump backers, Election Day 2020 is their chance to prove that 2016 was no fluke — and that they want another four years of the billionaire businessman in the White House. But what if the vote on November 3, 2020 doesn’t actually settleanything?
There’s been polling evidence for some time that Americans are losing faith in the ability of Americans elections to be conductedfair and squarely.
In an NPR/Marist University poll conducted just before the 2018 midterm elections, almost half — 47% — of respondents said that they lacked faith that all votes cast would be counted fairly. That number was even higher among non-white voters — of whom almost 6 in 10 said it was likely not all votes would be counted. Two in 5 voters said they did not believe American elections were fair in that same poll. Other more recent data suggests there is no slackening in the doubts about fair elections. And after the events of the last three years, it’s not hard to see why there’s rising doubt among the public about fair elections. What the Mueller report made clear is that Russia did seek to interfere — in a broad and coordinated way — in the 2016 presidential election. And that they did so to help elect Donald Trump because they believed he would be better for the country’s long-term interests than Hillary Clinton. Hundreds of vaccine-skeptical families made a last-ditch appeal on Wednesday to California lawmakers, asking them to kill a proposed law that would restrict vaccine medical exemptions for children attendingschools.

I think doctors should have that right.” The rally came one week after anti-vaccine activist Andrew Bennett filmed himself shoving the author of the bill, Sen. Richard Pan, D-Sacramento. A convicted felon who fatally shot a California Highway Patrol officer during a traffic stop in Riverside this month fired at least 100 rounds during the lengthy gun battle before being shot by law enforcement, officials said this week. New details about the Aug. 12 gun battle that killed CHP Officer Andre Moye came to light during a Riverside Community Police Review Commission meeting on Wednesday. A Riverside police official told the commission — a nine-member civilian oversight panel for the police department — that the gunman, Aaron Luther, had high-capacity magazines for the rifle he used that could hold up to 120 rounds. Moye had pulled over Luther at 4:54 p.m. near Box Springs Boulevard and Eastridge/Eucalyptus Avenue, west of the 215 Freeway, after spotting him driving alone in the carpool lane. Luther’s license was expired and his vehicle registration was out of date, so Moye decided to impound the vehicle and have it towed, said Officer Ryan Railsback, a spokesman for the Riverside Police Department. Moye stood on the driver’s side of Luther’s vehicle talking with the tow truck driver as Luther gathered his belongings. As Moye moved toward the passenger side of the vehicle, Luther grabbed a rifle from the truck and started shooting, Railsback said. One September day, Natalie Levy* was in a grocery aisle with her five-year-old daughter and mother-in-law when a stranger walked by and lifted her purse from her shopping cart. She immediately reported the missing purse to the store and used her mother-in-law’s phone to call the police. Then she called her bank to freeze her accounts. As another new college semester begins, the majority of students are concentrating on the coming year of core classes, studying, pulling all-nighters, declaring a major and partying. What’s not generally on the minds of college students is protecting their identity and clean credit files. But why would college students need to worry about identity theft and their credit? It turns out; college-aged young adults are one of the most targeted groups for identity thieves andfraudsters.
According to the Consumer Sentinel Network, which is maintained by the Federal Trade Commission (FTC), identity theft is on the rise. Over440,000 people
experienced this type of theft in 2018. In fact, of all the categories of reports that the Consumer Sentinel Network tracks, identity theft came in third in 2018, just behind imposter scams and debt collection. WHY COLLEGE STUDENTS ARE VULNERABLE TO IDENTITY THEFT Because they’re primarily young adults, most college students have fewer accounts and less capital at risk than older demographics, but they’re not untouchable. That same Consumer Sentinel Network report shows that people ages 20 to 29 are statistically more likely to lose money to fraud than older people. The report also shows that credit card fraud is the most common type of fraud committed. In fact, the fraudulent act of creating new credit card accounts in someone else’s name skyrocketed 24% last year. Even if you’re a college student who has never opened a credit card of your own, a scammer could take your identity and use it to make an account for themselves. (CNN) – California will provide free tuition for two years ofcommunity college
to first-time, full-time California students. California governor Gavin Newsom signed legislation to increase the 2019-2020 state budget to $42.6 million. This expansion allows the California College Promise program to make a second year of free community college tuition possible for approximately 33,000 students. “This is real help for students trying to improve their lives and build their future,” Newsom said in a statement Tuesday.
He called it a “meaningful step toward chipping away at the cost of higher learning for students and their families.” The California Community Colleges are the largest system of higher education in the United States. It serves about 2.1 million students, which is roughly one-quarter of the nation’s community collegestudents.
More states are adopting or working toward scholarship programs that increase the number of students attending college. Twelve states, including California, have enacted statewide promise programs, according to Campaign for Free College Tuition . Eight have some state legislativeactivity.

A unique program that enrolls kids in juvenile detention in college classes could become a statewide model. The 2019 high school graduation at San Mateo County juvenile hall’s Hillcrest School is a big affair. The facility’s gym, decked out with balloons and streamers, is packed with about 100 people, among them elected leaders and high-ranking county officials. They’re all here late in May to celebrate a graduating class of four young men, dressed in ties and khaki slacks under purple gowns, each wearing identical county-issued white sneakers. Graduating from high school, or earning credit toward graduation, is usually a best-case educational scenario in California’s juvenile detention centers. But in San Mateo, the crowd assembled for this graduation — an unusual alliance of probation officers, county education officials and local educators — has fought hard to make sure students can see a future for themselves in college. At this juvenile hall, young people can take classes taught by community college instructors from nearby College of San Mateo through a program called Project Change . It’s one of only a handful of programs of its kind in the state, and it was one of thevery first.
Some California lawmakers have taken note. Now they’re pushing to bring college classes to juvenile detention facilities around thestate.

Sen. Johnny Isakson (R-Ga.) just announced that because of health concerns, he will retire from the Senate at the end of 2019. It’s only a slight exaggeration to say that the fate of the republic could rest on what happens in Georgia next November, and the chance that a Democratic president could actually implement their agenda just got significantly better. There was already going to be one Georgia Senate race on the ballot in 2020, as Sen. David Perdue is up for reelection. The state is one of a few that have been solidly Republican in recent years but have been moving away from the GOP year by year as they grow more diverse, a list that includes Arizona and Texas. Barack Obama lost to Mitt Romney in Georgia by eight points despite winning easily nationwide, while Hillary Clinton lost to Donald Trump there by only five. In 2018, Stacey Abrams lost to now-Gov. Brian Kemp by only 1.4 points, in an election marked by allegations of widespread voter suppression on the part of Kemp, who just happened to be the chief election official at the time. The potential for chicanery hasn’t disappeared by any stretch. The Atlanta Journal-Constitution just published an investigation of irregularities in the 2018 election, including bizarrely anomalous results in certain precincts (which for some reason benefited Republicans — go figure), and the fact that there was an inexplicable drop-off in votes for the lieutenant governor race. “Even though it was the second race on the ballot, fewer votes were counted for lieutenant governor than for labor commissioner, insurance commissioner and every other statewide contest lower on the ballot,”the article reads.

Two new polls show Joe Biden more than a dozen points ahead of his nearest rivals in the 2020 Democratic primary — further fortifying the former vice president’s front-runner status after an apparent outlier survey put his campaign on the defensive earlier this week. Thirty-two percent of likely Democratic voters favor Biden as the party’s pick to take on President Donald Trump in next year’s election, according to a USA TODAY/Suffolk University pollreleased Wednesday.
Massachusetts Sen. Elizabeth Warren ranks in second place with 14 percent, followed by Vermont Sen. Bernie Sanders with 12 percent. South Bend, Ind., Mayor Pete Buttigieg and California Sen. Kamala Harris both received 6 percent. Entrepreneur Andrew Yang, who polled at 3 percent, was the only other candidate to garner more than 2percent support.
Biden similarly dominated a Quinnipiac University pollpublished
later Wednesday morning, again achieving 32 percent support among Democratic voters and independent voters who lean Democratic. Warren directly trails Biden in the Quinnipiac primary rankings with 19 percent, followed by Sanders at 15 percent, Harris at 7 percent and Buttigieg at 5 percent. Yang received 3 percent support, with no other candidate polling at more than 1 percent. The next televised showdown for the Democratic presidential candidates is due to shrink down to one debate stage, barring any shock developments that help one more contender make the cut for nextmonth’s event.
Ahead of Wednesday night’s deadline to qualify for the ABC News debate in Houston on Sept. 12, only 10 candidates have met both the polling and fundraising thresholds, according to POLITICO’s tracking of the process. Unlike the first two debates, if 10 or fewer candidates qualify, they will all appear together on one night. If this holds, it would mark the first time in the still-fledgling Democratic race that all the top candidates debated together. The large field and random assignments had, thus far, prevented Sen. Elizabeth Warren of Massachusetts from appearing with former Vice President Joe Biden or Sen. Kamala Harris of California. For a time, it appeared billionaire self-funder Tom Steyer would disrupt that. He crossed the fundraising threshold — 130,000 unique donors — two weeks ago, and he sits on the precipice of the polling threshold, having earned 2 percent in three surveys by pollsters approved by the Democratic National Committee. But the fourth poll — which would make Steyer the 11th qualified candidate and result in the debate being split over two nights — has been elusive. The last five polls, which have all been conducted among Democratic voters nationally, show Steyer at 1 percent or notregistering at all.

California’s most powerful labor unions will defer to their national leadership in deciding any 2020 presidential endorsement. But that doesn’t mean the state’s workers won’t have a say. From the Services Employees International Union to the National Education Association, Californians hold key positions on the decision-making bodies that will determine if, and whom, their union endorses in the presidential primary next year. As of now, their allegiances are split. Home state Sen. Kamala Harris has been courting many of those localunion members
and has some high-ranking former California labor leaders on her staff, including senior advisers Laphonza Butler, who until recently was president of the largest union California, SEIU Local 2015, which represents homecare workers. But local workers, labor leaders and some political advisers say Harris can’t count on California’s votes when it comes time for a national endorsement decision. “I do think that Kamala Harris has been a friend of labor here in California,” says Kent Wong, director of the UCLA Labor Center and a vice president of the California Federation of Teachers. “But I don’t think … she has wrapped up labor support in California. There are many union members who still support Bernie Sanders. There are many that support Elizabeth Warren.
